Remote Meeting per Governor Proclamation 20-28 October 12, 2020 — 7:00 P.m.
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and
participating via a remote electronic system.
All participants, including the Mayor, Council/ne/nbecs, City staff, and legal counsel were not
a/Tukwila City Hall and participated via aremote electronic system.
The phone number for public participation that was provided via the agenda distribution
process was: 1-253-292-9750' access code 670077847# as well as a link to join the Microsoft
Teams Meeting.
COMMITTEE OF THE WHOLE
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Quinn called the remote Tukwila City Council meeting to order at 7:00 p.m. and led the
audience inthe Pledge mfAllegiance.

Council President Quinn stated today is Indigenous Peoples' Day and acknowledged Tukwila is on the
traditional land ofthe DuvvamishPeople.
PUBLIC COMMENTS
Council President Quinn announced that those wishing to provide public comment had the opportunity to
deliver public comments via email by 5:00 p.m. today.
Laurel Humphrey, Legislative Analyst, acknowledged receipt ofand read the following written comments
received by email:
1. Jonathan Joseph asked that the Council develop a land acknowledgement statement to be said
aloud at every public meeting in recognition of the Coast Salish and Duwamish communities.
Councilmember Seal indicated this issue will be reviewed by the Finance Committee.

Concurrency Management ordinance.

Hari Ponnekanti, Interim Public Works Manager, explained the proposed update to concurrency
management simplifies the process used to ensure necessary facilities are available concurrent with new
development. The draft ordinance amends Tukwila Municipal Code Chapter 9.5O.and the accompanying
resolution proposes mnew 2U2OPublic Works fee schedule.
7:08 p.m. Council President Quinn called for public comments.
Laurel Humphrey, Legislative Analyst, stated no sign-ups were received to comment on the Concurrency
Management ordinance.
Council President Quinn asked if there was anyone else who wished to make a public comment on this
topic. There were no public comments.
7:09 p.m. Council President Quinn closed the public hearing
SPECIAL ISSUES
m. Concurrency Management
(1) Anordinance repealing Ordinance Nos. 2110and 2155'aocodified ms Chapter 9.50,
"Concurrency Management;" reenacting TMC Chapter 9.50 to amend regulations relating
toconcurrency testing.
(2) A resolution tmupdate the Transportation Concurrency Test Fee Schedule and clarify the
application ofcertain fees, and repealing Resolution No. 1S45.
Hari Ponnekanti, Interim Public Works Manager, clarified that the resolution to update the Transportation
Concurrency Test Fee schedule does not need tomove forward as this item iaduplicated bythe Public
Works fee schedule resolution that will be discussed later in this meeting.

CONSENT AGENDA.
b' A resolution adopting a new Public Works Fee Schedule for 2021-2023.
Gail Lubonana. Public Works Analyst, indicated this resolution increases water, aewer, and surface water
nahaa for 2021-2022. She clarified the proposed fee schedule in this resolution also encompasses the
updated concurrency management fees.
Councilmernber Kruller clarified this item was forwarded with no recommendation as the Transportation
and Infrastructure Committee felt additional information was needed through the budget deliberation
process.
CONSENSUS EXISTED TOREVISIT THIS ITEM AFTER BUDGET DELIBERATIONS.
c. Weekly COVID-19 report.
David Cline, City Administrator, provided onupdate nnthe City's coronavirus response and highlighted
the following: the Mayor's proposed 2021-2022 biennial budget was presented to the Council; the City
continues to support business recovery and basic needs of the community; the COVI D-1 9 testing site is
up and running, with flyers available in multiple languages.
d. Discussion ona resolution todiscontinue atemporary pay reduction for non -represented
employees based on a budget shortfall associated with the Coronavirus pandemic.
ViokvCar|sen. Finance Director, explained this resolution repeals Resolution No. 1988 which instituted
10% pay reduction for specific non -represented staff and a 10% furlough for all other non -represented
staff. Due to the City's stronger financial position as a result of timely actions in response to the

Coronavirus pandemic, the City will be discontinuing the staff furlough, allowing the City to return to
normal business hours bJserve the community.

REPORTS
a' Mayor
Mayor Ekberg announced Joseph Todd, Technology and Innovation Services Director, has accepted a
position with another agency and will be leaving the City at the end of this month.
b. City Council
Councilmember Seal offered a reminder regarding the upcoming budget workshop on October 13, 2020.
She asked that the Council let Laurel Humphrey, Legislative Analyst, know in advance if there are
questions that will need tobeanswered bystaff.
Councilmember Hougardy attended an Equity and Social Justice Commission meeting.
Councilmember Kruller participated in a King County -Cities Climate Collaboration (K4C) work session and
aRacial Equity and Justice session through Sound Cities Association.
Council President Quinn presented in the Racial Equity and Justice session through Sound Cities
Association eoapanel member.

MISCELLANEOUS
Following a request for input from Councilmember McLeod, the Council discussed a draft resolution
through South King Housing and Homelessness Partners (SKHHP) supporting local tenant protection and
displacement prevention, and the need to balance the needs of landlords and tenants.
