This meeting was conducted remotely, with the City Council, Mayor, and staff off -site and
participating via mremote electronic system.
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not
atTukwila City Hall and participated via aremote electronic system.

Council President Quinn called the remote Tukwila City Council meeting toorder nd 7:00 p.m. and led
the audience in the Pledge ofAllegiance.

PUBLIC COMMENTS
Council President Quinn announced that those wishing toprovide public comment had the opportunity to
deliver public comments via email by 5:00 p.m. today.
Laurel Humphrey, Legislative Analyst, acknowledged receipt of and read the following written comments
received byemail:
1. Khan0Nguyen, 13304 56th Avenue South, expressed concern regarding the proposed ordinance
on automated school zone safety cameras and urged the Council to consider alternatives that do
not disproportionately impact low-income and communities of color.
SPECIAL ISSUES
a. Weekly COVID-19 report.
David Cline, City Administrator, provided on update on the City'000ronavimm response and highlighted
the following: the King County Joint Recommendations Committee (JRC) approved allocations for round
two nfCARES Act funds; Washington State Department ofCommerce announced itiodedicating CARES
Act funds for rental assistance programs.

In response to a question from Councilmember Delostrinos Johnson, Rachel Bianchi, Deputy City
Administrator, clarified funds will be distributed to nonprofits and community -based organizations across
the State.
b. COVID-19 financial impact report.
Vicky Carlsen, Finance Director, provided an update as follows: Revenue through May is higher than
projected due to property tax and sales tax revenue; Although other major industry categories were down,
construction was stronger in Mar — May 2020 compared to the same period last year; Mass lootings
incurred some overtime costs; In summary, revenues exceed the revised allocated budget by $1.8 million
and expenditures are below allocated budget by $125 thousand.
c. An interim flood plain management ordinance.
Ryan Larson, Senior Program Manager, explained this interim ordinance allows for updates to the City's
flood plain management regulations and adoption of revised flood insurance rate maps by the August 19,
2020 deadline. The final ordinance will come back to the Council once the SEPA process is complete.

d. A contract for school speed zone automated safety cameras.
Bruce Linton, Police Chief, emphasized the importance of safety throughout this program and said
citations will not be issued until drivers go over 25 MPH and that flashing lights would be added in the
area as a warning.
Trish Kinlow, Court Administrator, indicated the citations can be mitigated by the court in various ways,
and automated safety cameras also prevent racial profiling by officers.
Councilmember Delostrinos Johnson spoke against the proposed contract as fines disproportionately
impact low-income and communities of color. Alternative ways to enforce public safety include educating
the community and road improvements.
Following discussion, the Councilmembers requested that the Police Department report back to the
Council 1 year after implementation of the program. Council President Quinn requested that the annual
State of the Court presentation include information regarding uncollected debt for fines.

e. An ordinance regarding the Astound Broadband franchise agreement.
Joel Bush, Senior Technology Integration Manager, explained the proposed ordinance extends the
franchise term with Astound Broadband, LLC for one-year to August 11, 2021 and allows for additional
extensions in one-year increments.
Following questions from the Council, Joseph Todd, Technology & Innovation Services Director, indicated
the City is seeking to diversify service in residential areas, share assets to extend the City's public Wi-Fi,
and visualize all fibers in the City through a GIS map.

f. A briefing on tourism promotion and lodging taxes.
Brandon W1ilew, Business Relations Manager, gave an overview of UheCby'o use of the lodging tax funds
and Tourism Promotion Area revenue and the limitations onhow each fund can beused. Staff will ba
continuing discussions with the Planning and Economic Development Committee and Council regarding
policy issues with tourism f unding forthe City.
g. Fire Department G-moni financial report.
JnyVVittwer Fine Chef. and David {]ima. City Administrator, provided an update on the Fire Department's
budget and goals aurequired bythe budget proviso adopted bythe Council in20l9.
REPORTS
a. Mayo,
Mayor Ekberg had noreport.
b. City Council
[ounoi|mmnber Seal mpo���m Hn�o Committee received Quarter Investment Report,
discussed revenues, and the public engagement process forthe biennial budget. She offered a reminder
regarding the upcoming budget listening session onAugust 25.2O2O.
Counui|member Hougordy participated in an Equity and Social Justice Commission meeting and received
a report from the Equity Policy Implementation Committee.
Council President Quinn will be attending the South King County Census Table onAugust 12.2020.
Sound Cities Association will beholding aRacial Equity and Justice session hosted byyouth onAugust
14,2020.
Councilmember Kruller participated in the Request for Proposals process for a 3rd party budget and
management consultant for the Fire Department. She reported the National League of Cities
Transportation and Infrastructure Committee is meeting weekly regarding congressional bills and CARES
c. Staff
There was no report.
d. Legislative Analyst
Laurel Humphrey, Legislative Analyst, reported the Public Safety Bond Financial Oversight Committee
met on August 11, 2020. The agenda is available online.
MISCELLANEOUS
Counci|member KruUer referenced eevoud emai|o that were received by the Council regarding defunding
the Justice Center and funding a Youth Center in Tukwila.
Council President Quinn indicated hawould respond to the emai|eper the standard process and asked
that the Council respond toopportunities bobetter inform the community.
Following orequest byCouncil President Quinn tuhold discussions regarding the Public Works Facilities,
the City's bonding capacity, and Health Point, consensus existed to have briefings on these topics to
include historical context, updates on the process, and future outlook/goals.
