HomeMy WebLinkAboutCivilService 2011-11-07 MinutesCity of Tukwila 6200 Southcenter Boulevards Tukwila, Washington 98188 November 7, 2011 Jim Haggerton, Mayor The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Chairperson Carol Zuvela, and Commissioner Ron Johnston. Others in attendance were Stephanie Brown, HR Director, Fire Chief Nick Olivas, and Police Chief Mike Villa. Commissioner Dennis Sivak was not in attendance. CALL TO ORDER 5:00 p.m. Chairperson Zuvela called the November meeting of the Tukwila Civil Service Commission to order. APPROVAL OF MINUTES MOVED BY JOHNSTON, SECONDED BY ZUVELA THAT THE MINUTES OF THE TUKWILA CIVIL SERVICE COMMISSION MEETING HELD ON OCTOBER 3, 2011, BE APPROVED. MOTION CARRIED. GENERAL BUSINESS Stephanie Brown, HR Director reported that she met with both the Mayor and City Administrator regarding the Civil Service Examiner position. They both recognize the appropriateness of having the functions within the HR Department, and are in favor of the transition of duties to the HR Analyst position. The Fire and Police Chiefs are also supportive of permanent transition. FIRE DEPARTMENT BUSINESS Staffing Update Chief Olivas reported that one employee has returned to light duty having been off for under ten months recovering from an off the job injury. There are still a few employees on FMLA leave however, he reported they should be back to full staff within the next few weeks. Phone: 206 -433 -1800 City Hall Fax: 206- 433 -1833 Website: www.cl.tukwlla.wa.us Fire Captain Promotional Test Certification of the eligibility list Fire Captain Chief Olivas explained to the Commissioners that the eligibility list for Fire Captain expired last year. He stated that the Captain's test had already been planned prior to the passing of Bev Willison so he made the decision to go ahead with the process. The test was conducted over two days October 25 and 26, with 14 candidates. He explained that Stephanie Brown, HR Director was able to find a proctor to administer the test, named Ron Pedee, who is a retired Deputy Fire Chief from the City of Bellevue. He added that he was pleased with having Ron proctor the test. The Commissioners were provided a letter from Ron Pedee explaining his role as proctor and the scoring of the test to establish the new eligibility list. Stephanie Brown, HR Director provided the eligibility list for Fire Captain to be certified by the Commission effective November 7, 2011. POLICE DEPARTMENT BUSINESS Staffing Update Chief Villa informed the Commissioners that the Lateral Police Officer candidate, Patrick Hisa is in the background process. He currently resides in the State of Texas, is bilingual in Spanish, and he is hopeful he will pass the background. He also reported that there are five officers in training and two will graduate from the Academy and start FTO (field training) in November. A newly hired entry level Police Officer will start the Academy at the end of November, and the Chief added that he will be conducting Chief's interviews to fill a pipeline position. Commissioner Johnston asked if the filling of these pipeline positions will bring him up to full staffing. Chief Villa stated they are understaffed and currently have 68 with 2 Officers on Military Leave. He added that Jonathon Harrison was selected to fill the provisional Commander position and will serve for six months.
