REGULAR MEETING
Regular Meeting
August 3, 2020 — 7:00 P.M.
This meeting was conducted remotely, with the City Council, Mayor, and staff off -site and participating via a
remote electronic system.
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila
City Hall and participated via a remote electronic system.

CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Ekberg called the remote Regular Meeting of the Tukwila City Council to order at 7:00 p.m. and led
the audience in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present at the remote meeting were
Councilmembers Verna Seal, Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas McLeod, Zak 'clan,
Cynthia Delostrinos Johnson.

SPECIAL PRESENTATION
Introduction of community representatives on the Valley Independent Investigative Team. Bruce
Linton, Police Chief
Eric Dreyer, Deputy Police Chief, explained the Law Enforcement Training and Community Safety Act
was put into effect in January 2020. To aid in transparency, the legislation calls for the assignment of
Non -Law Enforcement Community Representatives to independent investigative teams. The following
residents are part of Tukwila's Team: Allan Howard, Sean Goode, Sharon Baker-Myklebust and Ross
Dworman.
PROCLAMATION
A proclamation recognizing August 3, 2020, as "The United States 2020 Census Complete Count
Day."
Mayor Ekberg read a proclamation declaring August 3, 2020 as "The United States 2020 Census
Complete Count Day" encouraging all community residents to acknowledge this special observance.
Niesha Fort -Brooks, Community Engagement Manager, gave an overview of the City's efforts toward
census involvement to include social media, distribution of pamphlets, and reaching out to partners to
encourage completion by October 31. The Council and Mayor would like to see 80% completion in 80
days.

PUBLIC COMMENTS
Those wishing to provide public comment had the opportunity to deliver public comments via email by
5:00 p.m. today. Laurel Humphrey, Legislative Analyst, acknowledged receipt of and read the following
written comments received by email:
Jasmine Hodges referenced a dangerous corner at 56th and South 133rd and feels a 4-way stop is
needed.
CONSENT AGENDA
a. Approval of Minutes: 7/20/20 (Regular Mtg.)
b. Approval of Vouchers #384224-384316 and #200600, #200704 in the amount of $3,577,748.29
c. Award a bid and authorize the Mayor to sign a contract with AtWork Commercial Enterprises, LLC, for
the Riverton Creek Flap Gate Removal Project Restoration Phase 2 in the amount of $106,090.60 (plus
contingency).

d. Authorize the Mayor to sign a contract with Otak, Inc., for the 2019-2024 NPDES (National Pollutant
Discharge Elimination System) Phase II Permit in the amount of $55,602.00 (grant funds).

MOVED BY SEAL, SECONDED BY HOUGARDY THAT THE CONSENT AGENDA BE APPROVED AS
SUBMITTED. MOTION CARRIED 7-0.
UNFINISHED BUSINESS
a. Weekly COVID-19 report.
David Cline, City Administrator, provided an update on the City's coronavirus response referencing that
teleworking will extend through 2020, mask distribution is continuing, and working with partners on
business assistance is ongoing.
b. A resolution affirming support of unbanked money transfer operators (MTOs) and the
immigrant communities they serve and urging the Washington State Legislature to pass a
financial inclusion law.
MOVED BY QUINN, SECONDED BY KRULLER THAT THE PROPOSED RESOLUTION BE READ BY
TITLE ONLY. MOTION CARRIED 7-0.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, AFFIRMING SUPPORT OF UNBANKED MONEY TRANSFER
OPERATORS (MTOs) AND THE IMMIGRANT COMMUNITIES THEY SERVE
AND URGING THE WASHINGTON STATE LEGISLATURE TO PASS A
FINANCIAL INCLUSION LAW.
MOVED BY KRULLER, SECONDED BY IDAN THAT THE PROPOSED RESOLUTION BE ADOPTED
AS READ.*
Councilmember Kruller referenced changes made to the resolution as it relates to inclusivity based on the
discussion at the July 27, 2020 Committee of the Whole meeting.
An email was received and distributed to the Mayor and City Council from Christine Neuffer
recommending the Council not approve the resolution, as it stands without acknowledging the importance
of international sanctions.

Councilmember Seal asked City Administration to put forth a community message regarding the process
of curb side pickup by Waste Management.
Council President Quinn asked that there be a hz|lovv+up report edthe Transportation and Infrastructure
Committee regarding the curb side pickup event by Waste Management.
Mayor Ekberg relayed that arecent report from Waste Management hathat 1096ofpeople did not call in
advance to make arrangements for pickup.
Council President Quinn attended the recent Joint Recommendations Committee, and federaldollars are
forthcoming for rental assistance. Additionally, onAugust 14.BCA(Sound Cities Association) will
continue the Racial Equity and Justice series and youth from Teens for Tukwila will participate.
Councilmember McLeod reported that the Planning and Economic Development Committee is reviewing
Tourism and Funding issues, and a presentation will be forthcoming to the full Council.
Councilmember Delostrinos Johnson has been working with the Tukwila Children's Foundation, and
rental assistance in the amount of $25,000 has helped 15 families and 65 people within the Tukwila
School District.
David C|ina, City Administrator, referenced the CA(City Administrator) report, and Monthly Construction
and Budget Report, and offered toanswer any questions.
Councilmember Seal inquired if the curb side collection event was hosted by the City or Waste
Management. Mr. Cline replied the event was coordinated by Waste Management.
Councilmember Delostrinos Johnson said that many landlords are not aware the eviction moratorium has
been extended, and she hopes the City can provide input bolandlords. Additionally, she would like an
update from Parks and Recreation about their programs, particularly as it relates to childcare.
Council President Quinn said this kind of information is also pertinent as it involves the budget process.
