Haag The Museum of Flight 9404 East Marginal Way South Tukwila, WA 98188 Re: Master Sign Program for The Museum of Flight File SII -031 Dear Laurie: Based upon the plans and information submitted in connection with your request for the Master Sign Program approval, I hereby approve your Master Sign Program proposal subject to the conditions listed at the end of this letter. BACKGROUND The property where the Museum of Flight (Museum) is located was annexed into the city in 1989. Presumably, the majority of the signs on the site were permitted under King County prior to the annexation as there are no permits on file with the City for the majority of the signs on the Museum campus. The City of Tukwila has permit applications for 3 freestanding signs from 2004. These permits never received final approval and the city has no other sign permit applications on file for the Museum. The light pole banners that are located on the public right-of-way are covered under an agreement between the Museum and the city's Public Works Department and are not a part of the Master Sign Program application. The site straddles both sides of East Marginal Way South. On the east side of the street is the main Museum campus and the original Boeing factory (the Red Barn building). On the west side of the street is the 9-04 Library and Archives building, the Space Shuttle Gallery and airpark which is subject to a Binding Site Improvement Plan (BSIP) decision (File No. L10-060). To the north of the airpark, the future Aviation High School and its associated parking area is owned by the Museum and included in this Master Sign Permit. The Aviation High School and its associated parking area is also subject to a BSIP also (File No. L11-019). As a condition of land use file, L10-059 —Special Permission Parking, the Museum shall pursue a Master Sign Program Permit to allow special event signage. The signage on the site is divided between the east and west campuses, as bisected by East Marginal Way South. The west campus is further divided between the Space Shuttle Gallery/9-04 building viewed as one structure and the Raisbeck Aviation High School building. The City received your request for the Master Sign Program on April 4, 2011. The plans reflect the current and future goals for signage at the Museum campus. The Museum of Flight proposes a number of permanent wall signs that change copy. They are not animated but rather display images that reflect various events at the Museum. The Master Sign Program allows deviations in the signage standards of Title 19. The criteria and a discussion on how the application meets the criteria are outlined below. 19.32.020 Eligibility Property owners of premises that meet one of the following conditions may apply for approval of a Master Sign Program to customize the standard Sign Code requirements to their specific site conditions: 1. Sites of 15 acres or more, developed with one or more buildings, totaling at least 200,000 square feet. The site is over 23 acres in size on five parcels. 174,000 square feet of Museum space is built with an additional 15,000 square feet of hangar under construction and 86,000 square feet for the high school with approved building permits. 2. Essential Public Facilities within commercial or industrial zones. The site is in an industrial zone. The Raisbeck Aviation High School is an essential public facility. 19.32.040 Criteria A Master Sign Program may be approved if all of the following criteria are met: 1. The Master Sign Program meets the intent of the Sign Code as well or better than the signage allowed under the standard code provisions. The intent of the Sign Code is defined in TMC 19.04.020: The purpose of this code is to enhance the City's aesthetic character; to protect the public health, safety and welfare; and to increase the effectiveness of visual communication in the City by providing opportunities for Tukwila businesses, residents and property owners to display signage. The regulations for signs have the following specific objectives: 1. To have signs that attract and invite rather than demand the public's attention along the City's streetscapes. 2. To have streets that appear orderly and safe, because clutter is minimized. 3. To have signs that enhance the visual environment of the City, because they are in harmony with building architecture and landscape design. 4. To allow business identification that is not unduly hindered by regulatory standards. SM Page 2 of 6 05/13/2011 CATemp\XPgrpwise\Master Sign Program Decision Template.doc 5. To ensure typical communication and civic discussion is fostered in the City's residential neighborhoods. 6. To allow signs that utilize high quality construction materials, fine architectural detailing, harmonious proportionality, and that serve a multi -modal environment. The Master Sign Program meets the intent of the Sign Code better than the signage allowed under the standard sign provisions. 2. The requested deviations from the code respond to the specific characteristics or use of the premises. The site is divided to the east and west campuses; the west campus is further divided into the Space Shuttle Gallery/9-04 building and the Raisbeck Aviation High School. Aggregation of allowed sign area is proposed to stay within the wall areas of each building. The Museum is also requesting that future permits for wall signs allow changing copy without the need to obtain a new sign permit. Many of their signs are banners that display graphics advertising the exhibits at the Museum. Within the City of Tukwila, the Brand Alliance signs at Westfield Southcenter Mall are similar in that they change copy periodically to advertise various events and products at the Mall. They are allowed to change copy without obtaining new permits. Changing the copy on the wall signs will not meet the definition of a Dynamic Sign under TMC 19.08.094. Dynamic Signs are generally prohibited under Title 19. 3. The program complies with the applicable standards in this chapter. The Master Sign Program will require applications for sign permits. Sign permits will only be issued for signs that comply with Title 19 and specifically comply with this Master Sign Program decision. 4. The existing and proposed signage is integrated with an overall lighting scheme for the project site to create a safe, lively and inviting night-time environment if the site is in a commercial zone. Not applicable. The site is in an industrial zone. 5. No sign -related code enforcement violations on the premises for at least one year prior to submitting the Master Sign Program application. No active or outstanding sign -related code enforcement violations have been initiated against the property. 6. The program must contain a schedule for the removal of all non -conforming signs on the premise within three years from the date of Master Sign Program approval. The Museum proposes to bring the existing non -conforming signs into compliance within three years through removal and/or replacement of the existing non -conforming signs. 19.32.060 Allowable Modifications Under a Master Sign Program A. Modifications to the following standards may be allowed under an administratively approved Master Sign Program: 1. Increase in monument sign total area of up to 25 percent. No increase in height permitted. For premises up to 85 acres in size, the flush -mounted building sign can be increased to six percent of the exposed building face, up to a maximum of 250 square feet. The site is 23 acres in size. The allowed flush -mounted building signs can be increased to six percent of the exposed building face. On all building faces, 6 percent of the wall area exceeds the maximum allowance of 250 square feet. For premises 85 acres and over in size, the flush -mounted building sign can be increased up to six percent of the exposed building face, up to a maximum of 500 square feet, provided that no flush -mounted building sign with an area greater than 250 square feet is located within 250 feet of a public street. The site is 23 acres in size. This is not applicable. 3. Aggregation of the building -mounted or freestanding sign area allowed per Table 1 or Table 2 (of Title 191 into fewer, larger signs of the same type. Aggregation of freestanding signs is not proposed. Aggregation of wall -mounted signs is proposed. The buildings qualify for incentive signage allowing signage on any wall face. The total wall sign area allowed under the Master Sign Program is stated in Table 3. The east campus may place no more than 2 signs each on the east, 2 signs on the west face, one sign on the south and one on the north face. The West campus may place no more than 2 signs on the south face and one sign on the other faces. The High School may place no more than one sign per building face. .4. Up to four additional directional signs. The directional signs must utilize materials, colors and details consistent with the design of the other site signage. A total of eight directional signs are allowed under the Master Sign Program. Only those signs that are discernible from the public right of way or an adjacent property require permits and are considered as directional signs. According to TMC 19.12.030, freestanding directional signs may be up to three feet in height and two square feet per face or a total of four square feet for all faces. Flush -mounted building signs may be up to three square feet in size. B. In addition to the above -listed modifications, the following additional sign types may be allowed with Board of Architectural Review approval: 1. Roof signs. 2. Grand monument signs. 3. Landmark business wall signs. Roof signs, grand monument signs, and landmark business signs are not proposed. These criteria are not applicable. 19.32.070 Existing Signs Not Conforming to a Master Sign Program Any new or amended Master Sign Program shall include the removal of any existing, non -conforming signs on the premises. The applicant may propose a phased schedule for bringing into conformance all signs not conforming to the proposed or amended program, or Chapter 19.36 of this code, within three years. If phasing is proposed, a financial guarantee acceptable to the Director shall be held by the City until the premises is brought into compliance with the Sign Code and approved Master Sign Program. Sign permit applications will show which signs are to be removed when new or replacement signage is proposed. All new signs, including refacing of existing signs, require a sign permit. Sign permits will not be issued if they result in the creation of increase of the degree of non -conforming signage on the site. 19.32.080 Regional Gateway Sign In addition to the signs otherwise allowed under the Master Sign Program, the City may allow by development agreement on property adjacent to two interstate highways, installation of one sign intended to attract and welcome visitors to the Tukwila Urban Center area of the City. The standards for such a sign shall be set forth in the development agreement. The property is not in the Urban Center area of the City. This item is not applicable. 19.32.090 Binding Effect After approval of a Master Sign Program, no permanent signs shall be erected, placed, painted or maintained, except in conformance with such plan, and such plan shall be enforced in the same way as any provision in this code. The Master Sign Program shall be referenced to the lease agreements for all leasable space within the project and recorded on the property title. In case of any conflict between the provisions of such a plan and any other provisions in this code, this section shall control. As a condition of final approval, the Master Sign Program decision shall be recorded against the property title. DECISION The Museum of Flight/Raisbeck Aviation High School meets the eligibility standards for participation in the Master Sigh Program. The proposed Master Sign Program application meets the criteria of TMC 19.32.040. The Master Sign Program is approved, subject to the following conditions: 1. A sign permit is required for any sign that is discernible from the public right of way. All sign permit applications shall reference this decision. 2.: The East Campus is permitted up to of six wall signs. Two signs are allowed on both the east and west face, one sign is allowed on both the north and south face. The total area of the wall signs shall not exceed 1325 square feet. 3. The West Campus is permitted up to of five wall signs. Two signs are allowed on the south face. All other faces may have no more than one sign per face. The total area of the wall signs shall not exceed 1075 square feet. 4. The High School is permitted four wall signs. Only one sign per face is permitted. The total area of the wall sign shall not exceed 475 square feet. 5. Aggregation of wall sign area is allowed with each campus, i.e. allowed signs or sign area from one campus will not be transferred to the other campus. For the purposes of aggregation, the site is divided into the east campus, the west campus, and the Aviation High School. 6. Allow the wall signs to be permitted to allow for changing copy. Once permitted initially, changing copy, provided dimensions remain the same, shall not require a new sign permit. 7. The East campus may have 2 monument signs up to eight feet in height. Each sign may be up to 120 square feet per side and 240 square feet total. Aggregation of the monument signs to one sign up to 240 square feet is permitted but not proposed. 8. The West campus may have 2 monument signs up to eight feet in height. Each sign may be up to 110 square feet per side and 220 square feet total. Aggregation of the monument signs to one sign up to 240 square feet is permitted but not proposed. 9. Up to eight directional signs are permitted on the entire site. Freestanding directional signs may be up to three feet in height and two square feet per face or a total of four square feet for all faces. Flush -mounted building signs may be up to three square feet in size per TMC 19.12.030. Directional signs do not require a permit but shall meet the size and location requirements of Title 19. Installation of more than eight directional signs that are discernible from the right-of-way would be considered a violation of Title 19. 10. The Museum shall bring the existing non -conforming signs into compliance within three years through removal and/or replacement of the existing non -conforming signs. Sign permit applications shall show which signs are to be removed with the installation of new signs. Sign permits shall be conditioned so that the addition of new signs does not create a non -conforming sign situation nor increase the degree of non -conforming sign type on the site. sM Page 5 of 6 05/13/2011 CATemp\XPgrpwise\Master Sign Program Decision Template.doc i' 11. The approval of the site is subject to the Master Sign Program shall be recorded against the property title. Prior to issuing the first sign permit, this condition shall be met. ADDITIONAL INFORMATION The City requires sign permits for all signs that are discernible from the public right of way or adjacent properties. A number of signs on the site are not discernible and therefore do not require a permit and are not considered non- conforming. The following is a list of existing signs that do not require a permit: 1. "Museum of Flight" channel cut letters on the east campus building facing the southeast towards the runway. 2. Two freestanding directional signs (one on each campus) located at the farthest point from East Marginal Way South are not discernible. 3. The pedestrian -oriented wall sign at the elevator on the west campus is not discernible. 4. The "Library and Archives" painted on the side of 9-04 is considered part of the address. 5. "Boeing Airplane Company" painted on the red barn The use of special event signage, including A -boards, requires a Special Event/Temporary sign permit and is subject to TMC 19.24.
