This meeting was conducted remotely, with the City Council, Mayor, andotaffoff-oiteand participating via remote electronic system. COMMITTEE OF THE WHOLE CALL TO ORDER/PLEDGE OF ALLEGIANCE Council President Quinn called the remote Tukwila City Council meeting toorderat 7:00p.m.and led the audience inthe Pledge ofAllegiance. Deputy City Clerk. PUBLIC COMMENTS Council President Quinn announced that those wishing toprovide public comment had the opportunity ho deliver public comments via email by 5:00 p.m. today. Laurel Humphrey, Legislative Analyst, acknowledged receipt ofand read the following written comments received byemail: 1. Bridgette Agpaoa Ryder spoke on the topic of Land Acknowledgements and asked the Council to collaborate with her toacknowledge and honor the Duwomimh People inmeaningful ways. 2. Maureen Huffman. General Manager of Embassy Suites in Tukwila, encouraged the Council to continue supporting the Seattle Southside Regional Tourism Authority and allow its continued oversight ofthe Tourism Promotion Area Interlocal Agreement amitcurrently stands toallow fora successful public-private partnership. 3. Meredith WYoro, Director of Sales at Columbia Hospitality/Hotel |nterurban, spoke insupport of the Seattle Southside Regional Tourism Authority's leadership as u destination marketing agency and urged the Council toretain the current Tourism Promotion Area Interlocal Agreement as -in. 4. Jim Davis. General Manager ofthe DoubleTree Suites by Hilton in 8eaTac, spoke insupport of the importance of the Seattle Southside Regional Tourism Authority's impact on the local tourism Tukwila City Council Committee of the Whole Minutes November 9, 2020 PUBLIC HEARING a. Tax Levy Legislation Page 2 of 5 (1) An ordinance levying the general taxes for the City commencing 11/11/20211. (2) An ordinance relating to the limiting factor for the regular property tax levy above the rate of inflation (implicit price deflator). (3) An ordinance increasing the regular tax levy from the previous year commencing 11/11/20211. 7:08 p.m. Council President Quinn opened the public hearing and called for a staff report. Vicky Cadsen, Finance Director, explained the proposed ordinances adopt the general and excess property tax levies for 2021 and increase the regular tax levy from the previous year. The third ordinance authorizes the City to increase the regular property tax limit factor above the rate of inflation if substantial need is shown. 7:11 p.m. Council President Quinn called for public comments. Laurel Humphrey, Legislative Analyst, stated no sign-ups were received to comment on tax levy legislation. Council President Quinn asked if there was anyone else who wished to make a public comment on this topic and to press *6 on the phone to unmute. There were no public comments. 7:14 p.m. Council President Quinn closed the public hearing. b. Budget Legislation (1) An ordinance adopting the 2021-2022 Biennial Budget. (2) A resolution adopting the 2021-2026 Financial Planning Model and CIP (Capital Improvement Program). (3) An ordinance amending the 2019-2020 Biennial Budget. 7:14 p.m. Council President Quinn opened the public hearing and called for a staff report. Vicky Carlsen, Finance Director, explained the proposed legislation adopts the 2021-2022 Biennial Budget and 2021-2026 Capital Improvement Program that was first presented to the Council on October 5, 2020. 7:15 p.m. Council President Quinn called for public comments. Laurel Humphrey, Legislative Analyst, stated no sign-ups were received to comment on the budget legislation. Council President Quinn asked if there was anyone else who wished to make a public comment on this topic and to press *6 on the phone to unmute. There were no public comments. Councilmember Kruller asked if there will be additional chances forthe public to weigh-in and if there have been any changes to the ordinances following input from the community. Ms. Carlsen clarified the budget legislation will not be adopted until the Council's deliberations regarding the budget are completed. The proposed ordinances must be adopted before the end of the year. Amendments will be incorporated into the draft legislation once budget deliberations have concluded. SPECIAL ISSUES a. Tax Levy Legislation (1) An ordinance levying the general taxes for the City commencing 11/1/2021. (2) An ordinance relating to the limiting factor for the regular property tax levy above the rate of inflation (implicit price deflator). (3) An ordinance increasing the regular tax levy from the previous year commencing 11/11/20211. Vicky Carlsen, Finance Director, clarified the tax levy legislation needs to be adopted by the end of November to meet deadlines through the King County Assessor's Office. Councilmember Seal explained there have been over 270 responses to the budget survey that was distributed to provide a channel forthe community to provide input. The plan is to adopt the budget by December 7, 2020. CONSENSUS EXISTED TO FORWARD THE TAX LEVY LEGISLATION TO THE NEXT REGULAR MEETING. b. Vicky Cadsen, Finance Director, indicated due to Coronavirus Aid, Relief, and Economic Security (CARES) Act funding, the ordinance amending the 2019-2020 Biennial Budget will have some changes that will appear in strike -through underlined format forthe next Regular Meeting. CONSENSUS EXISTED TO CONTINUE BUDGET DISCUSSIONS. c. Weekly COVID-19 report. David Cline, City Administrator, provided an update on the City's coronavirus response and highlighted the following: City staff will continue to telework through July 5, 2021 in alignment with other agencies in the region; Information regarding the King County Eviction Prevention Rental Assistance Program is outlined in the report; Updated information is available regarding business recovery efforts in the City. d. COVID-19 financial impact report. Vicky Carlsen, Finance Director, provided an update on budgetary impacts due to COVID-19 as follows: In order to meet year-end revenue projections, the City will need to receive $21.9 million more in revenue over the final months of the year; The City is expected to collect an additional $6 million in sales tax revenue by year-end to meet the year-end projection of $16.2 million. Senior Surface Water Program K8anager, explained this ordinance updates the Flood Plain Management Regulations and Flood Insurance Rate Maps (F|F|K4e) incompliance with new federal and state regulations. CONSENSUS EXISTED TO FORWARD THIS ITEM TOTHE NEXT REGULAR MEETING CONSENT AGENDA. t Tourism Funding: (1) Funding allocation principles (2) Six Year Financial Plan Brandon K4Uas, Business Relations Manager, provided an overview of the draft guiding principles and six- year financial plan for the City's tourism funds. A draft resolution will be forthcoming to adopt the guiding principles. ComcilmemberKruller expressed concern there may bainsufficient communication with industry stakeholders regarding the interlocal agreement for aTPA (Tourism Promotion Area). Coum:i|member McLeod clarified the City will continue to be a part of the TPA but the guiding principles will allow for greater flexibility and more focus on "Destination Development" marketing. She thanked staff forthia first step in the outreach process with the community. Councilmember Hougardy participated in the Police Chief search listening session and reported the formatwas similar to the presentation to the Equityand Social Justice Commission. Councilmembers Hougardy and Seal met with Teens forTukwi|a to hear their thoughts on on Intergenerational Center. Counoi|member Hougardy participated in Cities Untapped session. Cuun:UmemberKndlerattended a King County Regional Approach hmGun Violence introductory meeting that has recently started up again. She participated in the Police Chief eaanoh listening session and e Transportation and Infrastructure Services Committee meeting through the National League of Cities. Tukwila City Council Committee ofthe Whole Minutes November 9, 2020 Page 5 of 5 Councilmember Seal confirmed the Finance Committee is currently working on land acknowledgement practices and it will be discussed at the next meeting and forwarded to the Council before the end of the year. Councilmember Idan shared he will be meeting with Youth Voices for Justice on November 10, 2020 at 3 p.m. and invited other Counci|membenstnparticipate inthe discussion. CouncUmember De|VsLrinos Johnson relayed she will be participating in the Youth Voices for Justice meeting on November 10, 2020 and suggested bringing youth groups in the City together to determine their priorities concerning on Intergenerational Center. Council President Quinn participated in many of the meetings discussed by other Councilmembers in their reports. He emphasized the importance of holding listening sessions to hear the community's thoughts. He will be attending the Youth Voices for Justice meeting on November 10, 2020. David Cline, City Administrator, reported Council President Quinn was a panel member at the "Using Racial Equity Tools for Change" webinar held by Governing for Racial Equity and Inclusion. d. Legislative Analyst Laurel Humphrey. Legislative Analyst, reported Governor|ns|ee'e Proclamation 20-28 waiving certain Open Public Meeting Acts requirements to include virtual Council meetings has been extended to December 7'2O2O. MISCELLANEOUS Councilmember Kruller reported Randy's Restaurant will be closing and asked staff to reach out to the restaurant tosee ifthere imany assistance the City can provide.
