Tukwila City Hall Council Chambers Gary L. Van Dusen, Mayor, led the audience in the Pledge of Allegiance and called the Regular Meeting of the Tukwila City Council to order. MABEL J. HARRIS; DORIS E. PHELPS, Council President; JOE H. DUFFIE; EDGAR D. BAUCH; WENDY A. MORGAN; CHARLES E. SIMPSON. MOVED BY PHELPS, SECONDED BY HARRIS, THAT MR. BOHRER BE EXCUSED FROM THE MEETING. MOTION CARRIED. JOHN WALLACE; City Attorney; MAXINE ANDERSON, City Clerk; HUBERT CRAWLEY, Fire Chief; PATRICK LOWERY, Police Chief; DON MORRISON, City Administrator; BYRON SNEVA, Public Works Director; DON WILLIAMS, Parks Recreation Director. The Tukwila Arts Commission Members, Barbara Kuhn, William, Gorjance, Leslie Campbell, Berdene Saul, and Robert Rigg, selected a clock built of wood for the City to purchase for display in the lobby of City Hall. The clock was designed and built by Roy and Teresa Ferrari, Northwest Artists. MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE PROPOSED RESOLUTION BE READ. MOTION CARRIED. Attorney Wallace read, in its entirety, a resolution of the City of Tukwila, Washington, thanking Mr. Mrs. Roy Ferrari for their generosity and interest in aiding the City in acquiring a beautiful wooden clock for display in Tukwila City Hall. MOVED BY PHELPS, SECONDED BY HARRIS, THAT RESOLUTION NO. 903 BE ADOPTED AS READ. MOTION CARRIED. Mr. Roy Ferrari said they were pleased the City chose their hand work to display at City Hall. Mrs. Teresa Ferrari said this was the second clock built by them and was her favorite. She felt the lobby of City Hall would be a beautiful place to display it. Council President Phelps said she saw the film, Valley Story, at a Committee Meeting of the Chamber of Commerce. She thought it an excellent review of the history of development and the changes that have been made in the Green River Valley over the years. The film was produced by John Hill. It was shown for the pleasure of the audience. The Regular Meeting was brought back to order by Mayor Van Dusen. MOVED BY BAUCH, SECONDED BY PHELPS, THAT COUNCIL HOLD AN EXECUTIVE SESSION TO DISCUSS THE HIGHLINE INCORPORATION LAWSUIT AND THE N.A.A.C.P. LAWSUIT. MOTION CARRIED. Mayor Van Dusen asked Council to approve the purchase of employee service pins for 1984 and 1985 in the amount of $737.00. Heat Pumps, etc. Add Agenda Item Police Chief Lowery reported on a major robbery at Jafco that occurred Thursday night. The officers recovered a substan- tial amount of the property and have one person in jail. Last night there was a felony shoplift at Nordstroms. The two suspects were picked up by the Seattle Police Department and all of the property was recovered. Byron Sneva reported that the agreement on the Grady Way Bridge Project has been signed and construction on the pro- ject should start in July. a. Approval of Minutes: February 21, 1984 b. City Attorney Wallace read a resolution of the City of Tukwila, Washington, enacting a Comprehensive Sewer Plan dated March, 1984. MOVED BY HARRIS, SECONDED BY DUFFIE, THAT RESOLUTION NO. 904 BE ADOPTED AS READ. MOTION CARRIED. MOVED BY SIMPSON, SECONDED BY HARRIS, THAT COUNCIL APPROVE PURCHASE OF AN HYDRAULIC COMPACTOR FOR THE SEWER DEPARTMENT. MOTION CARRIED. MOVED BY SIMPSON, SECONDED BY BAUCH, THAT COUNCIL APPROVE PURCHASE OF A TRAILER MOUNTED LIGHT BAR WITH GENERATOR FOR THE WATER DEPARTMENT. MOTION CARRIED. MOVED BY MORGAN, SECONDED BY DUFFIE, THAT COUNCIL APPROVE PURCHASE OF A 3/4 TON VAN FOR THE BUILDING MAINTENANCE DIVISION AT AN ESTIMATED COST OF $10,000. MOTION CARRIED. MOVED BY PHELPS, SECONDED BY HARRIS, THAT THE ADMINISTRATION BE AUTHORIZED TO CALL FOR BIDS FOR HEAT PUMPS AND OTHER ENERGY RELATED DEVICES FOR THE FIRE DEPARTMENT. MOTION CARRIED. Councilman Duffie reported that Mayor Van Dusen has requested that the Police and Fire Chiefs be removed from the jurisdic- tion of the Civil Service Commission. He asked Mr. Steve Phelps, Chairman of the Civil Service Commission, to comment. Mr. Phelps said that the Commission has no problem with the change as stated. They want to see that the following items from the Civil Service system be continued: (1) Revise the Tukwila Municipal Code; (2) Maintain the process and the hiring standards that has been set; (3) Continue the adver- tising procedure to get the best candidates. Mayor Van Dusen said that the City Attorney will prepare an appropriate ordinance. He is concerned because May 1 is the retirement date of the Police Chief. He said he would like to start advertising this position. The selection process is going to take time. He would like to set up a committee to go through the entire process. At this point, only the Police Chief will be removed from Civil Service; the Fire Chief has vested interest. MOVED BY PHELPS, SECONDED BY SIMPSON COUNCIL AUTHORIZE THE MAYOR TO ADVERTISE FOR THE POSITION OF POLICE CHIEF AS IF THE POSITION WAS NOT UNDER CIVIL SERVICE. MOTION CARRIED WITH MORGAN VOTING NO. MOVED BY BAUCH, SECONDED BY PHELPS, THAT THE QUESTION OF EMPLOYEE RECOGNITION PINS BE PLACED IN THE FINANCE AND PERSONNEL COMMITTEE. MOTION CARRIED. MOVED BY PHELPS, SECONDED BY DUFFIE, THAT THE PUBLIC SAFETY AND HEALTH COMMITTEE MEETING CALLED FOR FRIDAY BE CANCELLED. MOTION CARRIED. MOVED BY HARRIS, SECONDED BY BAUCH, THAT COUNCIL GO INTO EXECUTIVE SESION TO DISCUSS THE HIGHLINE INCORPORATION LAWSUIT, THE N.A.A.C.P. LAWSUIT AND A PERSONNEL MATTER. MOTION CARRIED. MOVED BY HARRIS, SECONDED BY MORGAN, THAT THE EXECUTIVE SESSION BE CLOSED. MOTION CARRIED. MOVED BY HARRIS, SECONDED BY MORGAN, THAT THE REGULAR MEETING OF THE TUKWILA CITY COUNCIL ADJOURN.
