This permit shall become null and void if the work is not commenced within 180 days for the date of issuance, or if
the work is suspended or abandoned for a period of 180 days from the last inspection.
PERMIT CONDITIONS:
1: 'BUILDING PERMIT CONDITIONS'
2: All permits, inspection record card and approved construction documents shall be kept at the site of work
and shall be open to inspection by the Building Inspector until final inspection approval is granted.
3: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap
the sanitary sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks,
wells, and other excavations. Final inspection approval will be determined by the building inspector based
on satisfactory completion of this requirement.
4: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the
City of Tukwila Building Department (206-431-3670).
5: All electrical work shall be inspected and approved under a separate permit issued by the City of Tukwila
Permit Center.
VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an
approval of, any violation of any of the provisions of the building code or of any other ordinances of the City
of Tukwila. Permits presuming to give authority to violate or cancel the provisions of the code or other
ordinances of the City of Tukwila shall not be valid. The issuance of a permit based on construction
documents and other data shall not prevent the Building Official from requiring the correction of errors in
the construction documents and other data.
CONSTRUCTION CONTRACTOR'S RESPONSIBILITY (i)
Before bidding or starting any construction work, you are required to obtain a written asbestos report from
the building owner or owner's agent. The report must be based on a survey by an accredited AHERA
building inspector unless the building owner assumes materials in the structure are asbestos or has other
convincing documents showing asbestos is not present in the work area. A building owner may know
asbestos has been removed during prior work or that a new building has been constructed using materials
certified to be asbestos free.
If you discover suspect asbestos materials, you must report them to the building owner within 24 hours.
Asbestos materials may be found in enclosed structures or between other materials, where they are not
accessible before work.
State law specifies a minimum $250 per day fine for failure to obtain the asbestos report. This fine can be
applied to both the contractor and building owner. Additional fines may be applied if workers are exposed
to airborne asbestos.
(i) Washington State Department of Labor & Industries regulations & policies with regards to asbestos
removal.
A Copy of the asbestos report must be made available to the building inspector prior to the first inspection.
In addition, if asbestos has been found, confirmation of the completed abatement work must be provided
to the building inspector. Inspection scheduling will not be accepted until this documentation is received by
the building inspector.
9: Accumulation of combustible waste material is prohibited during the demolition phase of this project.
Remove and properly dispose of all waste material prior to the close of the working day and as often
throughout the day as needed.
10: All interior demo debris must be removed prior to demo of the automatic sprinkler system. Contact the
Tukwila Fire Prevention Bureau at 206/575-4407 for an inspection of the building prior to shut down of the
automatic sprinkler system.
11: Fire Department access and existing hydrants shall be constantly maintained during demolition and
construction.
8: Contact The Tukwila Fire Prevention Bureau to witness all required inspections and tests. (City Ordinances
#2436 and #2437)
12: Any overlooked hazardous condition and/or violation of the adopted Fire or Building Codes does not imply
approval of such condition or violation.
13: These plans were reviewed by Inspector 511. If you have any questions, please call Tukwila Fire Prevention
Bureau at (206)575-4407.
14: 'PUBLIC WORKS PERMIT CONDITIONS'
15: Call to schedule mandatory pre -construction meeting with Dave Stuckle, Public Works Inspector, (206) 433-
0179.
16: The applicant or contractor must notify the Public Works Inspector at (206) 433-0179 upon commencement
and completion of work at least 24 hours in advance. All inspection requests for utility work must also be
made 24 hours in advance.
27: Water service shall be capped at the water main and removal of the existing 2" WIVI shall be coordinated
with Tukwila Water Dept.
Fuel tank removal and contaminated dirt removal are not part of this demo permit.
28: Per Sound Transit all vehicles should enter the property via 112th Street or Tukwila International Blvd, and
NOT EAST MARGINAL WAY to minimize impact to Sound Transit Easement Areas. Refer to Sound Transit
December 1, 2017 Review and Assessment of Demolition letter, which is part of this permit approval.
17: Prior to construction, all utilities in the vicinity shall be field located. NOTE: For City of Tukwila utility
locates, call 811 or 1-800-424-5555.
18: Permit is valid between the weekday hours of 7:00 a.m. and 5:00 p.m. only. Coordinate with the Public
Works Inspector for any work after 5:00 p.m. and weekends.
19: No work under this permit during weekend hours without prior approval by Public Works. Coordinate with
the Public Works Inspector.
20: Any material spilled onto any street shall be cleaned up immediately.
21: Hauling 6 loaded vehicles per hour/8 hours a day for 2 or more consecutive days or hauling hazardous
waste shall require application for a Hauling Permit prior to any associated activity.
22: Temporary erosion control measures shall be implemented as the first order of business to prevent
sedimentation off-site or into existing drainage facilities.
23: The site shall have permanent erosion control measures in place as soon as possible after final grading has
been completed and prior to the Final Inspection.
24: From October 1 through April 30, cover any slopes and stockpiles that are 3H:1V or steeper and have a
vertical rise of 10 feet or more and will be unworked for greater than 12 hours. During this time period,
cover or mulch other disturbed areas, if they will be unworked more than 2 days. Covered material must
be stockpiled on site at the beginning of this period. Inspect and maintain this stabilization weekly and
immediately before, during and following storms.
25: From May 1 through September 30, inspect and maintain temporary erosion prevention and sediment at
least monthly. All disturbed areas of the site shall be permanently stabilized prior to final construction
approval.
26: Maintain emergency, pedestrian, and vehicular access to buildings, trails and transit at all times.

I have finally had direct meetings with both City Light and Sound Transit. I also met with Valley
View Sewer district and obtained the Capping permit which is attached.
Per your correction letter #2 of February 8th, 2017 (attached), I have the following comments to
resolve those issues:
1. Valley View Sewer Capping Permit see attached. I had previously submitted the site
plan with the capping info as given to Valley View.
2. 1 met with City Light and have attached their meeting notes stating to just show the 14'
clearance from the transmission line to my building. I have done that on sheets El and
E2 which I showed to them and they want it submitted with the service application. I
have also attached those to this response for your info.
3. 1 met with Sound Transit and they have no issue with the demo permit being issued
because there is no adjacency to their easements. I have not received the letter yet, but
you can talk with Angela House (206-398-5430) to confirm.
4. NO[ is a part of the Public Works permit PW1600161.
I really need to get the Demo permit now as the tenant has been able to vacate the end of the
month and the first step is the building demo and clean up.
Please expedite your review and I trust we can obtain the Demo permit ASAP if you have any
other concerns or comments, please let me know.

Below, please find the minutes of the meeting at 11060 Tukwila International Blvd.
In attendance,
Ryan Tham, David Kehle, Alan Peterson, Abdu Issa, Percy Schlimm
The first item discussed was the customer requesting a letter from Seattle City Light(SCL) for City of
Tukwila verifying/approving the location of the building. Abdu explained that SCL will not give any
letter saying the building is good to go. SCL can provide the standard showing our clearance
requirement, then the appropriate authority can check if the clearance is met before issuing the permit.
Abdu then discussed the purpose of the meeting; which is to assist the customer to provide a complete
application for the service request so the project can be sent to SCL Engineering. We also explained the
time frame- 5 to 6 months until it will be assigned to an engineer after a complete application is
received. The materials requested are: site plan with details of where the electrical service will be
located(cletailing the way the building meets SCL requirements maintaining the clearance from SCL
infrastructure) — including how the customer wishes to be served (pad mount, underground vault or in -
building vault transformer), a detailed riser diagram showing the type, size and number of customer
cables coming to the SCL transformer, the size of switch gear, and Load Calcs — even though the cust
does not have a tenant, we stated SCL Engineering needs the perspective tenant loads that may be
needed — looking at the maximum potential cust.
We need a clearly demarcated site plan, elevation plans and a surveyed plan showing that there is a
minimum of 14' clearance between the edge of the building to the closest high voltage primary line
along the customer's property.
We then had a detailed discussion regarding the transformer. The cust suggested a padmount
transformer. Abdu detailed what is required with a padmount transformer — (There is a requirement for
an oil containment system, which the customer has to get designed, signed and stamped by a
PE). Abdu also explained the other options; Padmount transformer, below grade transformer vault and
in -building transformer vault for the customer to decide. The actual design and size to be decided by
the project engineer).
It was stated that SCL will need to know with the final submittal for the project all the details on the
"hard copies" of the drawings. Abdu added that the load calcs can be changed (customer can ask for a
revision of the service) if finalized numbers changed but that there be a cost for changing the loads due
to engineering work completed.
The customer would like to have power by next summer.

from other agencies.
A hauling permit shall be required for hauling contaminated dirt from the site. The hauling contractor shall submit a haul
route map to Public Works.

Thank you for your notification of the permit expiring soon. Back in March, we extended the
permit because of the same reasons as below. I would like to extend that permit again, for
several reasons:
1. The existing tenant is not able to relocate until after their lease is up in November 2017,
and so we cannot do the demolition until they are gone.
2. 1 �m still working with the several other agencies adjacent to the property. I have
submitted the capping application and did receive approval subject to a contractor,
Sound Transit has the full civil package for the new curb cut work and has a couple of
additional questions being answered; city light has given me some info on the wires and
clearances and I am working on the sections for that.
Thus, the reason for the extension. The primary reason is the tenant move out date is still
November.
Thank you for your review and I trust we can obtain the permit extension for the demo permit.

Public Works:
1. 1 have added the location of both underground and above ground storage tanks for removal. I will
obtain a fire permit for the removal.
2. 1 have added the area of petroleum contamination based on the phase 2 report.
3. 1 have e-mailed the report of phase 2 to Max already. I will forward that to you in an e-mail (very
large report). Phase I will not attach to an e-mail )1500 pages).
4. 1 have shown the location of the sanitary sewer connection needing to be capped and will forward to
Dana at Valley View.
5. 1 am working with City Light on whom to copy the plans to.

I am in receipt of your e-mail of Nov. 8 requesting additional items relative to the demolition permit and
SEPA. The following reflect my answers to your comments:
1. Need a completed Traffic Concurrency Certificate: This is now attached. How does the existing
traffic get credited back to the new project?
2. The project will comply with the geotechnical report which will accompany the permit submittal and
will be noted on the structural notes.
3. The level one and two environmental reports will be sent via e-mail to both you and to Joanna
Spencer in Public Works as they are extremely long.
4. The correction to the item #9, page 14 of the Environmental check list is attached listing the
additional government approvals being required.
Fire has asked for the transmission lines locations to be on the site plan along the southerly property
line which I will try and show accurately.
Building has commented that the building permit will not be issued until the demolition permit has final
inspections.
