The purpose of this meeting was to provide the City Council an opportunity to give policy level input
toward the development of the 2021-2022 budget.
Councilmember Quinn welcomed attendees and discussed meeting objectives. The following topics
were discussed:
1. High level assumptions for draft 2021-2022 budget
2. Programs identified during 2019-2020 Priority Based Budgeting Process
3. Budget process and calendar
4. Next Steps
Mr. Bailey facilitated Councilmembers taking turns to share ideas and concerns around the next
biennium. Common themes emerged around identification of affordable service levels, possible
restructuring of the organization, focusing on residential community needs, prioritizing equity and
social justice, and providing transparency and communication with the Council and community.
