Mayor Ekberg called the remote Regular Meeting of the Tukwila City Council to order at 7:00p.m.and led

a. 0VemWy COVID-19report.
David Cline, City Administrator, provided an update on the City's coronavirus response referencing that
the Governor has implemented new restrictions. Additional funding may beforthcoming to assist with
business recovery.
Councilmember Seal inquired if the new restrictions will impact the casinos, as that could also impact
revenues. Mr. Cline said hewould get back tothe Council onthis issue.
Council President Quinn suggested that the total number of C0V0 tests occurring at the Church by the
Side ofthe Road in Tukwila would bebeneficial to add to the report. Mc Cline relayed that he would work
on adding that information tuthe COV|D-10 report.
Counci|member Kmu||er said she receives monthly updates frnmthe SCA PIC (Sound Qdee Association
Public Issues Committee) about strategies to assist businesses. She inquired if City administration might
be able to get those updates more quickly, so the City can incorporate best practices that may be in use
by neighboring cities. Mr. Cline said he meets with his peers nmQu|ady and will seek to get those reports
from SCA.
Counni|memberMcLeod emphasized the need tuhave business assistance beavailable famterthenwhat
has been occurring and hoped the City could take the necessary steps to aid that effort. Mr. Cline agreed
expediency for businesses is a priority and will check into that issue.
b. Legislative Agenda:
(1) An update from David Foster, City Lobbyist.

Councilmember Kruller suggested reaching out to Representative Hackney, who lives in Tukwila, to have
a meet and greet to discuss issues relevant to the City. Mr. Foster relayed that he will reach out to
Representative Hackney.
(2) A resolution adopting a Legislative Agenda for use during the 2021 Washington State
Legislative Session.

Council President Quinn inquired if discussions will occur regarding the issue of Streamlined Sales Tax
(SST) mitigation payments. Rachel Bianchi, Deputy City Administrator, responded in the affirmative.

c. Tax levy legislation:
(1) An ordinance levying the general taxes for the City commencing 1/11/2021.
Vicky Carlsen, Finance Director, explained there has been a change made to this ordinance based on the
need foran adjustment due to an outstanding issue with King County regarding the multi -family property
tax exemption that was granted for Washington Place. The issue has not yet been resolved, and the
ordinance has been amended to reflect $3,902,975 (from $3,602,975) forthe Excess Tax Levy.

LEVYING THE GENERAL TAXES FOR THE CITY OF TUKWILA IN KING COUNTY FOR THE
FISCAL YEAR COMMENCING JANUARY 1, 2021, ON ALL PROPERTY, BOTH REAL AND
PERSONAL, IN SAID CITY, THAT IS SUBJECT TO TAXATION FOR THE PURPOSE OF
PAYING SUFFICIENT REVENUE TO CARRY ON THE SERVICES OF THE SEVERAL
DEPARTMENTS OF SAID CITY FOR THE ENSUING YEAR, WITH AN EXCESS PROPERTY
TAX LEVY FOR THE PURPOSE OF PAYING DEBT SERVICE ON THE CITY'S UNLIMITED
TAX GENERAL OBLIGATION BONDS ISSUED IN 2016 AND 2019, AS REQUIRED BY LAW;

NEW BUSINESS
Award a bid and authorize the Mayor to sign a contract with ICON Materials for the Andover Park East
Water Main Pavement Repair Project, in the amount of $141,546.00 (plus contingency).
MOVED BY DELOSTRINOS JOHNSON, SECONDED BY KRULLER TO AWARD A BID AND
AUTHORIZE THE MAYOR TO SIGN A CONTRACT WITH ICON MATERIALS FOR THE ANDOVER
PARK EAST WATER MAIN PAVEMENT REPAIR PROJECT, IN THE AMOUNT OF $141,546.00 (PLUS
CONTINGENCY). MOTION CARRIED 7-0.
REPORTS
a. Mayor
Mayor Ekberg referenced the new COVID-19 restrictions put in place by Governor Inslee, and conveyed
that where applicable, City staff will remain working remotely until July 2021.
b. City Council
Councilmember Seal referenced the Budget Work Session on November 17, 2020 at 5:30 p.m.
Councilmember Hougardy attended the recent AWC (Association of Washington Cities) Equity and Social
Justice Committee meeting on November 12, 2020.
Council President Quinn attended the Sound Cities Association Racial Equity and Justice Series on
November 13, 2020.
Councilmember Kruller emphasized that the new COVID-19 restrictions will negatively impact many in the
community who are already struggling and hopes to see mitigating measures from City administration.
Ms. Kruller has been attending the Sound Cities Association Racial Equity and Justice Series, where
there was a focus on how persons of colorcan succeed in running forelected office. She also attended
the SCA PIC (Sound Cities Association Public Issues Committee), where discussions took place
regarding homelessness and nominations for2021 Committees. Councilmember Kruller also attended

the PSRC (Puget Sound Regional Council) Transportation Policy Board Meeting as well as the NLC
(National League of Cities) Transportation and Infrastructure Services Committee meeting. She also
participated inthe "My Brother's Keeper' meetinQ, which focuses Vnreducing gun violence. K4e. Knd|er
also visited Randy's Restaurant (an iconic Tukwila establishment near the Museum of Flight) on its last
day of operation and acquired a commemorative cup and menu to donate to the Tukwila Historical
Society. She hopes that City administration may be able to assist with a display case and moving items
aosome ofthe Historical Society Board members donot live locally.
CounoUmembex McLeod referenced the upcoming Budget Work Session on November 17, and he will be
attending the upcoming SKHPP(South King Housing and Homelessness Partnership) meeting.
C. Staff
David [1ino. City Administrator, referenced the CA (City Administrator) report and offered to answer any
questions.
Mc Cline said that currently City businesses are allowed to have |emo restrictive outdoor seating through
January 10.2O21, and staff would like tosee that extended through June 2O21. Council consensus
existed to have this topic brought before the City Council for approval.
Councilmember Kruller suggested that businesses could use tents outside to expand opportunities,
similar towhat iooccurring inthe City ofKent.
d. City Attorney
There was noreport.
e' Legislative Analyst
Laurel Humphrey, Legislative Analyst, offered a reminder about the Budget Work Session on November
17, 2020 ot5:3Op.m.
MISCELLANEOUS
Counni|member Do|outhnom Johnson would like to see prosecution and public defense contracts reviewed
in 2021 through an equity lens to reaffirm the City's position onequity 000 priority throughout City
operations.
Mayor Ekberg said the staff member who handles these contracts will be made aware ofthis issue.
The Councilmembers expressed support forthis item moving through the Committee process in 2021.
Ms. DelostrirmsJohnson explained that inher interactions with members ofthe community, erecurring
theme continues to come up regarding the City's placement of the Justice Center and the negative impact
it has had onsome residents. She would like tVtake another step toward confronting systemic racism
and make a formal statement that helps move the community forward on this issue. She has prepared a
draft statement for consideration and hopes the full Council will contribute to the language.
The Councilmembomexpressed support for considering this issue.
CounoUmember Kn/Uer referenced changes occurring on 53rd Avenue South that will be o benefit to the
residents. Councilmember Delostrinos Johnson, Chair of the Transportation and Infrastructure
Committee, commended Public Works sLafffortheirnecond efforts regarding modifications tothe G3m
Avenue South Project. Some changes occurring into next year will include a bike lane that does not go
downhiU, and bikes can use sidewalks or travel uphill; change in direction of streets; and m flashing

Council President Quinn commended Councilmember Delostrinos Johnson for her excellent leadership
as Chair of the Transportation and Infrastructure Committee this year.
EXECUTIVE 9jESSION — Potential Property Sale — Pursuant to RCW 42.30.110(1}(c) — 30 minutes
Mayor Ekberg announced the Council will now go into an Executive Session to discuss:

The total amount of time will be no more than 30 minutes, and no decisions will be made during the
Executive Session. No action will be required in the Open Meeting after the Executive Session has
concluded.
He declared the meeting adjourned as of the conclusion of the Executive Session. The Executive
Session will not be extended beyond the announced time, and they will not be returning to open session
to adjourn or for any other reason.
8:16 p.m. Mayor Ekberg called for a brief recess to allow the Councilmembers to convene a
separate remote meeting.
