HomeMy WebLinkAbout2012-01-09 Community Affairs and Parks MinutesCity of Tukwila Community Affairs and Parks Committee COMMUNITY AFFAIRS AND PARKS COMMITTEE Meeting Minutes January 9, 2012 5:00 p.m. PRESENT Councilmembers: Kathy Hougardy, Chair; Kate Kruller (sitting in for Joe Duffie) and Allan Ekberg Staff: Jack Pace, Minnie Dahliwal, Nora Gierloff and Kimberly Matej CALL TO ORDER: Committee Chair Hougardy called the meeting to order at 5:04 p.m. I. PRESENTATIONS No presentations. II. BUSINESS AGENDA A. Tukwila Municipal Code: Proposed Amendments Staff is seeking Committee approval to forward several items regarding amendments to the Tukwila Municipal Code (TMC) to the Planning Commission for review, recommendation and public hearing prior to moving forward through the full Council process (Committee, COW and Regular, as appropriate). Housekeeping amendments such as these are generally collected for a couple of years and then codified collective. The amendments are outlined below: Revision of Comprehensive& Zoning Plan Amendment Process After discussion, the Committee determined this amendment should move forward to the Planning Commission for review and recommendation and then move through the full Council process. Option la and Option 2a/b will be removed from consideration per Committee direction. UNANIMOUS APPROVAL. FORWARD TO PLANNING COMMISSION WITH COMMITTEE CHANGES FOR REVIEW AND RECOMMENDATION. Single Family Design Standards After discussion, the Committee determined that the issue of Single Family Design Standards allowing the replacement of existing single -wide manufactured homes should be forwarded to the Planning Commission for review and recommendation. Of the options outlined in the informational memo provided by staff, Committee Members requested that Option No. 3: Do not have any design standards for single family dwelling units, be removed from consideration prior to forwarding to the Planning Commission. UNANIMOUS APPROVAL. FORWARD TO PLANNING COMMISSION WITH COMMITTEE CHANGES FOR REVIEW AND RECOMMENDATION. Miscellaneous Housekeeping Items The items in this section are routine in nature and reflect policy and technical updates and changes. Staff briefly reviewed the housekeeping changes which are discussed in detail in the informational memo. The proposed housekeeping amendments address items in the following Tukwila Municipal Code Chapters: Title 5: Business Licenses and Regulations Title 8: Public Peace, Morals and Safety Title 18: Zoning Title 21: Environmental Regulations Housekeeping code amendments were last made to the TMC in 2009. Staff usually accumulates a number of changes and then processes them for codification collectively. After Planning Commission review, items will return to the Community Affairs and Parks Committee prior to proceeding to full Council for review, Communitv Affairs Parks Committee Minutes January 9, 2012 Paae 2 discussion and approval.
