TUKWILA CITY COUNCIL City Hall COMMITTEE OF THE WHOLE MEETING Council Chambers MINUTES MOVED BY HILL, SECONDED BY BOHRER, THAT COUNCILMAN BAUCH ACT AS CHAIRMAN OF THE MEETING IN THE ABSENCE OF COUNCIL PRESIDENT HARRIS. MOTION CARRIED. Chairman Bauch called the Committee of the Whole Meeting to order and led the audience and the City Council in the Pledge of Allegiance. EDGAR D. BAUCH (Chairman), LIONEL C. BOHRER, JOE H. DUFFIE, GEORGE D. HILL, WENDY MORGAN. Carl Carlsen (Deputy City Attorney), Pat Lowery (Chief of Police). Paul Friedrich, Asst. Mr. Paul Friedrich, Assistant Administrator for Valley General Adm. for Valley Gen. Hospital, presented a progress report on the hospital's Hosp. to give prog- long -range planning process. ress report on hospital's long range planning process. COUNCILMAN PHELPS ARRIVED AT THE MEETING AT 7:15 P.M. In response to questions from the Council Members, she stated they have one and three fifths paid positions, the rest is volunteer work. Their budget for 1984 is $55,000. They have had two or three calls from men. PUBLIC HEARING Street Vacation, S. MOVED BY HILL, SECONDED BY DUFFIE, THAT THE PUBLIC HEARING BE 133rd, per Res. 887. CONTINUED TO DECEMBER 19, 1983. The Public Hearing was declared open at 7:20 p.m. There being no response from the audience, the Public Hearing was declared closed at 7:30 p.m. MOTION CARRIED. Approval of Minutes: MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE MINUTES OF THE November 14, 1983. NOVEMBER 14, 1983 COMMITTEE OF THE WHOLE MEETING BE APPROVED AS PUBLISHED. MOTION CARRIED. MOVED BY HILL, SECONDED BY PHELPS, THAT THE PROPOSED ORDINANCE BE ON THE AGENDA OF THE NEXT REGULAR COUNCIL MEETING. MOTION CARRIED. Prop. Mayor to appoint w /Council's concurrence, Ms. Sharon Atkins discussed the organization of DAWN (Domestic Abuse Women's Network) and its services. She stated they received approximately one call per month from the Tukwila area. She requested that the City budget $1,000 to that organization for 1984. Police Chief Lowery explained the need to surplus the 1982 Dodge. It was involved in an accident and was totaled. MOVED BY HILL, SECONDED BY DUFFIE, THAT THE REQUEST BY THE POLICE DEPARTMENT TO SURPLUS THE 1982 DODGE BE ON THE AGENDA OF THE NEXT REGULAR COUNCIL MEETING. MOTION CARRIED. Fred Wolfstone, Dick Anderson Insurance Agency, spoke regarding present insurance versus pool insurance. The Council Members asked questions regarding the City's ability to withdraw from present insurance carrier. MOVED BY HILL, SECONDED BY DUFFIE, THAT ADMINISTRATION FURNISH COUNCIL MEMBERS WITH A LIST OF WHAT THE PRESENT INSURANCE COVERS, LIABILITY INSURANCE FOR EMPLOYEES, WHAT PRESENT INSURANCE COVERS AND HOW IT COMPARES WITH SAME COVERAGE BY THE INSURANCE POOL. MOTION CARRIED. Jim Strunk, Puget Sound Cities Insurance Authority, said he would answer any questions the Council Members might have regarding pool insurance. Discussion followed with Council Members asking about coverage on suits against City employees. Mr. Strunk said the pool insurance covers all employees and elected officials in suits against the City. Murder, fraud and conspiracy are not covered. Chairman Bauch announced the next Budget Review Meeting will be held on Thursday, December 1. The 1984 Police Department budget will be discussed at that time.
