PUBLIC COMMENTS Council President Quinn announced that those wishing to provide public comment had the opportunity to deliver public comments via email by 5:00 9.m. today. There were no public comments SPECIAL ISSUES a. Weekly COVID-19 report. David Cline, City Administrator, provided anupdate onthe City's coronavirus response and highlighted the following: Following Council President Quinn's request, staff are working with King County Department of Community and Human Services to obtain tenant assistance data; Health and wellness activities are outlined in the report; Updated COV|D-19 outbreak counts have been included in the report. b. COVID-19 financial impact report. VickyCadsen. Finance Director, explained the projected ending fund balance is$13.787.O78. exceeding the reserve policy's requirement of 18% unreserved fund balance. In order to meet year-end revenue projections, the City will need to receive $23.8 million more in General Fund revenue and $G.4million in Tukwila City Council Committee of the Whole Minutes October 20.2O2O Page 2of3 sales tax revenue. Departments are projected to expend approximately $20.4 million additional before the end ofthe year. o. Anagreement for 3O%design ofthe 42"uAvenue South Bridge Replacement Project. Hari Ponnekanti, Interim Public Works Director, and Adam Cox, Transportation Program Manager, provided an overview on the proposed agreement with TranTech Engineering in the amount of $1,078,487 as a replacement option for the 42nd Avenue South Bridge. A 30% design, better cost estimates, and consideration of alternative locations for the replacement bridge will make this project " grant ready" and improve chances ofreceiving grant funding. Henoted the Bridge Advisory Review Committee (BRAC) Local Bridge Program is now open and accepting applications until February 19, 2021. CONSENSUS EXISTED TQFORWARD THIS ITEM TOTHE NEXT REGULAR MEETING CONSENT AGENDA. d. An update onthe Disadvantaged Business Enterprise (DBE),local hire and apprenticeship outcomes for the Public Safety Plan — Fire Station 51and the Justice Center. Justine Kim, Senior Project Manager with Shie|e Ob|etz Jnhnson, provided an overview of the Public Safety Plan's utilization of local hires, disadvantaged businesses (DBE), and apprenticeships. While both the Fire Station 51 and Justice Center projects exceeded the DBE and apprenticeship utilization goals, |oou| hire data was more difficult to ascertain as Tukwila shares zip codes with other jurisdictions. Councilmember Kruller asked if there had been any feedback from unions regarding the DBE, local hire and apprenticeship initiative and how Tukwila compares to surrounding jurisdictions. Rachel Bianohi, Deputy City Administrator, indicated she would follow up regarding data on surrounding jurisdictions, Council President Quinn suggested this presentation be brought to the Equity and Social Justice Commission. m. Mayor There was no report b. City Council Council President Quinn shared the Governor's Proclamation regarding the Open Public Meeting Actand the restriction on limiting agenda topics to those that are necessary and routine or related to COVID-19 has been removed. Councilmember Seal reported the Finance Committee reviewed the practice of land acknowledgement and will be continuing towork on this issue with the intent ofbringing something before the full Council before the end of the year. Councilmember Hougardy attended a South County Area Transportation Board (SCATBd) meeting, a King County Regional Transit Committee meeting, and participated in an Equity Workgroup through Association ofWashington Cities. Councilmember Kruller thanked staff for providing information that was requested by National League of Cities (NLC) on the City's newly opened Spice Bridge Food Hall. She has been invited to speak at a national panel for NLCregarding the Food Hall. Counoi|memberKruUerparticipated inavv*binarthrough NLC on lessons learned from Expanded Drone Pilots. Council President Quinn offered a warning about local coyote sightings and reported participating in a meeting for Deputy Mayors, Mayors Pro Tempore, and Council Presidents held by Sound Cities Association. c.
