MINUTES This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via a rernote electronic system. All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila City Hall and participated via a remote electronic system. The phone number for public participation that was provided via the agenda distribution process was: 1-353-292-9750, access code 670077847# as well as a link to join the Microsoft Teams Meeting. COMMITTEE OF THE WHOLE CALL TO ORDER/PLEDGE OF ALLEGIANCE Council President Quinn called the remote Tukwila City Council meeting to order,at 7:00 p.m. and led the audience inthe Pledge ofAllegiance. OFFICIALS Present at the virtual meeting were Council President Quinn; Councilmembers Verna Seal, Kathy Hougordy, Kate Kruller, Thomas McLeod, ZakNen. Cynthia Delostrinos Johnson. AGENDA AMENDMENT Councilmember McLeod asked for consensus to amend the agenda to add discussion on the Mayor's statements from the September 14 & 21, 2020 Council meetings as the first item under Special Issues. CONSENSUS EXISTED TO AMEND THE AGENDA AS REQUESTED ABOVE. SPECIAL PRESENTATIONS An update on SCORE (South Correctional Entity). Devon Sohnum, Executive Director of SCORE, provided an overview of SCORE to inc|ude, but not limited to, historical information, governance/accountability, re-entry procedures, communicahnns, and response to the COVID-19 pandemic. PUBLIC COMMENTS Council President Quinn announced that those wishing to provide public comment had the opportunity to deliver public comments via email by 5:00 p.m. today. Discussion on the Mayor's statement from the September 21, 2020 Council meeting. (per agenda amendment) Councilmember McLeod referenced the discussions from the September 14, 2020 and September 21, 2020 Council meetings regarding the hiring of the next Police Chief and read a draft response Ietter to the Mayor regarding the importance of upholding public trust and reflecting the values of the City. The Councilmembers provided their thoughts regarding the importance of serving the community and committing to diversity; the need for more effective collaboration between the Council and City Administration; and the need for a transparent hiring process and excellent outcome. Consensus existed to discontinue formalizing the draft letter as the Council was able to convey their thoughts through tonight's discussion. b. Weekly COVID-19 report. David Cline, City Administrator, provided an update on the City's coronavirus response and highlighted that beginning October 6, 2020, COVID-19 testing will be available at Church by the Side cfthe Road, Monday through Saturday from 8;3Oa.m.-5:30p.m. c. COVID-19 financial impact report. Vicky Codman, Finance Director, provided an update on budgetary impacts due toCOV|D'18osfollows; This week's report contains updated information for capital projects funds; Sales tax revenue is coming in better than anticipated at $270 thousand above the revised pjections; Updated projections will be available in the draft budget document that will be provided at the next Council meeting. d. False alarms: (1) An ordinance amending Ordinance No. 1363 (part), as codified at Tukwila Municipal Code Section 8.08.040. "Faise Alarm — Fines," to revise language regulating faise alarm fees; repealing Ordinance No. 2434. (2) A resolution repealing Resolution No. 1818. and adopting a faise alarm fee schedule. Vicky Cadaen, Finance Director, stated this legislation updates the fee schedule to deter the occurrence of faise alarms and recoup City costs. Staif is recommending rates comparable with surrounding jurisdictions and establishing a process to formally appeal the false alarm charge. Following a question from Councilmember Hougardy, Ms. Carlsen indicated information regarding the appeal process will be provided directly to those being billed. CONSENSUS EXISTED TO FORWARD BOTH ITEMS TO THE NEXT REGULAR MEETING CONSENT AGENDA. e. COVID-19 Community Assistance: City utility payments. Vicky Carlsen, Finance Director, indicated in response to the COVID-19 pondamic, the City adopted interim policies for City water and/or sewer accounts, waiving late fees and suspending water shutoffs for non-payment as well as allowing for payment plans. The current interim policy is set to expire on September 30, 2020 and staff is requesting to extend the policy through December 31, 2020. CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING CONSENT AGENDA. f. A report on the 42nd Avenue South Bridge in-depth inspection results. Hari Ponnekanti, Interim Public Works Director, and Adam Cox, Transportation Project Manager, explained that deterioration of the bridge can be minimized if traffic abides to the posted weight, speed, Tukwila City Council Committeof the Whole Minutes September 28, 2020 Page 3 of 4 and occupancy restrictions. Since the bridge is approaching the end of its service |iha, it has been determined the cost of repairs would exceed the replacement cost. Staff will continue with the bridge replacement design and explore multiple funding sources to replace the structure. g. An update on City land sales. Derek Speck, Economic Development Administrator, provided an update on the potential sale of 11 properties owned by the City. Estimated revenue from the sales would be approximately $13.5 million and is included in the proposed 2021-2022 biennial budget. Councilmember McLeod expressed concern that the sale process authorized by the Council in 2018 for the old Allentown fire station was halted to pursue a possible alternative use for the site. REPORTS a. Mayor Mayor Ekberg outlined action steps for the hiring process for the nexPolice Chief as foliows: The City will initiate a public process in October to hear from the community; City representatives will reach out to different community groups such as the Equity and Social Justice Commission, Community Oriented Policing Citizen's Advisory Board, youth groups, and faith organizations through virtual listening sessions; Following the outreach process, the City will commence a search with a hiring decision expected during the first quarter of2O21, b. City Council Councilmember Hougardy participated in the virtual Mayors' Reception held by the Seattle Southside Chamber of Commerce. She attended a Greater Seattle Partners Board meeting and an Association of Washington Cities Board of Directors meeting. Councilmember Kruller reported CenturyLink is rebranding as Lumen Technologies. She attended a virtual King County Regional Law Safety and Justice Committee and has asked their staff to forward model ordinance Ianguage for youth rights. Councilmember McLeod attended a South King Housing and Homelessness Partners meeting and a King County Growth Management Planning Council work session, Council President Quinn attended a King County Joint Recommendations Committee meeting, and reported he has asked for a matrix showing awards for 2021 funds to be forwarded to the City. c. Staff There was no report. d. Legislative Analyst Laurel Humphrey, Legislative Analyst, reminded the Council of the upcoming deadline for Sound Cities Association appointments to committees, MISCELLANEOUS Mayor Ekberg thanked Bruce Linton, Police Chiof, for 26 years of service to the Tukwila community and the Tukwila Police Department, Councilmember Hougardy relayed a resident concern regarding lack of available parking on 57th Avenue South. Tukwila City Council Committee of the Whole Minutes September 28, 2020 Page 4 of 4 Following a question from Councilmember Kruller, Eric Dreyer, Deputy Police Chief, confirmed fingerprint services are provided for non -Tukwila residents as well as Tukwila residents and indicated appointments should be scheduled through the Tukwila Police Department's Records Office. Council President Quinn attended a virtual Washington State Commission on African American Affairs meeting where they received a presentation on digital equity from Senator Bob Hasegawa and Representative Debra Entenman.
