Chair McLeod called the meeting to order at 5:30 p.m.
I. BUSINESS AGENDA
A. Ordinance: House Bill 1590, Local Sales & Use Tax for Affordable Housing
Staff is seeking Council approval of an ordinance that would increase the sales tax by .1% to
be used toward local investments in affordable housing and related services, pursuant to
House Bill 1590.
Committee Recommendation
No recommendation. Forward to October 5, 2020 Regular Meeting.
B. Tourism Funding: Lodging Tax Six -Year Financial Model
Councilmembers and staff discussed the lodging tax six-year financial model and anticipated
reductions due to COVID-19 impacts.
Items requiring follow-up
• Revise financial model to show removal of funding for contracted destination
marketing services (SSRTA)
• Provide general guidelines for use of tourism funds (lodging tax and TPA fee).
• Create a work plan for review of the Tourism Promotion Area interlocal agreement
• Remove parenthetical examples from the "Small Events" category

C. Land Sales Process
Staff presented an overview of the process for selling city property, which is codified at TMC
2.64 and includes multiple steps requiring Council approval. Land sales can be simple or
complex and sometimes impacted by competing priorities.
