THIS AGREEMENT is entered into as of the 1ST day of OCTOBER 2015, by the U.S. GEOLOGICAL SURVEY,
UNITED STATES DEPARTMENT OF THE INTERIOR, party of the first part, and the City of Tukwila,
party of the second part.
1. The parties hereto agree that subject to availability of appropriations and in accordance with their
respective authorities there shall be maintained in cooperation a fixed -price agreement for the
operation and maintenance of a streamgage at the 200th Street Bridge on the Green River near
Kent, Washington, herein called the program. The USGS legal authority is 43 USC 36C; 43 USC 50;
and 43 USC 50b.
2. The following amounts shall be contributed to cover all of the cost of the necessary field and analytical
work directly related to this program. 2(b) includes In -Kind Services in the amount of $ N /A.
by the party of the first part during the period
(a) $0.00 OCTOBER 1, 2015 to SEPTEMBER 30, 2016
by the party of the second part during the period
(b) $9,610 OCTOBER 1, 2015 to SEPTEMBER 30, 2016
(c) Additional or reduced amounts by each party during the above period or succeeding periods as may be
determined by mutual agreement and set forth in an exchange of letters between the parties.
(d) The performance period may be changed by mutual agreement and set forth in an exchange of letters
between the parties.
3. The costs of this program may be paid by either party in conformity with the laws and regulations respectively
governing each party.
4. The field and analytical work pertaining to this program shall be under the direction of or subject to periodic
review by an authorized representative of the party of the first part.
5. The areas to be included in the program shall be determined by mutual agreement between the parties
hereto or their authorized representatives. The methods employed in the field and office shall be those
adopted by the party of the first part to insure the required standards of accuracy subject to modification by
mutual agreement.
6. During the course of this program, all field and analytical work of either party pertaining to this program shall
be open to the inspection of the other party, and if the work is not being carried on in a mutually satisfactory
manner, either party may terminate this agreement upon 60 days written notice to the other party.
7. The original records resulting from this program will be deposited in the office of origin of those records. Upon
request, copies of the original records will be provided to the office of the other party.

8. The maps, records, or reports resulting from this program shall be made available to the public as promptly
as possible. The maps, records, or reports normally will be published by the party of the first part. However,
the party of the second part reserves the right to publish the results of this program and, if already published
by the party of the first part shall, upon request, be furnished by the party of the first part, at costs,
impressions suitable for purposes of reproduction similar to that for which the original copy was prepared.
The maps, records, or reports published by either party shall contain a statement of the cooperative relations
between the parties.
9. USGS will issue billings utilizing Department of the Interior Down Payment (Bill) Request (form DI- 1040).
Billing documents are to be rendered ANNUALLY. Payments of bills are due within 60 days after the billing
date. If not paid by the due date, interest will be charged at the current Treasury rate for each 30 day period,
or portion thereof, that the payment is delayed beyond the due date. (31 USC 3717; Comptroller General File

Dear partners of the USGS streamgaging program in Washington State:
This letter explains a change in the funding approach for a subset of streamgages in Washington State
operated and maintained by the U.S. Geological Survey (USGS) Washington Water Science Center
(WAWSC), effective starting in federal fiscal year (FY) 2014 (October 1, 2013 — September 30, 2014).
The change in the funding approach is prompted by declining USGS budgets.
The WAWSC operates and maintains a network of streamgages in Washington State of more than 340
gages. Funding for these gages is primarily provided by two USGS programs, the National Streamflow
Information Program (NSIP) and the Cooperative Water Program (CWP), and by many partners.
These partners include other federal agencies, tribes, state, county, and local agencies, public utility
districts, hydropower companies, and others. In FY 2013, about 75 percent of the USGS gaging
program in Washington State was funded by partners and about 25 percent by the USGS.
In past years, the WAWSC funded a few gages in full and contributed partial funding to a subset of
gages, up to 50 percent of the total cost to operate and maintain a gage. As a result of multiple years of
level and, in FY 2013, shrinking USGS budgets, we are no longer able to contribute partial funding up
to 50 percent of the total cost of a gage. Instead, we will gradually reduce our contribution to gages we
have partially supported in the past by 1.5 percentage points per year, until we achieve a contribution
rate of 40 percent.
There are a number of gages in the statewide network that already receive 40 percent or less USGS
funding, and many gages are paid for in full by partners. The funding for these gages will not be
affected by our policy change. Instead, the cost of these gages will increase by 2 percent in FY 2014,
which is the increase due to inflation. Partners who support a program of gages that have been
receiving USGS contributions in excess of 40 percent will see cost increases between 2 and 4.9'
percent, depending on the level of support they received in FY 2013; programs that received the
highest relative levels of support will see the largest percentage of cost increases to maintain those
same programs.
We apologize for having to increase program costs in excess of 2 percent for some of you, but believe
that sharing the financial realities among many partners who receive USGS support is most equitable.
We also believe that this approach has the best chance of avoiding discontinuation of gages in the
statewide network in FY 2014.

Cost increases greater than 2 percent include the compounding effects of inflation and the reduction of USGS contributions to gage costs by
1.5 percentage points.
As you are aware, Congress cut the USGS budget by 5.2 percent across the board. due to
sequestration in FY 2013_ WAWSC-.abso "rbed`ts Share Of these cuts without discontinuin g gages
