This meeting was not conducted at Tukwila City Hall, based on the Governor's Proclamation 20-28 adopted March 24, 2020 which says in part: "Any public agency, subject to RCW 42.30, is prohibited from conducting any meeting, subject to RCW 42.30 unless (a) the meeting is not conducted in-person and instead provides an option(s) for the public to attend the proceedings through, at minimum, telephonic access." All participants, including the Mayor, Councilmembers, City Staff, Legal Counsel participated were not at Tukwila City Hall and participated via a remote electronic system. The phone number for public participation that was provided via the agenda distribution process and special meeting notice was: 1-253-292-9750, access code 51311058#. CALL TO ORDER Mayor Ekberg called the remote Special Meeting of the Tukwila City Council to order at 10:33 p.m. directly following the Committee of the Whole meeting. ROLL CALL Andy Youn, Deputy City Clerk, called the roll of the Council. Present at the virtual meeting were Councilmembers Verna Seal, Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas McLeod, Zak Wan, Cynthia Delostrinos Johnson. CITY OFFICIALS Allan Ekberg, Mayor; David Cline, City Administrator; Kari Sand, City Attorney; Vicky Carlsen, Finance Director; Eric Dreyer, Deputy Police Chief; Jay Wittwer, Fire Chief; Juan Padilla, Human Resources Director; Hari Ponnekanti, Interim Public Works Director; Rick Still, Parks and Recreation Director; Joel Bush, Senior Technology Integration Manager; Brandon Miles, Business Relations Manager; Laurel Humphrey, Legislative Analyst; Andy Youn, Deputy City Clerk. CONSENT AGENDA a. Approval of Minutes: 8/17/20 (Regular Mtg.); 8/24/20 (Special Mtg.) b. Approval of Vouchers c. A resolution adopting a fee for fingerprint services (exclusive of fingerprint fees for concealed pistol licenses). [Reviewed and forwarded to Consent by the Finance Committee on 8/24/201 RESOLUTION NO. 1997 d. A resolution adding a change fund for the Police Department, and repealing Resolution No. 1930. [Reviewed and forwarded to Consent by the Finance Committee on 8/24/20.] RESOLUTION NO. 1998 f. Authorize the Mayor to sign a contract with Zayo for internet services in the amount of $195,000. [Reviewed and forwarded to Consent by the Finance Committee on 9/14/20.] Councilmember Kruller requested that Item E be removed from the Consent Agenda to be discussed under New Business. MOVED BY KRULLER, SECONDED BY SEAL THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED, WITH THE EXCLUSION OF ITEM E. MOTION CARRIED 7-0. Tukwila City Council Special Meeting Minutes September 14, 2020 Page 2 of 2 UNFINISHED BUSINESS Parks and Recreation projects: (1) A resolution authorizing submission of an application for grant funding assistance for the Duwamish Neighborhood Trail Park Project (#91930102), to the Recreation and Conservation Office, as provided in RCW 79.105.150, RCW 79A.15.030, WAC 286-13 and other applicable authorities. MOVED BY SEAL, SECONDED BY HOUGARDY THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED 7-0. Andy Youn, Deputy City Clerk, read the proposed resolution by title only. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AUTHORIZING SUBMISSION OF AN APPLICATION FOR GRANT FUNDING ASSISTANCE FOR THE DUWAMISH NEIGHBORHOOD TRAIL PARK PROJECT (#91930102), TO THE RECREATION AND CONSERVATION OFFICE, AS PROVIDED IN RCW 79.105.150, RCW 79A.15.030, WAC 286-13, AND OTHER APPLICABLE AUTHORITIES. MOVED BY QUINN, SECONDED BY KRULLER THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ. MOTION CARRIED 7-0, TO ADOPT RESOLUTION NO. 1999. (2) Authorize the Mayor to sign a contract with Evergreen Asphalt for the paving of trails and parks sport courts in the amount of $155,000. MOVED BY SEAL, SECONDED BY KRULLER TO AUTHORIZE THE MAYOR TO SIGN A CONTRACT WITH EVERGREEN ASPHALT FOR THE PAVING OF TRAILS AND PARKS SPORT COURTS IN THE AMOUNT OF $155,000. MOTION CARRIED 7-0. NEW BUSINESS ITEM E REMOVED FROM CONSENT AGENDA FOR DISCUSSION UNDER NEW BUSINESS: A resolution adopting fees for the staff time associated with redacting Tukwila Police Department body worn video footage requested pursuant to public records requests. MOVED BY HOUGARDY, SECONDED BY KRULLER TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING.* Council President Quinn indicated the intent is for staff to provide clarity on implementing tools to inform the public on exemptions from charges for redacting videos prior to release for public records requests. *MOTION CARRIED 7-0. ADJOURNMENT 10:38 p.m. THERE WAS UNANIMOUS CONSENT TO ADJOURN THE SPECIAL MEETING.
