A total of twenty two poplar trees are proposed to be removed from the south boundary. The lot will be used for once a year event parking lot. This property is located between the new Aviation High School and the Museum of Flight's Air Park. The east boundary is east Marginal way S; the north boundary reflects the fire access lane at the High School and the west boundary is the at the fence line that is adjacent to the High School parking lot. The Museum of Flight is an existing institution established to showcase the surrounding aerospace industry. Decision Criteria: The site is within the project area for the Tukwila Manufacturing/Industrial Center Integrated GMA Implementation Plan and Environmental Impact Statement. The Integrated Plan and Final EIS were completed in March 1998. Both the Duwamish Corridor redevelopment EIS and the Tukwila Manufacturing/ Industrial Center Integrated GMA Implementation Plan and Environmental Impact Statement analyze the environmental impacts of a range of development and redevelopment alternatives on properties in the Manufacturing/Industrial Center corridor. The determination of whether a project fits the Planned Action criteria is divided into two phases. 1. In the first phase, a determination is made whether the project satisfies all of the following characteristics to first qualify as a Planned Action: A. The action is a "permitted use" located within the MICA (TMC 18.36.020) and MICA/ (TMC 18.38.020) zones and/or is an accessory use (TMC 18.36.030 respectively). Response: The zoning for this property is Manufacturing Industrial Center/Heavy (MIC/H). The existing vacant lot is used for overflow parking for special events and no change of use is proposed. Parking areas are allowed as an accessory use in the MIC/H zone. B. The Action is: a. Not an "essential public facility" as defined in RCW 36.70.200 and TMC 18.06.270, b. Not a conditional or unclassified use, in the respective MIC/L or MICA/ zones, c. Not a development, any portion of which includes shoreline modifications waterward of the ordinary high water mark, d. Not a development associated with 16th Avenue South Bridge construction activities. Response: The project is not an essential public facility, is not a conditional or unclassified use in the MIC/H as defined by the zoning code, it is not located waterward of the ordinary high water mark, and doesn't involve the 16th. Avenue S. Bridge. 2. Once the project has met the initial test to qualify as a planned action, it must then show the following : A. Will all of the impacts of the proposal be mitigated by the time the project is complete? Please document all mitigation measures, using attachments if necessary. Response: The project will comply with all applicable City and State Codes, fees, and approvals and all impacts of the proposal will be mitigated by compliance with applicable codes. B. Is the proposal consistent with the applicable sections of the Tukwila Comprehensive Plan? TMC 21.04.154 requires that the Comprehensive Plan policies that are to be reviewed are those identified in the "Integrated GMA Implementation Plan Environment Impact Statement for the Tukwila Manufacturing/Industrial Center." Comprehensive Plan Consistency Criteria that apply includes: Policy 11.1.5: Allow uses that are commonly associated with manufacturing and industry, including those directly supporting such activity, such as offices and laboratories, while limiting unrelated uses. Response: Maintaining the vacant lot for special event parking once a year supports the history of the surrounding airplane and aerospace industry. cJ W:\Users\CourtneyJohnson\M useum_of_flight\E13-012\2013_29_13_SR.doc Policy 11.1.9: Reduce reliance on the single- occupancy -vehicle for transportation of employees in and out of the MIC. Response: Upkeep and maintenance of the Museum of flight's vacant parking lot provides more parking spaces during special events for carpools. Goal 11.1: Support the existing industrial activities in the MIC and development of new industrial activity in order to maximize the employment and economic benefits to the people to Tukwila in the region, while minimizing impacts on residential neighborhoods. Policy 11.1.5: Allow uses that are commonly associated with manufacturing and industry, including those directly supporting such activity, such as offices and laboratories, while prohibiting unrelated uses. Policy 11.1.8: Improve public access and use of the west side of the river, protecting owner's rights to reasonable use and enjoyment, improve employee access to the east side of the river and emphasize restoration on both sides of the river. Conclusion The current proposal to maintain a vacant parking lot for special events hosted by the Museum of Flight once a year is consistent with the criteria for approval as a Planned Action. Parking is allowed as an accessory within the MIC/H zone. Work proposed with the underlying permit satisfies all other criteria contained in TMC 21.04.152. Proposed actions associated with this project are consistent with Tukwila's Comprehensive Plan, and all impacts associated with the current proposal will be mitigated. Attachments: A. Applicant needs to clarify this issue. A plan showing the existing drainage patterns and protection of these structures during gravel placement will be required. Four catch basins tie into the Aviation HS storm drainage system. I believe the drainage patterns can be seen on C2.01. The four 10" SD's connect to the 12" SD which connects to the 27" SD to the outfall. During grading and gravel the SD's will be protected. 3) Who (provide name and phone number) has the maintenance responsibility for this segment of the storm drainage system and what are the maintenance tasks and schedule. Aqua Clean Jet -N -Vac at (425) 271-5459 will have the maintenance responsibilities. 4) Gravel shall be placed in such a manner that the existing drainage patterns shall be maintained; otherwise existing CB's will need to be adjusted to new grades. We propose to remove 22 poplar trees, smooth out roughly 11,000 square feet and then add a 4" layer of crushed gravel on the vacant gravel lot parcel #5729800010. This lot is located between the new Aviation High School and the Museum of Flight's Air Park (Concord, Air Force One, etc.), The south boundary being the tree line; the east boundary being E. Marginal Way S; the north boundary being at the fire access pathway at the High School and the west boundary being at the fence line at the adjacent to the High School parking lot. -see attached map red line markings. This lot will be used for overflow vehicle parking only once per year. 11. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, the tax lot number, and section, township, and range. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist.
