Allentown Bridge
•Built in 1949
•Serves the Allentown Neighborhood
•Poor Sufficiency Rating: 7.56 out of 100
•Weight restricted to 37 tons, truck speed reduced to 15 mph, and one truck at a time (council action February 2018)
•10,300 Average Daily Traffic
•Approx. 3,000 semi trucks per day use bridge
•Serves South Seattle BNSF freight yard
Bridge Deficiencies
•Vertical and horizontal cracks in the concrete piers
•Rocker bearings frozen in the extended position
•Numerous areas of pack rust up to ¼ inch with steel section loss on approx. 30% of the structure
•Pack rust is loosening the rivets and cause steel deflection
•Multiple areas of bird guano accumulation in panel points

Bridge Deficiencies
•Pack Rust is distorting connections
•Rust and Guano at Truss Bottom Chord
•Diagonal cracks in the concrete abutments/wingwalls with exposed reinforcing steel (Rebar)
•Piers that are suspect to scour/erosion
•Impact damage to the top truss
•Missing joint material allowing water and debris onto the floor beams

•±1200 residents in Allentown, ±10% of those homes
are mobile homes
•41% of the population is foreign born
•80 languages spoken in schools
•Median income is lower than overall King County
•Direct access to the Green River Trail and the
Tukwila Community Center

•In December 2019, TIC directed City Staff to perform additional analysis to weigh options moving forward
•In March 2020, Council authorized with a 7-0 vote to approve the in-depth inspection and $1M in design funding
•Waste Management tax will be utilized for the $1M design funding

•Request for Qualifications for design advertised in May 2020
•June 2020 design firms interviewed and firm was selected
•In-depth inspection performed in July 2020 (delayed due to COVID 19 restrictions)
•August 2020, Scope of Work (SOW) and costs estimates negotiated for 30% and 100% design
•TIC and COW presented inspection findings in September 2020
•TIC presented 30% and 100% SOW and cost estimates on 9/21/2020 and 10/19/2020

Council Direction
•Council is being asked to approve the consultant agreement with TranTechEngineering, LLC. In the amount of $1,078,487 for 30% design P&E and Type, Size, and Location Report for the 42nd Ave South Bridge Replacement
•Funding for this design is from the 2021 solid waste utility tax.
•Consider this item at Nov 2 regular meeting consent agenda.
