MINUTES COMMITTEE OF THE WHOLE MEETING CALL TO ORDER /PLEDGE OF ALLEGIANCE Council President Seal called the Tukwila City Council meeting to order at 7:04 p.m. and led the audience in the Pledge of Allegiance. OFFICIALS Present were Verna Seal, Council President, Councilmembers Joe Duffie, Dennis Robertson, Allan Ekberg, Kathy Hougardy, De'Sean Quinn, Kate Kruller. CITY OFFICIALS Jim Haggerton, Mayor; David Cline, City Administrator; Bob Giberson, Public Works Director; Peggy McCarthy, Interim Finance Director; Kimberly Matej, Council Analyst; Melissa Hart, Acting City Clerk. Council President Seal announced the Special Meeting listed on the agenda has been cancelled due to inclement weather January 18 through January 20, 2012. CITIZEN COMMENTS There were no citizen comments. SPECIAL ISSUES a. A resolution establishing the meeting schedule for the Council Committees. Councilmember Quinn indicated this item was scheduled for discussion at the Finance and Safety Committee meeting on January 18, 2012. Due to the inclement weather, the Finance and Safety Committee meeting was cancelled. Melissa Hart, Acting City Clerk, explained the draft resolution before the Council is a housekeeping item to reflect the change in Council Committee meeting times from 5:00 p.m. to 5:15 p.m. for the Finance and Safety and Transportation Committee meetings. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. b. A resolution declaring Municipal Court equipment as surplus and authorizing its disposal. Councilmember Quinn indicated this item was scheduled for discussion at the Finance and Safety Committee meeting on January 18, 2012. Due to the inclement weather, the Finance and Safety Committee meeting was cancelled. The Tukwila Municipal Court is requesting the obsolete Sony VTeI Video Arraignment System be approved for disposal. In 2006, the Court replaced the Sony VTeI system with a more advanced Polycom video conferencing system, and there is no market for the outdated equipment. Contract Supplement No. 2 with KBA for Southcenter Parkway project construction management services. Councilmember Ekberg indicated this item was discussed at the Transportation Committee meeting on January 17, 2012. The committee members were unanimous in recommending approval. Bob Giberson, Public Works Director, explained KBA, Inc. is currently the construction management consultant for the Southcenter Parkway Extension Project. Supplement No. 2 with KBA, Inc. will extend the construction management services needed, and project completion is now anticipated in July 2012. Council is being asked to approve Supplement No. 2 with KBA, Inc. in the amount of $390,000.00. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. d. An Interlocal Agreement with King County for the Boeing Access Road Bridge Project to provide repairs. Councilmember Ekberg indicated this item was discussed at the Transportation Committee meeting on January 17, 2012. The committee members were unanimous in recommending approval. Mr. Giberson stated an inspection of the Boeing Access Road Bridge in 2010, showed a significant void was developing under the west roadway approach to the bridge and was in need of repair. Due to the critical nature of the repairs and King County staffing availability, work was completed in December 2011. Council is being asked to approve Discretionary Request #TK -003 in an amount not to exceed $67,000.00. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. e. A contract for the 42 Avenue South Project from Southcenter Boulevard to South 160 Street. Councilmember Ekberg indicated this item was discussed at the Transportation Committee meeting on January 17, 2012. The committee members were unanimous in recommending approval. Mr. Giberson explained this contract is for design of the 42 Avenue South Phase III residential street improvements and the Gilliam Creek 42 Avenue South culvert. Seven responses to the Request for Proposal notice were received, three consultant firms were interviewed, and CH2M Hill, Inc. was chosen as the most qualified. Council is being asked to approve the consultant agreement with CH21M Hill for a project design total of $726,995.00. The Council exchanged comments and asked clarifying questions of staff on the above topic. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. f. Acceptance of a grant from the Transportation Improvement Board for the Andover Park West project. Councilmember Ekberg indicated this item was discussed at the Transportation Committee meeting on January 17, 2012. The committee members were unanimous in recommending approval. Mr. Giberson conveyed the City was awarded a Washington State Transportation Improvement Board (TIB) construction grant for Andover Park West street improvements. This project is currently under design and will be advertised for bid in conjunction with the Tukwila Urban Center Transit Center and Andover Park West water main improvements projects. Council is being asked to formally accept the TIB grant in the amount of $1,420,000.00. Mayor Mayor Haggerton explained the recent weather event was a test of the City's Emergency Management Team and Operations. He described an incident where a resident required assistance on their street with snow removal in order for them to leave their home and travel to their kidney dialysis appointment. City staff worked with the resident such that they were able to make their life- saving appointment. He relayed that Emergency Management staff is currently researching the emergency communications system CodeRED that could be used to notify Tukwila residents of emergency situations and disseminate information throughout the City. Mayor Haggerton thanked the City staff for the work performed throughout the City during the recent weather events. b. City Council Councilmember Robertson thanked the City Clerk's office for their quick work on completion and distribution of the Council agenda packet. Councilmember Kruller thanked the Fire and Public Works Department for the emergency response to a fallen tree in her neighborhood as a result of the freezing rain. Councilmember Quinn expressed his appreciation to Mayor Haggerton and his decision to close City Hall and the concern for employee safety during the recent snow event. Council President Seal wanted to pass along a suggestion by a resident. The resident inquired if the City's garbage collection company would provide residents with debris removal service due to the recent winter storm. They suggested a weekend chipping service provided by the City, where residents could bring the large debris items for chipping, and they could then take the remaining mulch. The Council thanked all City staff for their response to the snow event, the Emergency Manager's daily reports, and the Public Works Street Department for the snow removal and sanding. c. Staff David Cline, City Administrator, explained the Police and Fire Departments increased staff for the duration of the weather event and responded to requests for assistance to ensure the safety of Tukwila residents and City staff. Mr. Cline thanked all City Departments for their teamwork and constant communication during the snow event. d. City Attorney The City Attorney's presence is not required at Committee of the Whole meetings. e. Intergovernmental Kimberly Matej, Council Analyst, reminded the Council of the Association of Washington Cities (AWC) Legislative Conference January 25 and 26, 2012 in Olympia. MISCELLANEOUS Councilmember Duffie announced his pager number published in the Tukwila Hazelnut is incorrect. His contact information is 206 478 -0089.
