HomeMy WebLinkAbout2020-11-23 Community Services and Safety Minutes City of Tukwila City Council Community Services & Safety Committee Meeting Minutes November 23, 2020 – 5:30 p.m. – Electronic Meeting due to COVID-19 Emergency Councilmembers Present: Kate Kruller, Chair; Thomas McLeod, Cynthia Delostrinos Johnson Staff Present: David Cline, Jay Wittwer, Eric Drever, Norm Golden, Laurel Humphrey Chair Kruller called the meeting to order at 5:30 p.m. I. BUSINESS AGENDA A. 2020 Committee Work Plan Committee members and staff reviewed the items on the work plan, reflecting the Committee work over the past year. Committee Recommendation: Discussion only. B. Fire Department Third Party Analysis Staff updated the Committee on the progress of the Center for Public Safety Management ’s review of the Fire Department budget and management practices. The final report is expected in early 2021. Committee Recommendation: Discussion only. C. King County Regional Approach to Gun Violence Chair Kruller reported on this effort and related meetings attended by city staff. She reported that more South King County city stakeholders joined the last meeting (Tukwila and ot her cities). The building collaboration is good, because this effort is trying to address youth related gun violence, which is up 45% in South King County. This is most likely due to gentrification in recent years from Seattle, and it has relocated some county youth-related crime southward. King county is divesting $4.6 million of the marijuana tax revenue from law enforcement to community-based programs. King County Prosecuting Attorney Dan Satterberg repeated that he is implementing a plan to invest another $6.2 million to the “Restorative Community Pathways” (RCP) program. The PAO will defer up to 800 young people to receive comprehensive, community-based services. Funding will come from Staff savings in the King County Superior Court, Departme nt of Public Defense, and the Prosecuting Attorney‘s Office. There is much more money involved in the overall criminal legal system transformation plan and other activities. November 23, 2020 https://www.kingcounty.gov/elected/executive/constantine/news/release/2020/September/ 16-budget-antiracism.aspx Tukwila staff representatives inquired more as to whether local government entities could apply instead of just nonprofits. Responses were positive to these ideas. Councilmember Kruller’s concern is that the application processes will likely open between December 1 and the end of January, and doesn’t want Tukwila to miss out on an opportunity.
