Mary Ellen Whitehead, audience, asked if there will be a road
into the house on the east side of the bridge if the one plan
is pursued. Mr. Northey said there would be a road.
MOVED BY HILL, SECONDED BY PHELPS, THAT THE COUNCIL RECESS FOR
FIVE MINUTES. MOTION CARRIED.
Mayor Van Dusen stated the Park Commission has discussed the
plan proposed by Spring Ridge Investments, Ltd. The Park
Commission determined they would like a park at the site if it
were donated, but not to buy at the price being asked by the
developer.
MOVED BY BAUCH, SECONDED BY HILL, THAT THE ACCEPTANCE OF SOUTH
180TH AND ANDOVER PARK EAST SIGNALIZATION PROJECT BE ON THE
AGENDA OF THE NEXT REGULAR COUNCIL MEETING. MOTION CARRIED.
MOVED BY PHELPS, SECONDED BY HILL, THAT THE 52ND AVENUE SOUTH
RIGHT -OF -WAY ACQUISITION BE REFERRED BACK TO THE PUBLIC WORKS

COMMITTEE OF THE WHOLE MEETING Council Chambers
Council President Harris led the audience and City Council in the
Pledge of Allegiance and called the Committee of the Whole Meeting
to order.

(COUNCIL PRESIDENT), GEORGE D. HILL, WENDY MORGAN, DORIS PHELPS.
OFFICIALS IN ATTENDANCE Maxine Anderson (City Clerk), Alan Doerschel (Finance Director),
Pat Lowery (Police Chief), Byron Sneva (Public Works Director),
Mayor Gary L. Van Dusen, Dan Woo (City Attorney).
Mayor Van Dusen reported he was meeting with the Employment
Security Department regarding location of an office in the area
for the employment of youth.
Valley General Hospital has extended an invitation to City
Council Members and the Mayor to attend a ground breaking ceremony
of the radiation center on Tuesday, 10 a.m.
Mayor Van Dusen presented letters of appreciation to Charlie
Simpson and Ian Scott. The two youths reported what appeared
to be a burglary. They were commended for their alertness and
knowing what to do in an emergency.
Councilman Phelps reported the traffic lights are being repaired
so they will be traffic activated.
Sergeant Robinson showed two marijuana plants that were found
growing in a citizen's yard. Eight -eight of the plants
were seized and three arrests were made.
Don Northey, Tams Engineering, showed preliminary design of the
Foster Point Bridge. He presented problems that have been
encountered and alternatives that can be used in solving them.
Further information will be supplied to the Counciland the public
as it is available.
The Committee of the Whole Meeting was called back to order by
Council President Harris, with Council Members present as previously
listed.
MOVED BY BOHRER, SECONDED BY HILL, THAT THE MATTER OF THE TUKWILA
POND SITE PARK PROPOSAL BE TABLED INDEFINITELY. MOTION CARRIED.

Councilman Bauch said he would like to see the use of coupons
during the fall clean -up. It was effective during the spring
clean -up.
Mayor Van Dusen suggested the dates of October 29 through
November 6, 1983 as dates for the fall clean -up.
MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE PROPOSED ORDINANCE
CONCERNING WATER RATES FOR EXTRA ORDINARY SERVICES BE ON THE
AGENDA OF THE NEXT REGULAR MEETING.
MOVED BY BOHRER, SECONDED BY HILL, TO AMEND THE MOTION AND
DELETE THE WORDS "SEVENTEEN PERCENT FOR" IN PART IV, SECTION 11.
MOTION CARRIED.

MOVED BY PHELPS, SECONDED BY HILL, THAT ADMINISTRATION BE DIRECTED
TO REVIEW ADMINISTRATIVE OVERHEAD CHARGES FOR THE WATER AND SEWER
DEPARTMENT ON AN ANNUAL BASIS AND UPDATE THEM REGULARLY. MOTION
CARRIED.
MOVED BY HILL, SECONDED BY DUFFIE, THAT ITEM E OF THE AGENDA BE
CONSIDERED AT THIS TIME. MOTION CARRIED.
Councilman Morgan said the graphs in the report were good and
suggested they be used as a model of accountability for all
departments. Councilman Bohrer asked about the urban form study
and what consideration is being given to it this year. Mayor Van
Dusen said it is in the Community Affairs Committee. Councilman
Phelps said the Puget Sound Council of Governments has said they
will do the study as a model at little cost.

BE ON THE AGENDA OF THE NEXT REGULAR MEETING. MOTION CARRIED.
MOVED BY BOHRER, SECONDED BY HILL, THAT THE PROPOSED RESOLUTION
BE ON THE AGENDA OF THE NEXT REGULAR MEETING. MOTION CARRIED.
Councilman Bauch said in January the City Attorney drew up an
ordinancecnce.rni;ng political activity on the part of City employees.
It was tabled awaiting State legislation pending on the matter.
The legislation was veteod by the governor.

REGARDING POLITICAL ACTIVITY OF CITY EMPLOYEES BE ON THE AGENDA
OF THE NEXT COMMITTEE OF THE WHOLE MEETING FOR DISCUSSION. MOTION
CARRIED.
MOVED BY HILL, SECONDED BY PHELPS, THAT THE CITY COUNCIL GO INTO
EXECUTIVE SESSION WITH THE CITY ATTORNEY TO DISCUSS THE HIGHLINE
LAWSUIT. MOTION CARRIED.
MOVED BY HILL, SECONDED BY DUFFIE, THAT THE CITY COUNCIL ADJOURN
THE EXECUTIVE SESSION. MOTION CARRIED.
MOVED BY HILL, SECONDED BY MORGAN, THAT THE TUKWILA CITY COUNCIL
COMMITTEE OF THE WHOLE MEETING ADJOURN. MOTION CARRIED.
