The 2013 Small Drainage Program provides necessary maintenance and repair to the City's drainage system at four locations throughout the City. A description of each individual project is outlined below: Site 1 -South 164th Street Connection: The existing inlet structures and pipe extending from the end of S. 164th Street to the storm system is in need of replacement and maintenance. The project at this location includes a combination of removal/replacement and trenchless rehabilitation of approximately 200 lineal feet of existing 12" diameter storm drainage pipe. Site 2 -33rd Avenue South Connection: The existing storm drain system extended east from intersection of 33rd Ave South and 34th P1 South to the storm system on 35th Avenue South is failing and in need of repair. The project includes a combination of removal/replacement and trenchless rehabilitation of approximately 300 lineal feet of existing 12" diameter storm drainage pipe. Site 3 -33rd Avenue South: A low point along 33rd Avenue South routinely causes flooding problems for adjacent homeowners during the rainy months. The project will extend a new 12" diameter storm drainage connect approximately 400 lineal feet along 33rd Avenue South to the low point in order to provide property drainage for the roadway and attempt to eliminate flooding and other safety concerns. Site 4 -34th Avenue South Driveway: A low point near the apartment driveway entrance along 34th Avenue South routinely causes flooding problems during the raining months. The project will extend a new 12" diameter storm drainage connection approximately 45 lineal feet along 33rd Avenue South to the low point in order to provide property drainage and attempt to eliminate flooding and related safety concerns. An environmental impact statement (EIS) is not required under RCW 43.21c.030(2) (c). The 2013 Small Drainage Program provides necessary maintenance and repair to the City's drainage system at four locations throughout the City. There is no underlying land use application for the proposed project. Other Required Permits: None known. Documents Adopted by Reference: • SEPA Checklist, with plans, received by the City on May 30, 2013. Summary of Primary Impacts: • Earth Site 1 is hilly, while sites 2, 3, and 4 are generally flat. Existing soil materials include glacial till and roadway fill materials. All the sites will require excavation and backfill to replacing the failing storm system. Ideally, excavated martial that is not suitable for backfill will be replaced with clean fill from a WSDOT approved pit source. During construction BMPs will be used to control erosion. •Air Concur with checklist. The only impacts will be during construction. Best management practices will be implemented during construction activities to reduce and control dust and air emissions. • Water Concur with checklist. The work does not involve any work within a stream, wetland or water body of statewide significance. All work will be within existing pipes. • Plants Concur with checklist. The project will extend a new 12" diameter storm drainage connect approximately 400 lineal feet along 33rd Avenue South to the low point in order to provide property drainage for the roadway and~'ttempt to eliminate flooding and other safety concerns. Site 4 -34th Avenue South Driveway: A low point near the apartment driveway entrance along 34th Avenue South routinely causes flooding problems during the raining months. The project will extend a new 12" diameter storm drainage connection approximately 45 lineal feet along 33rd Avenue South to the low point in order to provide property drainage and attempt to eliminate flooding and related safety concerns.
