Microsoft Teams Virtual Meeting
1. Call to Order, Roll Call& Introduction of Guests: Chair Sheila Coppolla called the meeting to order at
6:12pm.
Attendance:
Commission Members Present: Pinky Estell, Sheila Coppola, Trisha Gilmore, Jaleh Sadravi, Helen Enguerra,
Shawn B,elyea, Cynthia Chesak and Dylan Mahler
Staff: Tracy Gallaway
2. Approval of Agenda: Helen Enguerra moved to accept the agenda. Trisha Gilmore seconded the motion. The
motion passed unanimously.
3. Approval of Minutes: Cynthia Chesak moved to accept the minutes for 2.26.20 meeting. Shawn Belyea
seconded the motion. The motion passed unanimously.
4. Unfinished Business:
a. Baker Blvd Art Project update -Tracy Gallaway reported that the Baker Blvd Art Project with
artist Beth Gahan is proceeding. On 6.23.20 City staff from Parks & Recreation, Public Works
and Economic Development met to discuss the project and specifically street mural treatments
using thermoplastic, it was decided that due to City staffing shortages related to COVID-19
street mural treatments would have to be delayed until summer 2021. This summer staff will be
touring Seattle street mural sites and viewing the installation of a street mural in Seattle to
better understand the process and the staff needed for installation efforts. Additionally, we are
exploring the opportunity to implement a Utility Box Art Program this summer or fall at the
Baker Blvd site, and potentially at other locations in Tukwila.
5. New Business:
a. Summer Arts Engagement Ideas
L Mobile Recreation - staff are utilizing funds from the 4Culture Sustained Support grant
to purchase art supplies for activity kits being distributed by the Park n' Play program
that staff are beginning on July 61h
iL Park "pop up" art - Commissioner Pinky Estell shared information regarding a new
program that the SeaTac Arts Commission is doing this summer inviting the public to
create art in their front yards. Pinky is interested in organizing a similar program and
will be putting together a proposal for consideration at the July Arts Commission
meeting.
iii. 4C Touring Arts Roster- Presenter Incentive Program (PIP) -Tracy Gallaway reported
that 4Culture is encouraging local arts agencies to take advantage of the PIP this

summer as 4Culture is covering the, full fees for any performers booked this summer.
Maximum funding is $2,500 and applications take 2-4 weeks for approval.
PSP — Facility Openings (Station 51 — August; Justice Center — September) —Tracy Gallaway
shared that two of the Public Safety Plan facilities would be opening soon. She asked the Arts
Commission for any ideas on celebrating these facility openings with the community. Ideas
included — calll for artist for the art poles, a vocal performance transmitted via short wave radio,
honoring community members as "Treasures of Tukwila", a scavenger hunt for "pieces of
Tukwila". Further ideas will be brought to the July Arts Commission meeting.
6. Commission/Staff Report Outs:
o Tracy Gallaway, Staff Liaison:
■ Tracy Gallaway reported that Artist in Residence (AiR) Sarah Kavage has a new contract
working on an art project with Public Works for the Riverton Creek Flapgate Project, She is
interested in presenting to the Arts Commission at a future meeting, July or August. Tracy
will check in with Sarah to determine which date might work best for an upcoming
presentation.
■ Tracy Gallaway reported that former Artist in Residence (AiR) Olisa Enrico -Johnson is
working at Arts Corp but may be interested in continued work in Tukwila. It was discussed
that there is interest in adding additional murals to the Wave mural site on Tukwila
International Blvd. There is also interest in continuing the Story Project that Olisa began as
part of her residency but was not able to finish due to timing and resources. Tracy will
check back in with Olisa regarding those projects.
■ Tracy Gallaway reported that she was going to be meeting with staff from Westfield Mail
regarding art engagement opportunities including a chalk art contest and the development
of a Storefront Art program at the mall.
o Sheila Coppola: Sheila Coppola mentioned that the Food Innovation Network was successful in their
grant application from 4Culture and received funding to support custom murals by Hoa Hong
(former Tukwila resident and FHS graduate; Hoa also did the mural at TCC last year with AiR Sarah
Kavage). The mural project was presented at the February 2020 meeting and the Arts Commission
was very interested in supporting the project. They asked Tracy Gallaway to reach out to Kara
Martin to see if they received enough funding for the project or if additional funds are needed.
o Pinky Estell. Pinky Estell reported that he is continuing to work on the report he's preparing
regarding the "State of Foster Performing Arts Center" and recommendations on how the City
should move forward with a shared use agreement for the facility.
o Dylan Mahler: Dylan Mahler reported that no additional progress has been made on the art project
at Foster High School. The artist selected for the project is Etsuko Ichikawa. Examples of her art
work can be found at www.etsukoishikawa.com.
7. Other— No additional agenda topics.

Celebration ideas, Art Engagement for Community Recovery.
9. Adjournment: Cynthia Chesak motioned to adjourn the meeting at 728 pm Shawn Belyea seconded the
motion. The motion passed unanimously.
