Council President Harris led the audience and Council Members in the
Pledge of Allegiance and called the Committee of the Whole Meeting
to order.
JOE H. DUFFIE, MABEL J. HARRIS (COUNCIL PRESIDENT), GEORGE D. HILL,
WENDY MORGAN, DORIS PHELPS.
Chief of Police Patrick Lowery, Mayor Gary L. Van Dusen, City Attorney
Dan Woo.
Mayor Van Dusen read a Proclamation of the City of Tukwila, Washington
proclaiming October 1, 1983 as the Day of Unit Against Domestic
Violence.
Mayor Van Dusen read a proclamation of the City of Tukwila, Washington
proclaiming the week of September 26 through 30, 1983 as Planning
Association of Washington (PAW) Conference Week.
Mayor Van Dusen said three members of the Arts Commission should be
involved professionally in art. He said he was recommending two
candidates from the business community and would like to have the
public more interested in the Arts Commission.
Mayor Van Dusen said he would be making a recommendation of a
candidate for the Associate Planner position.
City Attorney Woo referred to the Highline law suit, stating
Thursday the Boundary Review Board did not make any changes to the
original decision. Mr. Woo said the City filed notice of appeal
on Friday, with other cities joining in the appeal.
Al Pieper, audience, said his comments at the September 6, 1983
Regular Meeting were misquoted in the Minutes. He said he stated
"ministerial" not "administrative" duties. He said he would like to
have the minutes corrected.
MOVED BY HILL, SECONDED BY DUFFIE, THAT THE MINUTES OF THE SEPTEMBER
12, 1983 COMMITTEE OF THE WHOLE MEETING BE APPROVED AS PUBLISHED.
MOTION CARRIED.
Councilman Hill said the Public Works Committee agreed that the
City should pay for the relocation of the water meter, but he did
not understand that the City should pay any of the water bill.
Joanne Davis, 5906 S. 144th, said she met with the Finance Department
and it was determined the share that she should pay and what would
be paid by the City. She said she did not know the amount
to be paid by the City nor the amount she had paid as she did not
have her papers with her.
MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THIS MATTER BE TABLED UNTIL
BOTH MS. DAVIS AND THE FINANCE DIRECTOR ARE IN ATTENDANCE. MOTION
WITHDRAWN, WITH APPROVAL OF SECOND.
MOVED BY PHELPS, SECONDED BY MORGAN, THAT THE PROPOSED RESOLUTION
BE ON THE AGENDA OF THE NEXT REGULAR COUNCIL MEETING. MOTION CARRIED.

MOVED BY PHELPS, SECONED BY DUFFIE, THAT THE PROPOSED ORDINANCE
INCREASING METRO RATES BE PLACED IN THE PUBLIC WORKS COMMITTEE.
MOTION CARRIED.

Mayor Van Dusen stated his memorandum of September 21 recommended
the addition of two salary grades, A and B, on the Salary Grade
Schedule. Mayor Van Dusen said the City Administrator should be
the highest paid position in the City. He said the position
description accompanied his memorandum of September 15, 1983. He
proposed that the salary of the Public Works Director be increased
to the "A" Grade and the City Administrator be hired in at the
"B" Grade.
Councilman Phelps said she would like to see the citizens of the
community involved in the selection of the City Administrator.
Perhaps citizens could be involved in the interview process with
the Mayor making the final selection.
MOVED BY PHELPS, SECONDED BY MORGAN, THAT THE INFORMATION FOR
THE SALARY FOR THE CITY ADMINISTRATOR BE FORWARDED TO THE NEXT
REGULAR MEETING AND THE PUBLIC WORKS DIRECTOR SALARY BE REFERRED
TO THE FINANCE AND PERSONNEL COMMITTEE. MOTION CARRIED.
Dan Woo, City Attorney, suggested the following changes to the
proposed ordinance relating to the dangerous building code:
Section 16.30.010 Second line delete word "Building
Section 16.30.20 (c) Should read: "Initiate appropriate
action to collect costs incurred by the City as provided in
Section 16.30.030."
Section 16.30.030 In second line of (a) delete "Planning Director"
and replace with "Mayor."
Section 16.03.040 In the fourth line delete "Planning Director"
and replace with "Mayor.:
Section 16.30.060 In seventh line delete "Attorney" so line reads:
"..section shall be defended by the City until the final determination
of the proceedings therein."
MOVED BY HILL, SECONDED BY DUFFIE, THAT THE PROPOSED ORDINANCE WITH
THE ABOVE MENTIONED REVISIONS BE ON THE AGENDA OF THE NEXT REGULAR
COUNCIL MEETING. MOTION CARRIED.
City Attorney Woo stated the proposed ordinance is a housekeeping
measure to bring the City firearms ordinance into State law.
MOVED BY HILL, SECONDED BY PHELPS, THAT THE PROPOSED ORDINANCE BE ON
THE AGENDA OF THE NEXT REGULAR COUNCIL MEETING AT THE DISCRETION
OF THE COUNCIL PRESIDENT. MOTION CARRIED.
MOVED BY HILL, SECONDED BY DUFFIE, THAT THE CITY COUNCIL GO INTO
EXECUTIVE SESSION TO DISCUSS THE FIREFIGHTER ARBITRATION AFTER A
FIVE MINUTES RECESS. MOTION CARRIED.
MOVED BY PHELPS, SECONDED BY MORGAN, THAT THE COUNCIL ADJOURN THE
EXECUTIVE SESSION. MOTION CARRIED.
The Committee of the Whole Meeting was called back to order by
Council President Harris, with Council Members present as previously
listed.
MOVED BY PHELPS, SECONDED BY HILL, THAT FURTHER SETTLEMENT DISCUSSIONS
WITH THE FIREFIGHTERS UNION BE HELD. MOTION CARRIED, WITH HARRIS
VOTING NO.
MOVED BY HILL, SECONDED BY DUFFIE, THAT THE COMMITTEE OF THE WHOLE
MEETING ADJOURN. MOTION CARRIED.
