Mayor Van Dusen called the Special Meeting of the Tukwila City Council
to order and led the audience and the City Council in the Pledge of
Allegiance.
EDGAR D. BAUCH, L. C. BOHRER, JOE H. DUFFIE, MABEL J. HARRIS (COUNCIL
PRESIDENT), GEORGE D. HILL, DORIS PHELPS, WENDY MORGAN.
Maxine Anderson (City Clerk), Pat Lowery (Chief of Police), Byron
Sneva (Director of Public Works), Dan Woo (City Attorney).
MOVED BY HARRIS, SECONDED BY MORGAN, THAT THE PROPOSED RESOLUTION
BE READ IN ITS ENTIRETY. MOTION CARRIED.
City Attorney Dan Woo read a resolution of the City of Tukwila,
Washington, honoring the memory of Dwight R. Gardner, former
Councilman, in its entirety.
MOVED BY HARRIS, SECONDED BY PHELPS, THAT THE RESOLUTION BE ACCEPTED
AS READ. MOTION CARRIED.
Mrs. Dwight Gardner accepted the signed resolution, expressing the
graditude of herself and family.
Byron Sneva, Director of Public Works Department, stated the low
qualified bidder was Doolittle Construction Company and he recommended
any combination of bid elements be awarded to them.
MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE BASIC BID WITH ALTERNATES
A AND B BE AWARDED TO DOOLITTLE CONSTRUCTION. MOTION CARRIED.
Mr. Sneva recommended that SEA, Inc. be authorized to provide survey
and inspection support in the construction phase of the street
improvement.
MOVED BY HARRIS, SECONDED BY PHELPS, THAT NEGOTIATIONS BE CONDUCTED
WITH SEA, INC. TO PROVIDE CONSTRUCTION ENGINEER CONSULTANT SERVICES
AT THIS TIME. MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY BAUCH, THAT THE MAYOR BE AUTHORIZED
TO SIGN THE CONTRACT WITH SEA, INC., FOR THE 53RD AVENUE SOUTH
STREET IMPROVEMENT PROJECT TO PROVIDE SURVEY AND INSPECTION SUPPORT.
MOTION CARRIED.
Request to amend Mayor Van Dusen suggested the word "may" be inserted in Section 3 of
Ord. #1295, creating the ordinance, indicating "may" be required to agree to reside in the
position of City City during his term as City Administrator.
Administrator.
City Attorney Woo said a person cannot be prevented from applying
for the position if he lives outside the City, but you can ask someone
to live in the City as a condition of employment.
Council Members agreed that a condition of employment should be that
the individual hired as City Administrator agree to reside in the
City during his employment.
ADJOURNMENT MOVED BY BOHRER, SECONDED BY HARRIS, THAT THE SPECIAL MEETING ADJOURN.
