This meeting was not conducted at Tukwila City Hall, based on the Governor's Proclamation 20-28 adopted March 24, 2020 which says in part: `Any public agency, subject to RCW 42.30, is prohibited from conducting any meeting, subject to RCW 42.30 unless (a) the meeting is not conducted in person and instead provides an option(s) for the public to attend the proceedings through, at minimum, telephonic access. " All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila City Hall and participated via a remote electronic system. The phone number for public participation that was provided via the agenda distribution process was: 1-253-292-9750, access code 670077847#. COMMITTEE OF THE WHOLE CALL TO ORDER/PLEDGE OF ALLEGIANCE Council President Quinn called the remote Tukwila City Council meeting to order at 7:00 p.m. and led the audience in the Pledge of Allegiance. OFFICIALS Present at the virtual meeting were Council President Quinn; Councilmembers Verna Seal, Kathy Hougardy, Kate Kruller, Thomas McLeod, Zak Idan, Cynthia Delostrinos Johnson. CITY OFFICIALS The following staff were present via remote access: Allan Ekberg, Mayor; David Cline, City Administrator; Rachel Bianchi, Deputy City Administrator; Kari Sand, City Attorney; Vicky Cadsen, Finance Director; Bruce Linton, Police Chief; Henry Hash, Public Works Director; Jack Pace, Community Development Director; Rick Still, Parks & Recreation Director; Hari Ponnekanti, Deputy Public Works Director/City Engineer; Lynn Miranda, Planning Supervisor; Cyndy Knighton, Senior Program Manager; Brandon Miles, Business Relations Manager; Joel Bush, Senior Technology Integration Manager; Laurel Humphrey, Council Analyst; Barbara Saxton, Administrative Support Coordinator. PUBLIC COMMENTS Council President Quinn announced that those wishing to provide public comment had the opportunity to deliver public comments via email by 5:00 p.m. today. Laurel Humphrey, Council Analyst, acknowledged receipt of and read the following written comments received by email: 1. Roble Musse with the 'Right to Be Banked Campaign" requested the Council revisit the issue of unbanked Money Transmitter Operators, which was tabled due to the COVID-19 pandemic. He provided a sample resolution for consideration; the goal is to help break down barriers that cause racial inequalities and access to economic opportunities. The item will go to the Community Services and Safety Committee. 2. Pastor Aaron McGruder of Foster Tukwila Presbyterian Church invited the City Council to join in a prayer walk for racial justice on Sunday, June 28th, at 2:00 p.m. Several local churches will be joining the walk from the Foster Tukwila Presbyterian Church to City Hall and back again, departing from the church at 2:30 p.m. Tukwila City Council Committee nfthe Whole Minutes PUBLIC HEARINGS Laurel Humphrey, Council Analyst, explained the specific requirements forprovidinghxpub|iccomments adopublic hearing. Those wishing to provide public comment had the opportunity to sign up via email by 5:00 p.m. today and will comment via the call -in phone line. a. Amyem|utimn adopting the 2021~2026 Six Year Transportation Improvement Program. 7:05 p.m. Council President Quinn opened the public hearing and asked for estaff report. CyndyKnighton, Senior Program Manager, stated the Transportation Improvement Program (OF) is updated annually as required bystate law. It is primarily afinancial planning document for projects competing for grants. One new project has been added (the South King County Regional Transportation Demand Management forCentero and Cmrridona), and two projects have been removed: Boeing Access RomduvarAiqportVVmy Bridge Seismic Retrofit, which ioexpected tobecump|edodin2O2O; endStrander Boulevard/SW 27th Street Phase |U, which has been cancelled for this time period 7:11 p.m. Council President Quinn called for public comments. Laurel Humphnay, Council Analyst, stated no sign-ups had been received to comment on the 2021-2026 Six -Year TIP. Council President Quinn asked if there was anyone else who wished to make e public comment on this topic. There were no public comments. 7:13 p.m. Council President Quinn closed the public hearing. b. An ordinance menavpmg ao|x-mmnth moratorium vv|th|m the Tukwila International Boulevard study area in the City of Tukwila on the development of certain uses such as hotels, mno1ela, extended stay facilities, orauto-oriented uses. 7:14 p.m. Cqmmdl President Quinn opened the public hearing and asked for aetaWff report. Lynn Miranda, Planning Supervisor, reviewed the background on the moratorium, saying a key part of the City'n Comprehensive Plan istntransition Tukwila International Boulevard from on*gion'eervinO highway to a safer, wo|hnb|e "main otrewd.^ with housing and neighborhood -serving commercial services. The existing 6-month moratorium expires July 0. 2020. The City Council directed staff tomove forward with renewing the moratorium, with the assumption the moratorium will remain in effect until the time the interim zoning code amendments are adopted byCouncil. Extending the moratorium allows the City time to provide more outreach for and public participation at a f uture Planning Commission hearing and deliberation on the interim zoning code revisions that will replace the moratorium. 7:1$ p.m. Cwmmc|U President Quinn called for public comments. Laurel Humphnoy, Council Ano|yat, stated no sign-ups had been received to comment on the moratorium extension. Council President Quinn asked ifthere was anyone else who wished to make o public comment on this topic. Traci Gnonbois, 8440 SE 82nd Gt.. Mercer |o|and, asked whether anextension going more than 2yearn follows the law. Kah Gend, City Aborney, stated that extensions are allowed if done in increments of 6-months moximum, and may continue as long as there ioaWork Plan associated with the moratorium. 7:22 p.m. Council President Quinn closed the public hearing. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. b. An ordinance renewing a six-month moratorium within the Tukwila International Boulevard study area in the City of Tukwila on the development of certain uses such as hotels, motels, extended -stay facilities, or auto -oriented uses. Several Councilmembers expressed that this latest extension likely would not have been needed if the COVID-19 pandemic had not happened. In response to questions from the Council about the moratorium, Ms. Miranda confirmed that expansion of an existing use or new development would not be permitted. Clarification was requested regarding businesses that had to suspend operations in the moratorium area and would like to reopen, as well as business closures due to the City's Public Safety Plan projects orimpacts from COVID-19. David Cline, City Administrator, noted that staff have been in contact with one business owner and they talked about the possibility of a group meeting to discuss impacts on businesses in this area. Council President Quinn requested the Council be kept informed about any follow-ups that Administration or staff have with businesses in the moratorium area. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. c. Weekly COVID-19 report. David Cline, City Administrator, stated that under the State's "Safe Start" phased approach, card rooms and indoor religious services may now open with capacity limits (Phase 2). Human Services continues to provide rent and utility assistance, and more businesses are reopening with reduced occupancy levels. Opportunities forsurnmer meals forstudents are being provided by the City and local partners. In response to a Council inquiry, Rachel Bianchi, Deputy City Administrator, provided information on rent and utility assistance funds remaining forthe rest of the year through House Bill 1406. She noted those funds are dependent on sales tax proceeds. Currently $15,000 is available for July. d. Council consensus on 2020-2021 Work Plan relating to South King Housing and Homelessness Partners progress report. Angela San Filippo, Executive Manager of South King Housing and Homelessness Partners (SKHHP), responded to questions from the Council. Tukwila's annual contribution to SKHHP's budget per the Interlocal Agreement is $7,500 per year through 2022, which will go directly toward operational and administrative costs. Any additional contributions made would be directed to a capital project. Councilmember Idan raised questions related to the potential use of public spaces for housing. Councilmember Delostrinos Johnson would like the plan to be explicit regarding racial inequities that exist within housing. CONSENSUS EXISTED TO HAVE THE CITY ATTORNEY REPORT ON LEGAL IMPLICATIONS RELATED TO THE USE OF PUBLIC FUNDS, AND TO REQUEST A STAFF ANALYSIS ON CITY - OWNED PROPERTIES CURRENTLY IDENTIFIED FOR WHICH, IF SOLD, THE MONEY IS EARMARKED TO GO TO THE PUBLIC SAFETY PLAN. Finance Director, reviewed revenues and expenditures forthefhatfewrnonthaof2O2O Gmmona/ Fund expenditures related to the COV|O-19 pandemic begun to be incurred in K8mmh, including staff time dedicated tothe Emergency Operations Center and analyzing the financial impacts, and for additional PPE and disinfectant supplies. Unbudgedodcosts can beapplied against CARES Act funding orFEK8Afunding. f. 2019 year-end financial report. Ms. Carlsan reviewed highlights from the 2019 report. General Fund revenues totaled $64.5 million and expenditures bobdad $65.3 million. Some highlights include: The City'a Reserve Policy was met or exceeded; sales and use tax remained stable, increasing $53.000ebove 2018; all General Fund departments finished the year under budget; the City'nStandond and Poo/abond rating improved from A\hoAA*. The City made progress on the Public Safety Plan projects and will pay $3.6 million les s over the life of the bonds than originally budgeted due to a higher bond rating and lower interest costs. g. A contract with Mammoth Agency for the "Saving Local" NJmg County initiative in the amount of$75.M00.00' Brandon yWi|eo. Business Relations Manager, stated the "Saving Local" campaigned launched in May, and isasite where businesses can participate *dnocost toplace deals forpunohose. The Lodging Tax Advisory Committee recommended on additiona|$1OO.00O in funds to keep the program running (and to expand it) through 2O2O. Mayor Ekberg had no report. b. City Council CouncilmemberHougmdyattended omeeting ofregional transportation groups. Metro is emphasizing amfetyovorsemioe. They will begoing back to85percent oftheir pne-COV|D services forthesummer. Due to ridership reductions related toCOV|D. Metro projects o$2 billion deficit by2U2G. As n*au|t, there will be a net reduction in services of 20 to 30 percent in the fall. One focus will be to retain routes in areas where people use the bus because they have no other mode of transportation. Counci|member Nnu||er stated she will have the Council Analyst diothbuteon article from the King County - Cities Climate Collaboration. She also referenced o recent post relating to Tukwila on "The Urbanist" Faoeboohoite. She participated in march on June 20. 2020 held in honor of Father's Day. She expressed appreciation toSean Goode and Council President Quinn forwmrkin8out the event logistics. Council President Quinn thanked the Mayor and Police Chief for their help in making Saturday's march happen. Tukwila has embraced others who support the issue including the Urban League and Census 2020. and conversations will continue about what else can happen. There was no report. d.
