Overview of Budget Process Staff provided an overview of the budget process, including activities to date, public outreach and next steps. Budget Review - Utility Rates Councilmembers discussed the proposed water, sewer, and surface water funds for the 2021-2022 budget and 2021-2026 Capital Improvement Program. A 2% water rate increase is proposed for 2021 and 5% in 2022 for residential, multifamily and commercial/industrial customers. No increase is proposed for sewer rates. A 2% surface water rate increase is proposed for 2021 and 5% in 2022 for residential customers. Councilmembers discussed the need to prioritize capital projects in the event cuts need to be made later in the budget process. Budget Review - Lodging Tax Councilmembers discussed the draft Lodging Tax Fund (101 Fund). Reduced revenue due to COVID-19 will result in the drawing down of its ending fund balance, and decisions will need to be made about eliminating or delaying items. Drug Seizure Fund Councilmembers discussed the draft Drug Seizure Fund (109 Fund). Staff is proposing $100,000 to contract with a private mental health professional for 2021 as a one-year pilot program, $60,000 to purchase a laser scanner, and the remainder will be used for training and needs subject to the program's criteria. City Council - 2021-2022 Budget Work Session September 22, 2020 - Pape 2 Firemen's Pension Fund Councilmembers discussed the draft Firemen's Pension Fund (611 Fund), which supports 9 firefighters who qualified for a city pension prior to 1971. Expenditure are expected to be comparable with 2020 and the fund retains a healthy fund balance. Council Discussion Councilmember Seal mentioned that this is the first of a series of special meetings to deliberate the proposed budget, which is being formally transmitted by the Mayor on October 5.
