This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and participating via a
remote electronic system.
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not at Tukwila
City Hall and participated via a remote electronic system.

CALL TO ORDER/PLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Ekberg called the remote Regular Meeting of the Tukwila City Council to order at 7:01 p.m. and led
the audience in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present at the remote meeting were
Councilmembers Verna Seal, Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas McLeod, Zak Idan,
Cynthia Delostrinos Johnson.

SPECIAL PRESENTATIONS
Presentation of Mayor's Proposed 2021-2022 Biennial Budget.
Mayor Ekberg provided a summary, via videformat, of the 2021-2022 Bienial budget, a copof which
was provided to the City Councilmembers. Foliowing are key points:
• It was previously projectedthan* would be a need to use $4.8 million in contingency this year;
there will only be a need to spend approximately $700,000 from contingency.

Based on the City's Equity Policy, Tukwila will continue to be an inclusive community that provides
equal access to all, and the "Reducing Barriers for all People" initiative will be implemented.
• This budget protects the most vulnerable with no reductions to human services.
• The Police Department will proceed with the "Mental Health Professional" pilot project.
• The Fire Department remains a Tier 1 priority program in this budget.
• Several areas in the City will see "frozen" positions reinstated such as the Permit Center and Street
Department.
PUBLIC COMMENTS
Those wishito provide public comment had the opportunity to deliver public comments via email by
5:00 p.m. today. Laurel HumphreyLegislative Analyst, acknowledged receipt of and read the followirig

Peggy McCarthy requested that the City find another method to supplement the General Fund finances
other than using the resources of Utility Funds.
Greg Haffner, Curran Law Firm, representing Tukwila Interurban Investment Company (owner of 13451
Interurban Ave. South), requested reconsideration of a decision to not extend the sidewalk on the south
side of 52nd to Interurban from where the sidewalk ends just NE of the intersection of 52"d and 53rd.
Will Toaspern, Government Affairs and Contracts Coordinator, Solid Ground, urged support for the Health
through Housing Bill currently before the King County Council. He asked the Council not to dilute the
effort by adopting a city sales tax under consideration this evening as New Business item #6.
CONSENT AGENDA
a. Approval of Minutes: 9/21/20 (Regular Mtg.); 9/28/20 (Special Mtg.)
b. Approval of Vouchers # 384576-384651; #200800, #200902 in the amount of $3,325,991.10
c. Accept as complete the 2019 Small Drainage Program Project (contract #19-163) with KC Equipment,
LLC, and authorize release of retainage, subject to the standard claim and lien release procedures (final
cost of project, including retainage: $442,115.94).

d. Award a bid and authorize the Mayor to sign a contract with Michels Corporation for the 2020
Commercial Business District Sanitary Sewer Rehabilitation Project in the amount of $709,907.00 (to

e. Authorize the Mayor to sign Amendment No. 1 to contract #20-060 with Cooper Zietz Engineers, dba
Akana, for review and approval of development permits in Public Works/Community Development in the
amount of $61,000.00.

f. Authorize the Mayor to sign a consultant agreement with J. A. Brennan Associates for the Tukwila
Pond Master Plan in the amount of $150,000.

g. False alarms:
(1) An ordinance amending Ordinance No. 1363 (part), as codified at Tukwila Municipal Code Section
8.08.040, "False Alarm — Fines," to revise language regulating false alarm fees; repealing Ordinance No.
2434. ORDINANCE NO. 2634
(2) A resolution repealing Resolution No. 1818, and adopting a false alarm fee schedule.

h. COVID-19 Community Assistance: City utility payments.
Affirm the City of Tukwila Water and Sewer Utility Policy in response to COVID-19 to temporarily
suspend the imposition of past -due and late penalties on delinquent water and sewer accounts and to
temporarily discontinue the water shut-off on delinquent accounts subsequent to Governor Inslee's
February 29, 2020 Proclamation of Emergency No. 20-05 and subsequent orders. The policy will be
effective on April 1, 2020 and will expire on December 31, 2020.

UNFINISHED BUSINESS
a. Weekly COVID-19 report.
David Cline, City Administrator, provided an update on the City's coronavirus response referencing the
continuing work of Human Services and the Business Recovery Program. Basic needs continue to be
met associated with food and nutrition, and a new COVID testing site is opening in the City this week.
Councilmember Kruller referenced 13 people who lost their homes due to a fire in Tukwila. She would
like information on the outreach being made by the City to those who were affected. Mr. Cline said he
would get information out to the Council this week on this issue.

b. South King County Housing and Homelessness Partners (SKHHP) Work Plan and budget:
(1)A resolution adopting the 2020-2021 South King Housing and Homelessness Partners Work Plan.

c. Discussion on Equity Policy 2020 implementation.
Niesha Fort -Brooks, Community Engagement Manager, provided an overview of this item. The Equity
Policy Implementation Committee (EPIC), which includes City staff members, provided recommendations
on the top 4 equity priorities for 2020: (1) Consistent Equity Training; (2) Changes to hiring practices and
Anti -Bias Training in the hiring process; (3) Development of Equity Toolkit; (4) Creation of an Outreach
Guide. The EPIC is seeking feedback prior to finalizing the policy.
The Councilmembers asked clarifying questions and offered input on the process and look forward to the
policy being finalized and implemented City-wide.
NEW BUSINESS
An ordinance relating to taxation; imposing the additional local sales and use tax under RCW 82.14.530
to fund investments in affordable and supportive housing and housing related services, including mental
and behavioral health related facilities, to be codified at Chapter 3.15 of the Tukwila Municipal Code.

The Councilmembers discussed this item, to include the benefits and disadvantages associated with
working with King County on this issue, or imposing a sales and use tax specifically for Tukwila to provide
funding options for affordable housing.
*MOTION FAILED 5-2, WITH SEAL, HOUGARDY, QUINN, IDAN, DELOSTRINOS JOHNSON VOTING
NO, TO ADOPT THE PROPOSED ORDINANCE.
REPORTS
a. Mayor
There was no report.
b. City Council
Councilmember Hougardy participated in the AWC (Association of Washington Cities) Board Meeting,
where the focus was on the Legislative Agenda for next year. The Legislative Session will be shorter with
fewer bills and will be conducted in a virtual environment. There will be options for agencies that have
similar issues or concerns to participate in "Cities on Tap" discussions that will also be conducted
"virtually."
Council President Quinn received the Preliminary 2021-2022 budget book and has started going through
the extensive document. He encouraged the Council to go through the document to facilitate the
upcoming conversations that will benefit the community as part of the budget process.
Councilmember Kruller has received feedback that residents would like to see a Police presence on 53rd
Avenue South as it relates to folks driving the wrong way on a 1 -way street, creating public safety
concerns. She also referenced the public comment from this evening regarding a sidewalk in the City,
expressing concern about ADA accessibility and what sort of conditions trigger the need for changes.
She has concern about those using wheelchairs as it relates to navigating to the Metro Bus station. Ms.
Kruller commended the Public Works staff for quick action for residents on South 160th Street as it relates
to a garbage collection issue.
c. Staff
David Cline, City Administrator, referenced the CA (City Administrator) report as well as the Monthly
Construction and Budget report and offered to answer any questions.
d. City Attorney
There was no report.
e. Legislative Analyst
There was no report.
MISCELLANEOUS
Councilmember Kruller attended the event for Police Chief Bruce Linton, who is moving on to work with
veterans at King County. She also relayed that Peter Lau, Engineer in the Public Works Department, will
be leaving the City. She commended both Chief Linton and Mr. Lau for the good work they have done in
Tukwila.
