ASSUMPTIONS: • We believed that there would be increased fireworks activity base on the reduced outdoor opportunities over the past several months due to COVID-19. • Absent ignored warnings and egregious acts we believed we would spend most of our time educating individuals about the ban (PD). COMMUNITY OUTREACH: • City staff posted signs in and around parks to include strategically placed reader boards reminding everyone of the fireworks ban in Tukwila. • City staff posted the necessary announcements on the city website and social media to discourage the use of illegal fireworks in the city. • The police and fire departments facilitated an increased presence and focused on educating the community and visitors on our fireworks ordinance and the fire danger associated with fireworks. City of Tukwila Fireworks Emphasis Police Department After Action Summary STAFFING: • Fri 7/3 1900-0000 - 2 personnel on Overtime • Sat 7/4 1900-0000 - 2 personnel from Patrol and one late signup on Overtime • Sun 7/5 1900-0000 - 2 personnel on Overtime • Last year there were 6 additional officers available on 4 July focused on proactive patrol CALLS FOR SERVICE: • 2019 Total: 79 CFS (between 7/3 and 7/5) On -view Calls - 20 • 2020 Total: 73 CFS (between 7/3 and 7/5) On -view calls - 7 • 7 on -view incidents created by emphasis or patrol personnel which is down from 20 last year. The "hot spots" this year much like 2019 were the T5 and T7 • The emphasis team provided education in the form of warnings. It was very difficult to catch individuals actively lighting off fireworks. • Fireworks were depleted by the time officers arrived. • Our responses were as a result of a 911 call City of Tukwila Fireworks Emphasis Fire Department After Action Summary Date Aid Calls Fire type call Service Total July 1 4 0 6 10 July 2 10 0 4 14 July 3 9 0 6 15 July 4 13 7 8 28 (Brush fires, Illegal burns and dumpster fires) July 5 11 2 7 20 (both Brush Fires) • July 2-5 TFD staffed at 13 each day, this kept all fire responding units in service at all fire stations. • July 4 (1600-0000 hrs) additional Engine placed in service — that overtime unit responded on 6 fire calls during that evening. Mainly in the TIBarea. • No structure fires in Tukwila on the dates listed above (July 1-5). Skyway and Kent each had two structure fires the night of July 4t", unknown cause. Our TFD units did assist with those fires. City of Tukwila Fireworks Emphasis Parks & Recreation After Action Summary • Riverton Park was heavily used by a large gathering who left significant debris. • Crestview Park was heavily used by many people and they left a larger amount of debris than normal. • TCC Park is usually the most heavily used park on the Wh of July but there was minimal use by the little debris left behind. • Three park staff worked July St" for 6 hours to remove approximately 9-yards of debris and materials. • A typical Sunday would take one staff approximately 6-7 hours with 2-3 yards of debris.
