The presentation of flags and Pledge of Allegiance was led by the
Girl Scout Troop from Angle Heights Service Unit.
PROCLAMATION Mayor Van Dusen read a Proclamation proclaiming March 11 through
17, 1984 as Girl Scout Week in the City of Tukwila.

Maxine Anderson (City Clerk),Brad Collins (Director of Planning),
Hubert Crawley (Fire Chief), Rebecca Fox (Assistant Planner),
Ted Freemire (Public Works Superintendent), Jim Haney (City Attorney),
Don Morrison (City Administrator), Byron Sneva (Director of Public
Works), Mayor Gary L. Van Dusen, Don Williams (Parks and
Recreation Director).
Mayor Mayor Van Dusen reported he has outlined the selection process
for Police Chief and the position has been advertised.
Mayor Van Dusen reported the questionnaires regarding the fire
inspections are being returned.
City Council Council President Phelps reported the City Council retreat will be
held this week end at the Country Inn at LaConner.
Councilman Morgan reported the Friends of the Library have
scheduled a master gardener workshop. Chairs have been bought
for the library by the Friends of the Library Group.
Brad Collins, Director of Planning, reported the Metro Task Force
met last Thursday and discussed the Bellevue Transit System.
The Parks and Open Space Plan will be coming to the City Council
for action in the near future.
Don Williams, Director of Parks and Recreation, reported the
City will host a mid -year Parks and Recreation Conference in April.
Louise Strander, audience, asked how many 12" pipe lines are
planned for the City. She asked if they will be in use by late
August.
Byron Sneva, Director of Public Works, reported several were planned,
from Southcenter Boulevard to North Hill. He said they would not be
in use by late August.
Metro 3 alternatives Terry Monaghan, Manager of the Construction Division of Metro,
for effluent tsfr. presented a discussion on the three alternatives for the effluent
sys. for Renton transfer system for the Renton Improvement Program. The three
Improvement Program. alternatives are Southern Seahurst Alignment, Northern Seahurst
R/M 3 19 84 Alignment, and Duwamish Alignment.He gave an explanation of the
cut and cover and a comparison of the cost of the three alternatives.
Several Council Members voiced the opinion that Tukwila has not
had the opportunity to offer input and Tukwila will be affected by
any one of the alternatives. Louise Strander, audience, stated
there should be another public hearing since the Duwamish alignment
was not considered at the time of the previous public hearing.
Mr. Monaghan said the only public hearing scheduled at present is
one on March 29 for the City of Seattle.
"The Duwamish alignment was approved at a mid -March Metro Water Quality Committee for rec-
ommendation to the Metro Council. The Metro Council will vote on this recommended alterna-
tive at its April 4 meeting."

AGENDA ITEM 8(A) AT THIS TIME AND THEN RECESS FOR FIVE MINUTES.

Byron Sneva, Director of Public Works, presented the proposed
design for construction of the 1984 street program.
Several citizens in the audience asked questions concerning the
proposed design regarding the phasing, sidewalks, cross walks,
stop signs, adequate parking and location of mail boxes. These
questions were answered by Mr. Sneva.
The meeting was called back to order by Council President Phelps
with Council Members present as previously listed.
MOVED BY DUFFIE, SECONDED BY HARRIS, THAT THE MINUTES OF THE
COMMITTEE OF THE WHOLE MEETING HELD FEBRUARY 27, 1984 BE APPROVED
AS PUBLISHED. MOTION CARRIED.
MOVED BY MORGAN, SECONDED BY HARRIS, THAT THE PROPOSED ORDINANCE
BE ON THE AGENDA OF THE REGULAR MEETING OF THE CITY COUNCIL AT THE
DISCRETION OF THE COUNCIL PRESIDENT.
MOVED BY SIMPSON, SECONDED BY HARRIS, THAT THE SECOND SENTENCE
OF SECTION FIVE BE DELETED. MOTION CARRIED.
MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE WORDS "EXECUTIVE BOARD"
BE DELETED WHEREVER THEY APPEAR AND THE WORD "COMMITTEE" BE
INSERTED. MOTION CARRIED.
MOVED BY DUFFIE, SECONDED BY SIMPSON, THAT WHEREVER THE WORD
"BOARD" APPEARS IT BE SUBSTITUTED BY WORD "COMMITTEE." MOTION
CARRIED.
MOVED BY SIMPSON, SECONDED BY DUFFIE, TO AMEND THE MOTION AND PLACE
THE PROPOSED ORDINANCE BACK INTO COMMITTEE FOR CONSIDERED. MOTION
CARRIED.
*MOTION FAILED.
MOVED BY HARRIS, SECONDED BY DUFFIE, THAT THE NUMBER OF BOARD
MEMBERS BE REDUCED TO FIVE. MOTION CARRIED.
Bill Wexler, Bellevue Mr. Wexler, audience, read a paper he had prepared on the
conservation of energy.
MOVED BY DUFFIE, SECONDED BY BAUCH, THAT ITEM 8(F) BE DISCUSSED
AT THIS TIME. MOTION CARRIED.
Brad Collins, Director of Planning, presented a flow chart on the
CIP process.
Council President Phelps stated she would meet with Mr. Collins
on the general purposes and goals of CIP and bring it forth for a
discussion at aCommittee of the Whole meeting.
City Attorney Jim Haney explained the need for the proposed
ordinance, stating it was a combination of Chapters 2.40 and 2.44 of
the T.M.C.
Sam Ruljancih, Tukwila firefighter, stated the ordinance removed the
clerks, dispatcher, fire inspectors, mechanics, etc., who are not
commissioned officers of the fire and police departments. He said
he felt this was removing job protection. Police Officer Seelye
stated if the police chief comes from the ranks of the present
Police Department and does not pass the probationary period he should
be able to go back to his previous position in the Police Department
that would be a Civil Service position.
