Police Training Room Budget Meeting M I N U T E S CALL TO ORDER Mabel Harris, Council President, called the Committee of the Whole Meeting to order at 7 :45 p.m. ROLL CALL OF GEORGE D. OFFICIALS GARY VAN DUSEN, Mayor; MAXINE ANDERSON, City Clerk; ALAN DOERSCHEL, Finance Director; BYRON SNEVA, Public Works Director. Page 123, Byron Sneva, Public Works Director, reviewed the proposed re- Public Works organization of the Public Works Departments into three divisions. Department One will be made up of the three engineers and a half time secretary. The second division will be street and utility maint- enance and the third will be building, park and golf course maint- enance. Page 134, Public Works Engineering 8 :25 P.M. 8:40 P.M. Pages 129 -133 Pages 134 -137 Reorganization pro- posal Request is made for a new position. The title would be City Engineer who would be a registered, professional engineer with experience. The position would fit into the Salary Plan at a Grade 2, Step 1. Council Member Phelps arrived. Council Member Morgan arrived. Reviewed Public Works Administration budget. Secretary will be split between administration and engineering. Reviewed Public Works Engineering. $7,200 in extra labor is included and supplies enough to equip a work area for a City Engineer. 4 ©(.3' 0 Pages 143 -146 Reviewed Public Works Building Maintenance. This budget in- cludes one full time Building Maintenance Mechanic, one quarter of the Superintendent's salary and one eighth of the Secretary's salary. Pages 147 -150 Reviewed Park Maintenance budget. It includes 2 full time employees, one quarter of the Superintendent's salary and one eighth of the Secretary's salary. Park Maintenance budget contains $14,300 for seasonal part -time employees. Council Reuqest Council requested that the dollar breakdown for salaries of each employee be shown on a separate sheet at the beginning of each section. Councilman Bohrer noted that the reorganization has not been approved by Council. There is a problem with both the substance and the way it is presented. The organization chart does not reflect the way it is intended to work. It shows, by their titles, that 15 of the 26 have some leadership responsibility. Considerable discussion followed on the titles of Superintendent, Crew Leader, Crew Chief, and the roles these employees have in the proposed reorganization. MOVED BY BAUCH, SECONDED BY HILL, THAT COUNCIL ACCEPT THE RE- ORGANIZATION AS SUBMITTED.* MOVED BY HILL, SECONDED BY PHELPS, TO AMEND THE MOTION TO READ "THE ORGANIZATIONAL CONCEPT. MOVED BY BOHRER, SECONDED BY MORGAN, THAT THE DEFINITION OF CONCEPT MEANS THAT COUNCIL ACCEPTS THAT THERE WILL BE A SEPARATE ENGINEERING DIVISION WITH THE CITY ENGINEER AS CHIEF; A STREET AND UTILITIES MAINTENANCE DIVISION WITH A SUPERINTENDENT; AND AN EQUIPMENT, BUILDINGS, PARK, GOLF MAINTENANCE DIVISION WITH A SUPERINTENDENT.
