Abdul Yusuf requested that the Council reconsider the proposed ordinance renewing the moratorium on auto -oriented uses due to the impact it has on those whose livelihoods are dependent onsuch businesses. 2. Peggy McCarthy commented on f unding of proposed improvements to the Heiser property and Minkler Shop and expressed that consideration should be given to identifying funding sources for renovating the G20O building and UPS building before additional money isspent onrenovation studies orplans. David Cline, City Administrator, provided an update on the City'eoononmv ruo naoponms and highlighted the following: Human Services continues hoserve Tukwila residents through rental assistance funds; business recovery offortsmnmfmcuwad on reopening businesses safely; staff will bebringing results from the business survey within the next two weeks; four AmeriCorps/HungerCorps members will baassisting the City with food distribution efforts. NEW BUSINESS A resolution mfthe City Council commemorating Jummtmemthms anannual celebration mf African American emancipation. SECONDED BY SEAL THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ.* The Counoi|memberm discussed various potential amendments to the proposed resolution and determined that consensus existed to consider additional ways to honor Juneteenth through the Council Committee process. Tukwila City Council Regular Minutes June 15, 2020 Page 3 of 4 MOVED BY KRULLER, SECONDED BY SEAL TO AMEND THE RESOLUTION TO ADD THE PHRASES, "SINCE 2007, HAS BEEN HONORED IN THE PACIFIC NORTHWEST AND STATEWIDE" TO THE 4TH WHEREAS CLAUSE, AND "THROUGH CONTINUED LEARNING AND UNDERSTANDING OF ITS IMPACT ON COMMUNITY MEMBERS" TO THE RESOLUTION CLAUSE. MOTION CARRIED 7-0, TO ADOPT THE AMENDMENTS. *MOTION CARRIED 7-0, TO ADOPT RESOLUTION NO 1992 AS AMENDED. REPORTS a. Mayor Mayor Ekberg had no report. b. City Council Council President Quinn participated in a Lodging Tax Advisory Committee (LTAC) meeting and highlighted that due to diminishing LTAC funds, the Council will need to have a process for prioritizing future funding requests. Councilmember Kruller reported she will be attending summer forums through the National League of Cities (NLC) and indicated several key pieces of legislation on transportation will be considered. Councilmember Kruller expressed appreciation forthe Teens for Tukwila sharing their experience following their recent attendance at an NLC conference. Councilmember McLeod reported at tonight's Planning and Economic Development Committee meeting, the Committee forwarded an application for lodging tax funds forthe Saving LocalKC.com campaign in the amount of $104,170.00 to the Consent Agenda tonight. Forthcoming will be an application for lodging tax funds from the Seattle Southside Regional Tourism Authority. Councilmember Idan urged City Administration to be proactive about bringing COVID-19 testing to the City. Councilmember Delostrinos Johnson reported at tonight's Transportation and Infrastructure Committee meeting, the Committee received an overview of service and staffing changes resulting from the recent furloughs due to financial impacts of COVID-19 which will be forwarded to the full Council forfurther discussion. c. Staff David Cline, City Administrator, referenced the CA (City Administrator) report, and offered to answer any questions. Councilmember Seal requested information on when Boards and Commissions will be able to reconvene. Following an inquiry from Councilmember Kruller on how Coronavirus Aid, Relief, and Economic Security (CARES) Act funds will be spent, Vicky Carlsen, Finance Director, explained CARES Act funds can be used forexpenditures incurred that are directly related to responding to COVID-19, including supplies, overtime, unemployment costs, and providing economic support to residents and businesses. Additional information will be forthcoming at the next Council meeting. d. City Attorney There was no report. e. Educadion& Families Council through the National League of Cities (NLC) will be postponing its meeting toJuly orAuguat.
