SUBJECT: City Administrator’s Report
The City Administrator Report is meant to provide the Council, staff and community an update on
the activities of the City and on issues that concern Tukwila. Please let me know if you have any
questions or need additional information about any of the following items.
Intergovernmental Update
I.
Sound Cities Association Mayors Meetings: Mayor Ekberg participated in Sound Cities
Association Mayors meetings on November 13 and November 17.
Sound Cities Association Racial Equity and Justice Session: Mayor Ekberg, Council
President Quinn and Councilmembers Kruller, Idan and Delostrinos-Johnson participated in
the Sound Cities Association A Racial Equity and Justice session on November 13.
National League of Cities (NLC) Technology Committee: Mayor Ekberg and Councilmember
Kruller participated in a NLC Technology Committee meeting on November 16.
Sound Cities Association Briefing with Governor’s Office: Mayor Ekberg and City
Administrator David Cline participated in a Sound Cities Association briefing with the
Governor’s Office on November 16.
Sound Cities Association Briefing with King County Director of Public Health: Mayor
Ekberg and City Administrator David Cline participated in a Sound Cities Association briefing
with King County Director of Public Health, Patty Hayes on November 17 and on Dec 1.
I405 Bus Rapid Transit (BRT) Interagency Work Group Meeting: Community Development
staff attended the I405 BRT Interagency staff work group meeting on November 17. At this
time, the Sound Transit Board is reviewing the impact of budget shortfalls, however no
impacts to the BRT project are anticipated at this time. Sound Transit has prepared a
permitting framework document for the City’s review for construction of the BRT stations and
the bridge linking the stations to the Light Rail Station. Staff has informed Sound Transit on
pending parking and other items from the Dispute Resolution that should be addressed and
will likely come up during the City Council approval process.
Meeting with Metro: Community Development staff participated in a meeting with Metro
staff, andInterim General Manager Terry White in preparation for the November 30 Regional

Transit Committee Meeting which will cover proposed changes to Metro Connects and the
Service Guidelines.
National League of Cities Virtual City Summit: Mayor Ekberg and Councilmembers
Hougardy, Seal, Kruller and Delostrinos-Johnson participated in the National League of Cities
Virtual City Summit November 18 – 20.
Washington Cities Insurance Authority (WCIA)City Attorney’s Forum: City Administrator
David Cline and City Attorney Kari Sand participated in a WCIA City Attorney’s Forum on
November 19.
Metro Connects Technical Advisory Committee: Staff attended the Metro Connects
Technical Advisory Committee meeting on November19. Metro is scaling back the number of
Rapid Ride lines they aimed to deliver under Metro Connects and proposing a more flexible
implementation plan for adding Rapid Ride lines to the transportation network and adding
service hours to existing routes due to funding limitations and uncertainty about how
ridership patterns will change post-pandemic.
Community Events
II.
To-Go Senior Thanksgiving Dinner: On November 24 staff hosteda curb-side Thanksgiving
dinner pick up. Double Tree Inn and Suites is provided 100 hot packaged meals for seniors in
Tukwila.
Park Stewardship: Last weekForterra planted 10 trees, 50 shrubs and 60 groundcovers at
the Duwamish Hill Preserve.
Park ‘n’ Play: Park ‘n’ Play is continuing to grow with new families each day. As the program
wraps up its 7 week of the fall session staff have handed out 1484 lunches, 2877 snack bags,
th
3114 recreational take home activities, and 1011 face masks. Last week books from the King
County Library system were donated to the program.
Skyhawks School Support Camp: Enrollment for the Skyhawks School Support Camp is
growing with 16 students receiving school support & social interaction last week.

Public Safety
Washington Association of Sheriffs and Police Chiefs Conference: Interim Chief Eric Drever
attended sessions of the virtual Washington Association of Sheriffs and Police Chiefs
conference during the week of November 16.
Project Updates
Riverton Creek Flapgate Removal: Estimated Completion: October 2021
Contractor completed the installation of the poured-in-place bridge abutments this week.
The bridge is being fabricated off-site and will be placed in Summer 2021. Contractor is
working on finishing up the project for the year. They are placing temporary erosion controls
to last through the shut-down period and will be paving the Green River Trail so that it may
reopen during the shutdown period.

Boeing Access Rd over Airport Way Bridge: Estimated Completion: February 2021
Boeing Access Road continues to be restricted to one lane in each direction as demolition of
the east and west approach slabs on the north side of the bridge proceeds. The traffic control
continues to be adjusted to optimize the volume of vehicles safely through the project site.
42nd Ave S Bridge ReplacementUpdates and meeting with WSDOT: On November 30
Mayor Ekberg, City Administrator Cline, Interim Public Works Director Ponnekanti, Program
Manager Adam Cox, and TranTech Representatives met with the Acting Director of WSDOT
Local Programs about the City’s upcoming grant request. WSDOT provided input on how to
create a competitive application which is due in February 2021. WSDOT was very positive
about the City’s commitment to this project, including the 30% design for Type, Size, and
Location and accurate cost estimates. The City will continue these outreach efforts. Notice to
Proceed was issued to TranTech Engineering, LLC to begin 30% design.
Boards, Commissions and Committees
Arts Commission: The next meeting is scheduled for January 27, 2021.

Student Representative.
Equity and Social Justice Commission: The next meeting is scheduled for December 3,
2020.

2 Community Representative positions terms expire December 31, 2020.
VACANT: 2 Education Representatives and Student Representative.
Two applications have been received.
Human Services Advisory Board: The next meeting has yet to be scheduled and will be held
in early 2021.
