Remote Meeting per Governor Proclamation 20-28 July 20, 2020 — 7:00 P.M.
REGULAR MEETING
This meeting was not conducted e/Tukwila City Hall, based on the Governor's Proclamation 20-28 adopted
March 24, 2020 which says in part: "Any public agency, subject to RCW42.30, is prohibited from conducting
any meeting, subject to RCW42.30 unless (a) the meeting is not conducted in -person and instead provides
an option(s) for the public to attend the proceedings through, atminimum, telephonic access."
All participants,including the Mayor, Councilm embers, City Staff, Legal Counsel were not at Tukwila City Hall
and participated via e remote electronic system.

Mayor Ekberg called the remote Regular Meeting of the Tukwila City Council to order at 7:00p.m.and led
the audience in the Pledge ofAllegiance.

HyeEunPark, Census External Partnerships Program Manager with King County, and NieshaFort-
Brooks, Commuagement Manager, providedinformation and highlights onefforts relating to the
2020Census inKing County and the City ofTukwila.
The Counci|mombmm emphasized the importance ofthe census and asked that administration consider
strategies forudd|tiono|engagement efforts.
PUBLIC COMMENTS
Those wishing to provide public comment had the opportunity to deliver public comments via email by
5:O0p.m.today.
Laurel Humphrey, Legislative Analyst, acknowledged receipt ofand read the following written comments
received by email:
1. Peggy McCarthy referenced the recent destruction ofthe Tukwila Park Gazebo due toofire and
urged the Council toincrease fire services atFire Station 52.
2. JovitoK0oConneU referenced the recent fire at Tukwila Perk and social media posts regarding fire
department staffing levels and asked the Council to mitigate the risk to the community due to
reduced staffing cdFire Station 52.

$75.000 to Seattle Southside Regional Tourism Authority for its "Emergency Funding for
Meetings Marketing." Staff is directed to provide notification to the Lodging Tax Advisory
Committee ofthe Counoi|'a decision and bring the application back tothe City Council after the
prescribed time of RCVVG7.28.1817(2) has been met.
(3) Approve an application for lodging tax f unds from the City of Tukwila for "Experience Tukwila"

UNFINISHED BUSINESS
Weekly COV/D-19 Report.
David Cline, City Administrator, provided an update on the City'ocoronaviruo response and highlighted
the following: The City iucontinuing torefine ereopening plan; Fire calls foroervioeare down
significantly; King County has provided unadditional 8.00Umasks for distribution.
In response to clarifying questions from Councilmember Kruller, Rachel Bianchi, Deputy City
Administrator, explained the following: Human Services typically commits all rentalassistance funds at
the beginning of every month with no more available until funding replenishes the following month; Due to
the loss ofthe National Guard, additional volunteers are needed atthe Tukwila Food Pantry.
NEW BUSINESS
m. Authorize the Mayor to sign a professional mervVmmm agreement with Mammoth Agency for the
"Experience Tukwila" marketing campaign in an amount not to exceed $95,00000
MOVED BYKHCLEOD,SECONDED BY HOUGARDY TO AUTHORIZE THE MAYOR TO SIGN A
PROFESSIONAL SERVICES AGREEMENT WITH MAMMOTH AGENCY FOR THE "EXPERIENCE
TUNW|LA" MARKETING CAMPAIGN IN AN AMOUNT NOT TOEXCEED $96.000.00.°
Cuunoi|member McLeod indicated this item was forwarded unanimously by the Planning and Economic
Development Committee. Funding will come from the City'a lodging tax funds and ePort of Seattle grant
(no general funds will be used forthio agreement).

Councilmember Kruller asked that information be provided on the metrics that will be used to measure the
success of the marketing campaign.

b. Award a bid and authorize the Mayor to sign a contract with Miles, Inc., for the 2020 Overlay
Project in the amount of $299,449.05 (plus contingency).
MOVED BY KRULLER, SECONDED BY IDAN TO AWARD A BID AND AUTHORIZE THE MAYOR TO
SIGN A CONTRACT WITH MILES, INC., FOR THE 2020 OVERLAY PROJECT IN THE AMOUNT OF
$299,449.05 (PLUS CONTINGENCY).*
Councilmember Delostrinos Johnson indicated this item was forwarded unanimously by the
Transportation and Infrastructure Committee. Due to budgetary impacts of COVID-19, the 2020 Overlay
Program was reduced, and advertising was delayed.
*MOTION CARRIED 7-0.
c. Award a bid and authorize the Mayor to sign a contract with R. L. Alia Company for the
Strander Boulevard and Andover Park East Sewer Repair Project in the amount of $258,830.00
(plus contingency).
MOVED BY KRULLER, SECONDED BY QUINN TO AWARD A BID AND AUTHORIZE THE MAYOR
TO SIGN A CONTRACT WITH R. L. ALIA COMPANY FOR THE STRANDER BOULEVARD AND
ANDOVER PARK EAST SEWER REPAIR PROJECT IN THE AMOUNT OF $258,830.00 (PLUS
CONTINGENCY).*
Councilmember Delostrinos Johnson indicated this item was forwarded unanimously by the
Transportation and Infrastructure Committee. The contract is forcritical sewer repairs at two sites due to
pipe failure.
*MOTION CARRIED 7-0.
REPORTS
a. Mayor
Mayor Ekberg reported he will be participating in a virtual South End Mayors Meeting to discuss budget
reduction scenarios. He emphasized the importance of wearing face coverings to prevent the spread of
COVID-19.
b. City Council
Councilmember Seal stated that as the Chair of the Finance Committee, she has been meeting weekly
with the Mayor, City Administrator, and Finance Director on the biennial budget. She recently participated
in the Prioritizing and Budgeting for Racial Equity session held through Governing for Racial Equity &
Inclusion (GREI) and a webinar held by Governor Inslee's office regarding COVID-19.
Councilmember Hougardy participated in the webinar held by Governor Inslee's office regarding COVID-
19 and a joint virtual meeting held by the Regional Transit Committee and Mobility Environment
Committee.
Council President Quinn spoke on the passing of United States Representative John Lewis, who was an
icon of the civil rights movement.
Councilmember Kruller participated in the Prioritizing and Budgeting for Racial Equity session held
through Governing for Racial Equity& Inclusion (GREI).

Councilmember McLeod reported the Planning and Economic Development Committee will be spending
future meetings examining the lodging tax budget process and the issue ofpromoting tourism pont'

David Cline, City Administrator, referenced the CA (City Administrator) report, and 2020 2»u Quarter Work
Plan update and answered clarifying questions from the Council.
CounoUmember HouQardy requested access tothe online portal of historical photos and documents.
Counoi|mambor KruUer suggested Police Chief Linton involve students and parents in the decision -
making process for continued police presence at Tukwila School District to ensure the community is
heard.

There was no report.
