Council Chambers Regular Meeting CALL TO ORDER AND PLEDGE OF ALLEGIANCE REPORTS Council Members Staff CONSENT AGENDA Resolution #900 Resolution #901 TUKWILA CITY COUNCIL M I N U T E S Mayor Van Dusen called the Regular Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. ROLL CALL OF MABEL J. HARRIS, DORIS E. PHELPS, Council President, EDGAR D. COUNCIL MEMBERS BAUCH, CHARLES E. SIMPSON. MOVED BY PHELPS, SECONDED BY HARRIS, THAT COUNCIL MEMBER BORHER BE EXCUSED FROM THE MEETING. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY HARRIS, THAT COUNCILMAN DUFFIE BE EXCUSED FROM THE MEETING. MOTION CARRIED. Executive Session Mayor Van Dusen said that the Executive Session, scheduled TABLED for this time would be tabled until Attorney Hard arrives. MOVED BY SIMPSON, SECONDED BY HARRIS, THAT THE EXECUTIVE SESSION AGENDA BE AMENDED TO INCLUDE DISCUSSION ON LAND ACQUISITION FOR A WATER RESERVOIR. MOTION CARRIED. Council President Phelps noted a letter from Group W Cable and asked for a report back. She said it looks like a defacto rate increase. 7:08 P.M. COUNCILMAN DUFFIE ARRIVED AT THE MEETING. Alan Doerschel, Finance Director, reported that the first sales tax for 1984 has been received, and it is about $30,000 ahead of last year. a. Approval of Minutes: Special Meeting January 30, 1984 Regular Meeting February 6, 1984 b. Approval of Vouchers Claims Fund Vouchers #17148 #17266 Current Fund $24,124.87 Golf Crse. Spec. Rev. 338.55 Street Fund 26,571.10 Land Acq, Bldg, Dev. 160.00 Unemployment Comp. 268.92 Water Fund 3,529.50 Sewer Fund 30,751.41 Firemens Pension 598.86 Equipment Rental 1,022.86 $87,366.07 c. A resolution of the City of Tukwila ordering the can- cellation of outstanding municipal warrants. d. A resolution of the City of Tukwila authorizing the Finance Director to make a segregation on the original assessment roll for LID #30. e. Approve Claim for Damages: Wheel damage due to pothole on So. 180th (Kathleen Ann Soper). MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE CONSENT AGENDA BE APPROVED AS PRESENTED. MOTION CARRIED. 'Psi,/ TUKWILA CITY COUNCIL, REGULAR MEETING February 21, 1984 Page 2 NEW BUSINESS Proposed Annexation of property in Mc- Micken Hts., west of 51st Ave. So., from So. 161st to So. 164th including 4930 So. 161st and 4918 So. 164th Resolution #902 Amending Attachments A B of Res. #890, position class. salary grade schedule Award Bid for Janitorial Services for 1984 MISCELLANEOUS 53rd Ave. Street Project MOVED BY PHELPS, SECONDED BY DUFFIE, THAT COUNCIL AUTHORIZE THE CIRCULATION OF A PETITION FOR ANNEXATION. MOTION CARRIED. MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE CITY COUNCIL STATE ITS INTENT THAT THE PROPOSED ANNEXATION COMPLY WITH THE COMPREHENSIVE LAND USE PLAN TO PRESERVE THE SINGLE FAMILY RESIDENTIAL ZONING IN THE NEIGHBORHOOD. MOTION CARRIED. MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE PROPERTY BEING ANNEXED BE REQUIRED TO ASSUME ITS PRORATA SHARE OF THE OUTSTANDING EXISTING INDEBTEDNESS.* Alan Doerschel, Finance Director, noted a memo he had distri- buted to Council with a comparison of property tax between unincorporated King County and the City of Tukwila. Including the City's current indebtedness, the property tax is less by about 4% or 5 *MOTION CARRIED. Mr. Leo Sowinski, 16050 51st Ave. So., said that he is a pri- vate citizen representing the petitioners. They have no problem with the zoning regulations or the indebtedness. They are ready to proceed with the annexation. MOVED BY PHELPS, SECONDED BY HARRIS, THAT THE PROPOSED RESOLUTION BE READ BY TITLE ONLY. MOTION CARRIED. Attorney Martin read a resolution of the City of Tukwila, Washington, amending Attachments A and B of Resolution #890, position classifications and salary grade schedule. MOVED BY PHELPS, SECONDED BY HARRIS, THAT RESOLUTION NO. 902 BE ADOPTED AS READ. MOTION CARRIED. Byron Sneva, Public Works Director reported that five bids were received for a janitorial service contract for 1984. The low bidder, Wilsyk Alaska, Inc., is a new company. They offered a very good bid and Mr. Sneva recommended that the bid be awarded to them. The bid amount is $2,143 per month plus $1,128 annually for window washing. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE BID AWARD BE PLACED IN THE COMMUNITY AFFAIRS COMMITTEE.* Council Member Phelps said that this is a budgeted item, reviewed by staff, and there is no reason to hold up the award. Mr. Sneva said the current contract has been extended to March 1. They would like to award the contract so the new janitorial service can be onboard March 1. *MOTION FAILED MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE BID FOR JANITORIAL SERVICE BE ACCEPTED AS PRESENTED. MOTION CARRIED. Councilman Bauch said he is unhappy with the contractor on the 53rd Avenue South Street Project. He is two months behind schedule. ADJOURNMENT 8:36 P.M. rained and still there was no one working. There is no ex- cuse, there is plenty of cleanup and yard work to do. They are doing good work, but it is awfully slow. MOVED BY PHELPS, SECONDED BY HARRIS, THAT COUNCIL ADJOURN INTO EXECUTIVE SESSION TO DISCUSS LAND ACQUISITION FOR A WATER FACILITY SITE. MOTION CARRIED. 8:00 P.M. MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE EXECUTIVE SESSION OF THE ACQUISITION OF SITE FOR WATER FACILITIES BE ADJOURNED. MOTION CARRIED. 8:03 P.M. MOVED BY HARRIS, SECONDED BY SIMPSON, THAT COUNCIL HOLD THE EXECUTIVE SESSION TO DISCUSS THE ALLENBACH LAWSUIT WITH ATTORNEY HARD. MOTION CARRIED. 8:35 P.M. MOVED BY HARRIS, SECONDED BY SIMPSON, THAT THE EXECUTIVE SESSION CONCERNING THE LITIGATION ADJOURN. MOTION CARRIED.
