M I N U T E S
Mayor Van Dusen led the Pledge of Allegiance and called the
regular meeting of the Tukwila City Council to order.

Mayor Van Dusen called attention to the 6 month departmental
reports distributed to Council. Mr. Doerschel summarized the
status of the revenues and expenditures. The first six months
of 1983 have provided no serious financial setback with the pos-
sible exception of the water line break and resultant Utility
Bridge costing $150,000. The water rate increase, implemented
in May, has solved the 1983 water fund cash shortage problem.
Mayor Van Dusen asked to have this item on the agenda for the
next Committee of the Whole.
Mayor Van Dusen asked Council about purchasing a new aerial map
to be displayed in the Council Chambers. He suggested that Council
approve the most up to date map. Council agreed that the Mayor
should proceed.
MOVED BY PHELPS, SECONDED BY HILL, THAT COUNCIL AUTHORIZE THE
COUNCIL PRESIDENT OR HER DESIGNATED APPOINTEE AND THE MAYOR TO
ATTEND THE NATIONAL LEAGUE OF CITIES CONFERENCE IN NOVEMBER.
MOTION CARRIED.
Councilman Bauch reported on a garbage problem at the corner of
South 160th and 53rd Ave. South. A public dump is starting to
develop. He suggested installing a "No Dumping" sign. Mayor
Van Dusen said it would be discussed at staff meeting.
Attorney Woo reported that the Court schedule has been fairly
light.
He met with the Firefighter's representative to discuss the
contract that is up for binding arbitration.
The Highline Lawsuit will be argued tomorrow. The briefs have
been filed in the Allenbach lawsuit.

revenues for Street
Imp. Project, 53rd Attorney Woo read an ordinance of the City of Tukwila, Wash.,
Ave. So., So. 166th appropriating additional budgeted funds and revenues for street
to 170th improvement project at 53rd Ave. So., 166th 170th and decreasing
budgeted funds and revenues for the Grady Way Bridge Replacement
and amending the 1983 budget as adopted by Ordinance No. 1285.
MOVED BY PHELPS, SECONDED BY BAUCH, THAT ORDINANCE NO. 1296 BE
ADOPTED AS READ.*
Councilman Morgan expressed concern that these funds were in-
tended to pay for the bridges, and the removal of them to pay
for a street project may leave the City in the position of
seeking additional funds at a later date to replace them.
Mayor Van Dusen said the City will probably shift some other
street programs to allow for this.

Mayor Van Dusen called the regular meeting back to order with
Council Members present as previously reported.
Proposed Allentown Councilman Morgan said she had an inquiry from some citizens in
Annexation the Allentown area as to why the Public Safety meeting had been
cancelled. She advised them to call City Hall and request to
have the proposed annexation discussed at the Council Meeting.
The concerns of the citizens are to be sure the provision of fire
services for the district are defined clearly so that they know
what the provisions are if the annexation is approved.
Mayor Van Dusen introduced the alternatives suggested by
Tukwila Fire Chief Crawley for providing fire service to the
area now under the jurisdiction of Fire District #1 in case
the annexation is approved.
Tom Keefe, Fire Chief of District #1, explained that there are
a number of problems facing the District if the annexation takes
place. They would like to see Council select one of the options
to follow so they can sit down with the Mayor and iron out the
items that should be put in a contract; then, have the attorney
draw up the contract prior to the election. The three com-
missioners live within the annexed area. They are going to have
to be replaced. He explained that, according to law, a Fire
District cannot merge with a City, but a City can merge with a
Fire District. What is being proposed in Alternatives 5 and 7
is to absorb the manpower into the Tukwila Fire Department and
then contract for use of the District's building and equipment.
They have reviewed existing contracts of other jurisdictions and
have items they would like to see incorporated. If the annexation
goes through prior to a contract being signed, the Fire District
will lose considerable money have have to lay off several fire-
fighters. It is estimated to be about $48,000.

Councilman Bauch asked if the firefighters are under a labor
contract? Chief Keefe said the two groups of firefighters are
working together to come up with a contract agreeable to both
sides with the least amount of people being hurt by it. He
said there are the Chief, nine firefighters and a part time
secretary in the district.
Councilman Bauch asked what the fire commissioners would do?
Chief Keefe said there would still be a Fire District #1. They
would, basically, do the same thing they are doing now. They
would have regular meetings, pay the bills, and handle the
District business. There are two firefighters on retirement
that they handle.
Councilman Bauch asked what if the fire commissioners decided
not to contract with Tukwila. Chief Keefe said there is a 3
year cancellation for both sides clause proposed in the contract.
Councilman Hill suggested that Council accept alternative No. 4,
merge the operations of King County Fire District No. 1, with
the City of Tukwila.
Mayor Van Dusen noted that the City could make a very simple
contract and turn the money back to the Fire District so they
could continue to operate as they are now. At a later time a
merger could be discussed.
Mr. Stuart Garnett, Fire Commissioner, expressed concern at
what might happen if the contract is not signed prior to the
completed annexation. If Tukwila were to notify the district
in the first year that the contract would be terminated at the
end of the three years, the City would still continue to re-
ceive the tax dollars. Everyone knows the District can't
operate without these funds. He said he feels a great respon-
sibility to the people living outside of the area, and he wants
them protected someway.
Councilman Hill said his idea was to pursue working out a con-
tract with the commissioners, fire chiefs and city administration,
but tonight, just pick out the way to proceed and have the de-
tails worked out by the first part of September.
MOVED BY BAUCH, SECONDED BY PHELPS, THAT THE MAYOR BE AUTHORIZED
TO NEGOTIATE WITH FIRE DISTRICT NO. 1 UNDER ALTERNATIVE NO. 4.*
Councilman Bauch said he selected No. 4 because we do not have
enough information or data to actually start talking about man-
power. That is the only difference in alternatives 4, 5 and 7.
Councilman Hill noted that alternative No. 4 will provide lower
service for fire protection in the present City and will provide
the same level of all the other services to the present City and
District.

THE TUKWILA CITY COUNCIL ADJOURN. MOTION CARRIED.
