SCL's formal engineering judgments regarding SCL Distribution design are all presumed to be done under our Chief Executive Officer's authority (formerly titled Superintendent) and the CEO can override any decision. In practice the CEO defers judgment to his Officers, who in turn defer it to the Directors: and on to John, Bradley and me. John, Bradley, and I are chronically backlogged with engineering work, as I found out when I recently filled in for Bradley. If asked, the whole chain of command will review the decision but usually i don't even cc: Bradley on these design decisions due to constraints on his time. As an engineer and a public servant, I have learned that my best play is to listen carefully to all the prosect stakeholders, apply our Standards, and be as helpful as 1 can so I don't compel ia iy chain of command to review each decision — there are far too many such negotiations for an engineering supers✓icor or manager to monitor. Bradley approves all formal engineering correspondence and I strive to limit myself to one approval per prosect. I can't guarantee that Bradley or John or anyone else will agree with me, but my case for vacating the old pati- for the 2-5" duct bank and exiting the south wall of vault V686 is strong and I think they will support it. The fact that it accommodates the sculpture Tukwila commissioned Mr. Fleming to create will probably carry the day — we love art. Please do not hesitate to make your concerns known to all of us. The location of SCL vault V686 is crucial. -41 Extract from SCL UG Records Drawing No. AW -39B The locations shown above in AW -39B are representational and I presume they are the best SCL has to offer. They were drafted for 1"=100' scale representation. I usually estimate +/- 5 feet error on such maps. To facilitate both .and 2, I recommend that the SCL vault covers for V686 (814 -8 -LA) near the sculpture, vault V662 (712 -CLX) pictured below, and handhole H674 (444LA) be surveyed as noted above and the drawing updated with the true exterior wall locations for those vaults. The AutoCAD mode's are available on Gldr_astle's Aubum website. SCL handholes don't extend beyond the cover Underground so we iust need the cover of H674 on the easement map for Mary. With accurate vault locations we can make a judicious assumption about the centerline of the duct bank for the easement That being said, I Think n.e are committed Options ]. or 2 for the duct bank and I am certain Tukwila is committed to working with SCL to find a =air resolution. I recommend that we consider the duct bank relocation and the sculpture location to be approved by Seattle City Light and move forward with utility conflict resolution. The minimum easement surface requirements above apply to facilities located to within one-hundredth of a foot (0.01 ft) which is common survey accuracy. SCL shall estimate the accuracy of the drawings submitted. For each +/- 1.0 foot of estimated error, SCL shall add 2.0 feet to the minimum easement length or width noted above. The SCL facility locations shown on the attached drawing are presumed to have +/- 5.0 feet estimated error. Without further clarification, I recommend that the SCL easement be extended 5.0 feet in all four directions (N, S, E, W) at each SCL facility. This increases the overall easement width by 10.0 feet for vaults, handholes, poles, and duct banks, and the overall easement length by 10.0 feet for vaults, poles, and handholes.
