BUSINESSAGENDA A. Ordinance: Subdivision Code Amendments Staff is seeking Council approval of an ordinance to amend the subdivision procedures in Title 17 and Title 18 of the Municipal Code to create a process to allow for modifications of preliminary approved plants, to modify approvals of final plants, to allow a phasing plan for plats, and modify the expiration period for preliminary plats. Councilmembers discussed four areas of Planning Commission recommendations and agreed with 1-3 as outlined in the packet, but did not reach a conclusion on the matter of an extension period for phased subdivisions. Item(s)requiring follow-up: Return with policy options for item #4, extension periods for phased subdivsisions. Committee Recommendation No recommendation. Forward to January 11, 2021 Committee of the Whole for Public Hearing. B. Seattle Southside Regional Tourism Authority Return on Investment Ms. McGuire presented the Seattle Southside Regional Tourism Authority estimated 2019 Return on Investment, including the categories of website, group sales, ad attributed hotel sales, and shuttle services. The total estimated visitor spend divided by the operating expenditures is $41.86. Committee Recommendation Discussion only. Experience Tukwila Performance Measures Staff is seeking Council input into performance measures for Experience Tukwila in the categories of digital platforms, small events and festivals, and sponsorships. COVID-19: Temporary Rules Staff is seeking Council approval of a revised interim policy regarding outdoor seating and temporary signage to help businesses operate under COVID-19 restrictions. Staff proposes extended the amended policy through June 30, 2021. Committee Recommendation Majority approval with McLeod and Hougardy in favor, Idan abstained. Forward to December 14, 2020 Committee of the Whole. E. Committee Work Plan Committee members discussed the committee's work over the past year. Committee Recommendation Discussion only.
