REGULAR MEETING
Regular Meeting
January 3, 2012 7:00 P.M.
CALL TO ORDER /PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:03 p.m.
Councilmember Duff ie called the Tukwila Color Guard to attention.
The Tukwila Color Guard, comprised of students Tahnie Johnson, Paige Johnson, Vyla Phavong, and
Mark Schenck from Showalter Middle School, led the audience in the Pledge of Allegiance.
Ms. Paige Johnson then sang the National Anthem.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie,
Dennis Robertson, Verna Seal, Kathy Hougardy, De'Sean Quinn, and Councilmember -Elect Kate Kruller.
MOVED BY ROBERTSON, SECONDED BY SEAL TO EXCUSE COUNCIL PRESIDENT EKBERG
FROM THE MEETING. MOTION CARRIED 5 -0.
CITY OFFICIALS
Jim Haggerton, Mayor; David Cline, City Administrator; Shelley Kerslake, City Attorney; Mike Villa, Police
Chief; Peggy McCarthy, Interim Finance Director; Bob Giberson, Public Works Director; Kimberly Walden,
Municipal Court Judge; Trish Kinlow, Court Administrator; Melissa Hart, Deputy City Clerk; Joyce
Trantina, Executive Secretary; Kimberly Matej, Council Analyst; Christy O'Flaherty, City Clerk.
SPECIAL PRESENTATIONS
Mayor Haggerton announced that in honor of the Oath of Office ceremony, Joyce Trantina from the
Mayor's Office will be singing a piece of music that is very befitting for this occasion.
Ms. Trantina performed a lovely rendition of "Oh America."
a. Oath of Office administered by Judge Kimberly Walden to Jim Haggerton; Mayor, with a term
ending December 31, 2015.
Judge Walden administered the Oath of Office to Mayor Jim Haggerton.
b. Oath of Office administered by Mayor Haggerton for Council positions with terms ending
December 31, 2015:
Kathy Hougardy, Position #2
Dennis Robertson, Position #4
Kate Kruller, Position #6
Mayor Haggerton administered the Oath of Office to Councilmember Kathy Hougardy in Position 2,
Councilmember Dennis Robertson in Position 4, and Councilmember Kate Kruller in Position 6.
7:20 p.m. Mayor Haggerton declared a brief recess to allow the newly elected officials to sign their
Oaths of Office.
7:24 p.m. Mayor Haggerton called the Regular Meeting back to order.
Councilmember Kruller took her seat on the dais.

There were no citizen comments.
CONSENT AGENDA
a. Approval of Minutes: 12/19/11 (Special)
b. Approval of Vouchers: #359307 359473 and #111204-111208 in the amount of $1,072,1 36.83
MOVED BY DUFFIE, SECONDED BY QUINN THAT THE CONSENT AGENDA BE APPROVED AS
SUBMITTED. MOTION CARRIED 6 -0.
NEW BUSINESS
Election of 2012 Council President.
MOVED BY DUFFIE, SECONDED BY ROBERTSON TO NOMINATE VERNA SEAL AS COUNCIL
PRESIDENT FOR 2012."
MOVED BY DUFFIE, SECONDED BY ROBERTSON TO CLOSE THE NOMINATIONS. MOTION
CARRIED 6 -0.
*MOTION CARRIED 6 -0, TO ELECT VERNA SEAL AS THE 2012 COUNCIL PRESIDENT.
Councilmember Seal took her place on the dais as the Council President.
REPORTS
a. Mayor
Mayor Haggerton wished everyone a happy new year and encouraged continued citizen participation in
City business.
b. City Council
Council President Seal thanked the Council for being elected Council President. She announced the
Council Committee schedule and membership list for 2012.
Community Affairs and Parks Committee 2nd and 4 th Monday at 5:00 p.m.

The newly sworn in elected officials introduced their friends and family members in the audience.
Councilmember Kruller, newly elected to Council Position #6, expressed gratitude at serving the City with
such an experienced team. She will listen hard to citizens and take care of the people who live here, plan
for an enviable future, and work to attract the best businesses. She wants to see transparency in
government and attentiveness to City purse strings. She looks forward to serving and wants to hear from
citizens about how she is doing.

There was no report.
d. City Attorney
There was no report.
e. Intergovernmental
Kimberly Matej, Council Analyst, reported that the 2012 Council Committee list has been distributed.
Additionally, there will be a discussion regarding regional committee assignments at the next Committee
of the Whole meeting.
