Remote Meeting per Governor Proclamation 20-28 July 13, 2020 — 7:00 P.M.
MINUTES
This meeting was not conducted at Tukwila City Hall, based on the Governor's Proclamation
20-28 adopted March 24, 2020 which says in part: `Any public agency, subject to RCW 42.30,
is prohibited from conducting any meeting, subject to RCW 42.30 unless (a) the meeting is not
conducted in person and instead provides an option(s) for the public to attend the proceedings
through, at minimum, telephonic access. "
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not
at Tukwila City Hall and participated via a remote electronic system.
The phone number for public participation that was provided via the agenda distribution
process was: 1-253-292-9750, access code 670077847#.
COMMITTEE OF THE WHOLE
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Quinn called the remote Tukwila City Council meeting to order at 7:00 p.m. and led
the audience in the Pledge of Allegiance.
OFFICIALS
Present at the virtual meeting were Council President Quinn; Councilmembers Verna Seal,
Kathy Hougardy, Kate Kruller, Thomas McLeod, Zak Idan.
Councilmember Delostrinos Johnson was not in attendance.

PUBLIC COMMENTS
Council President Quinn announced that those wishing to provide public comment had the opportunity to
deliver public comments via email by 5:00 p.m. today.
Laurel Humphrey, Legislative Analyst, acknowledged receipt of and read the following written comment
received by email:
1. Trina Cook expressed appreciation for the responsiveness to her concerns expressed last week
about the outbreak of the coronavirus and communication from the City, noting the updates seen
on the City's website.

SPECIAL ISSUES
a. COVID-19 impact report.
Vicky Carlsen, Finance Director, noted the General Fund Report is based on financial data for the period
ending April30, 2020 for revenues and May 31, 2020 for expenditures. Total General Fund revenue
through April 30th was $19.1 million, which is above the revised (due to COV ID) allocated budget by
$870.8 thousand. Although there was a decline in overall sales tax revenues, they did exceed the revised
budget expectations for April. Expenditures were below budget and better than anticipated.
b. Weekly COVID-19 report.
David Cline, City Administrator, stated additional funds for rental assistance may be available due to the
higher -than -expected sales tax revenue. He noted that a supply of masks is being distributed to
numerous organizations throughout the City.
c. An interim policy for outdoor seating and signage allowances for businesses.
Minnie Dhaliwal, Community Development Deputy Director, explained the interim policy was developed to
expedite approval of outdoor seating areas and relax temporary signage requirements as businesses try
to reopen. The interim policy is currently expected to be in effect through January 10, 2021.
Councilmember Kruller would like the City to monitor usage of A -frame (portable) signage to potentially
address allowances forthis type of signage in the future.

d. Applications for lodging tax funds:
At its meeting on June 12, 2020, the Lodging Tax Advisory Committee (LTAC) recommended approval of
three requests for lodging tax funds. Brandon Miles, Business Relations Manager, provided an update on
the applications.
(1) From Seattle Southside Chamber of Commerce for the "Southside Promise" initiative in the
amount of $50,000. Businesses will be provided toolkits, signs and marketing materials.

(2) From Seattle Southside Regional Tourism Authority (SSRTA) foremergency funding for
marketing of a meetings recovery strategy. $195,000 requested; $75,000 recommended by
staff.
The existing contract with SSRTA includes regional promotion for hotels and groups; City staff is
recommending approval of the application at a reduced amount of $75,000. The Council discussed
the process that would be followed should the Council approve the application at the lower amount.

(3) From the City of Tukwila (Economic Development Division) for"Experience Tukwila" digital
development in the amount of $88,375. Digital assets will include a website and social media
accounts to promote the City to visitors and businesses.

e. A contract for siding repairs at the Tukwila Community Center.

Phase III is the final step in completing the siding repairs at the Community Center to correct issues with
flashing that has caused moisture to get in, which could result in a health hazard to visitors and staff
should black mold grow inside. The low bidderwas $116,589, which was lower than expected.

f. A resolution regarding the Hazard Mitigation Plan.
State law requires the City's Hazard Mitigation Plan be updated every fouryears. Jay Wittwer, Fire Chief,
explained the document titled "City of Tukwila Plan Annex" will be part of King County's hazard mitigation
planning.

g. Fourth of July After Action Report.
Jay Wittwer, Fire Chief, stated there was a high level of activity. Fire upstaffed an additional engine
during evening hours, allowing them to intervene quickly on brush and dumpsterfires. There were 30
calls total, which is about triple the typical number. No structure fires were reported from July 1 through
July 5.
Bruce Linton, Police Chief, explained the police must catch someone actively lighting off fireworks to
issue an infraction/fine. Engagement by Police was primarily educational and warnings. Signs were
posted in and around parks and information shared on the City's website and social media.
REPORTS
a. Mayor
The Mayorwas not in attendance.
b. City Council
Councilmember Hougardy attended a remote meeting of the Equity and Social Justice Commission,
which included information on the Equity Policy and Implementation Committee's work and a presentation
from Chief Linton on police policies.
Councilmember Kruller attended meetings of Sound Cities Association's (SCA) Public Issues Committee
and the Puget Sound Regional Council Transportation Policy Board. She also attended SCA's Racial
Equity and Social Justice event. She has seen on-line discussions about conditions on the Interurban
Trail, where a homeless presence was reported, along with behaviors and conditions affecting public
safety. She asked for a wider distribution of the information posted on the Tukwila Police Department's
Facebook site related to police policies.
Council President Quinn participated with other elected officials in the SCA educational series on Racial
Equity and Social Justice. He noted the event was recorded and is the first in a series.
c. Staff
David Cline, City Administrator, stated follow-up will be provided on issues discussed during City Council
reports tonight. He also noted that training opportunities are being taken advantage of in relation to the
Equity Policy and Implementation Committee.

d. Legislative Analyst
There was no report.
MISCELLANEOUS
Councilmember Seal requested that City Administration provide the Council with a briefing on the
decision to advertiseforthe position of Deputy Fire Chief.
Council President Quinn stated that residents are asking about the status of the annual Night Out Against
Crime event and would like information to be distributed —either regarding cancellation or other planned
alternatives forthis year.
