Mayor Van Dusen led the Pledge of Allegiance and called the
Regular Meeting of the Tukwila City Council to order.

Mayor Van Dusen reported that he and Council Member Harris
attended the National League of Cities Conference in New
Orleans. It was well attend and the seminars and workshops
were very good. He brought back several ideas to discuss
with Council.
Council Member Morgan reported that the Friends of the Library
are planning an open house on December 17th from 1:00 to 5:00
p.m. to celebrate there fourth anniversary. In conjunction,
Hazelnut Park will be dedicated at 3:00 p.m.
7:15 p.m. Councilman Bohrer arrived at the meeting.
Council President Harris noted that she served on the King
County Health Service Task Force. They have finished the
rules and regulations and are ready to be reviewed by the
Community Affairs Committee. Many hours were spent on them
and, she recommended that Council accept them.
7:25 p.m. Council Member Phelps arrived at the meeting.
STAFF Byron Sneva, Public Works Director, ask Council to add a bid
award for the emergency generators for the sewer lift stations.
MOVED BY HILL, SECONDED BY DUFFIE, THAT THIS BID AWARD BE
PLACED ON THE AGENDA AS ITEM NO. 8C. MOTION CARRIED.

MOVED BY HARRIS, SECONDED BY HILL, THAT THE CONSENT AGENDA
BE APPROVED AS SUBMITTED. MOTION CARRIED.
Alan Doerschel, Finance Director, gave a brief overview of
the proposed Budget for 1984. The most significant change
is the inclusion of an Equipment Rental Program. The total
budget is $14,382,248.
Mayor Van Dusen declared the Public Hearing open on the proposed
1984 Budget and, also, on the proposed uses for the Federal
Revenue Sharing Funds.
Ms. Elizabeth Romney, King County Rape Relief, expressed
appreciation on behalf of her organization for the support
the City has given them.
Al Pieper, 17083 53rd. Ave. So., said that he sees no
reason or justification for budget increases. There has been
no growth in the City, no annexations nor major emergencies.
The budget has been increased by 20% with no justification.
Most of the elected officials in this City have run on a
campaign promise of hold the line on budgets. With no growth
in the City plant there should be no need for additional staff;
infact, some staff positions could be reduced. The additional
increase in sales tax approved by Council is ridiculous, there
is no need for that tax increase when there has been no growth.

He asked Council to get control of the budget, we can't keep
having budget increases of 10% 15% 20% every year.
Cris Crumbaugh, speeking for the Chamber of Commerce, noted
a letter they had sent the City concerning the sales tax
increase. He complimented the City of the Capital Improvement
Plan on the Equipment Rental Fund. These items have been
needed. They would like to see more thought on what the
City is going to do with unanticipated revenue. He asked
Council to look at some sort of contingency plan for spending
these revenues.
Mayor Van Dusen noted that the City will have $112,162 in
the Federal Shared Revenue Trust for next year. As in the
past, the funds will be used for capital expenditures.
Alan Doerschel clarified that the Current Fund is increased
by about 10 75% of that is for Capital purchases.
Jan Wiesner, Chamber of Commerce, 950 Andover Park East, said
she is happy to see the City planning ahead the way the
Capital Improvement Program does. She suggested that Council
make a decision that most of the unanticipated funds would
go for capital improvements. It could be accumulated for
larger projects.
There being no further comments on the proposed 1984 Budget,
Mayor Van Dusen declared the Public Hearing closed.
Al Pieper suggested that if there are surplus funds they be
used for sidewalks in the Industrial area.
MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE PROPOSED
RESOLUTION BE READ. f1OTION CARRIED.
Attorney Woo read in its entirety; A resolution of the City
of Tukwila thanking the Mario A. Segale Family for placing
Christmas decorations in City Hall.

BE ADOPTED AS READ. MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY HELL, THAT THE PROPOSED
ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED.
Attorney Woo read; An ordinance of the City of Tukwila
fixing the amount of tax levies necessary to raise funds to
meet the estimated expenditures for the year 1984, as required
by RCW 35A.84; authorizing the Finance Director to certify
such budget or estimate of the amount to be raised by taxa-
tion on the assessed valuation of the property located
within the City of Tukwila and declaring an emergency.
