SUBJECT:Boards and Commissions Appointment and Reappointments
ISSUE
There are several positions onthe City’s Boards and Commissions with terms that expire
December 31, 2020. I am recommending the following appointment and reappointments as
outlined below. Applications are attached for your review.
Arts Commission
Position #3: Pinky Estell has served in this residentposition since March 18, 2019 and is
interested in continuing to serve in this capacity. I am recommending he be
reappointed for an additional term. His new term will expire December 31, 2024.
Position #4:Trisha Gilmore has served in this residentposition since August 20, 2007and is
interested in continuing to serve in this capacity. I am recommending she be
reappointed for an additional term. Hernew term will expire December 31, 2024.
Position #5:Cynthia Chesakhas served in this residentposition since December 31, 1996
and is interested in continuing to serve in this capacity. I am recommending she
be reappointed for an additional term. Hernew term will expire December 31,
2024.
Equity and Social Justice Commission
Position #4: Commander Kraig Boyd has served in this City Employee position since August
19, 2019 and is interested in continuing to serve in this capacity. I am
recommending he be reappointed for an additional term. His new term will expire
December 31, 2022.
Position #5:This position is one of threeeducation field positions.Per TMC 2. 29.020B(3)
one of the education positions may be filled with a community representative. We
currentlyhave two vacanteducation positions and have not received any
applications for those positions while we did receive two applications for
community positions, of which there is currently not a vacancy. Those two were
Roger Arnold and Jonathan Joseph.I am recommending the appointment of
Jonathon Joseph to this position as a community representative. Jonathon has
been actively participatingin the Equity and Social Justice Commission meetings
and will make a valuable addition as a commission member. The term for this
position expires December 31, 2022.
Position #6: Joe Duffiehas served in this communityposition since August 5, 2018 and is
interested in continuing to serve in this capacity. I am recommending he be
reappointed for an additional term. His new term will expire December 31, 2022.

Proposed Purchase and Sale Agreement with the Tukwila Community Coalition
I.Background
a.
The City owns a vacant lot that formerly was the Traveler Choice motel located at 3747 S. 146 th Street
(Parcel No. 0040000-0911) . It was one of three motel properties seized by the federal
government after an extensive undercover operation into criminal activities on the Property. The City
purchased it in 2014 to prevent crime from recurring and completed demolition of the structure in 2016.
On March 5, 2018, the Tukwila City Council passed Resolution No. 1927 (attached hereto), which declared
authorized by TMC
2.64.030(4), set the minimum sale price at fair market value as determined by a certified appraiser, and
established four criteria for consideration when evaluating the prospective purchaser. In addition to price,
the four criteria to be considered include: (1) how well the buyer's intended use fits the City' s vision for
Tukwila International Boulevard, (2) whether the property would be developed in conjunction with the
adjacent parcel on Tukwila International Boulevard, (3) whether the buyer's intended use would support
small businesses or dislocated businesses, and (4) buyer/developer experience.
b.Tukwila Community Coalition
In 2018, the City began assembling land for the Justice Center project on Tukwila International Boulevard.
The acquisition of the Justice Center property resulted in approximately 16 small businesses being
relocated. In June of 2018, the City Council authorized City Administration to enter into settlement
. These
settlement agreements authorized cash payments, rent reductions, permit fee waivers from the City, and
the opportunity to purchase City-owned property to provide a single location where the businesses could
relocate permanently. In follow-up to the settlement agreements, several of the businesses approached

the City as the Tukwila Community Coalition and requested the opportunity to negotiate in good faith to
purchase . These businesses were:

2.Tawakal Mini Market, Corp.
3.Bayview Motor Club, LLC
4.Muna Grocery and Import LLC
5.Salama for Hajj and Umrah, Inc.
6.Foos Barqadle dba Foos Beauty Salon
7.Have a Nice Day Jewelry and Phone Card Plus, Inc.
In October of 2019, City Administration and the seven Tukwila Community Coalition members listed above
finalized a letter of intent for the sale of the Property. Letters of intent are commonly used in commercial
land transactions and while not binding, help to secure the main deal points before a formal purchase and
sale agreement (PSA) is negotiated. In December of 2020, the City received additional documentation
indicating that the businesses identified above are still part of the coalition and are ready to move forward
with the final PSA. The following outlines the key, broad deal points that are set forth in the proposed PSA
between the City and the coalition.
II.Overview of Key PSA Terms
a.Purchaser is the Tukwila Community Coalition, LLC for a Purchase Price of $665,000,
which is fair market value as determined by an appraisal completed by ABS Valuation on
December 4, 2019. Purchase price is payable in cash at closing.
b.Purchaser has 120-days (4 months) to complete Feasibility (inspection and due diligence)
Contingency and Financing Contingency periods.

III.Requested Approval of the TCC PSA
Approval of the proposed TCC PSA is recommended, as it satisfies the settlement agreements negotiated
between June and October of 2018; constitutes fair market value
as supported by a certified appraiser; and this proposed sale will support a new, permanent location for
these small businesses dislocated by the Justice Center and gives them an opportunity to succeed locally.
Based on the foregoing reasons, City Administration recommends and requests approval of the proposed
TCC.
IV.Recommended Motion
Authorize the Mayor to execute a purchase and sale agreement to sell approximately .60 acres generally

located at 3747 South 146 Street to the Tukwila Community Coalition, LLC for fair market value based
on a third party appraisal and upon terms reasonable to the Mayor and City Attorney.

Intergovernmental Update
I.
King County Metro Regional Transit Committee Meeting: Community Development Staff
attended the last King County Metro Regional Transit Committee (RTC) and SCA Caucus
meetings of the year on November30. The group discussed proposed changes to the Rapid
Ride implementation timelines and framework, as well as the work plan for 2021. This was
the last meeting for Councilmember Hougardyserving as a representative on the RTC. Metro
Interim General Manager Terry White and RTC members commended Councilmember
Hougardy on her service the past 7 years.
Sound Cities Association Briefing with King County Director of Public Health: Mayor
Ekberg and City Administrator David Cline participated in a Sound Cities Association briefing
with King County Director of Public Health, Patty Hayes on December 1 and 15.
Seattle Southside Chamber Virtual Holiday Luncheon: Mayor Ekberg, Councilmembers
Hougardy and Kruller and City Administrator David Cline participated in the Virtual Holiday
Luncheon hosted by the Seattle Southside Chamber of Commerce on December 3.
Public Officials Reflection: Mayor Ekberg and Councilmember Kruller participated in the
Virtual Public Officials Reflection hosted by theGreater Seattle Chamber of Commerce on
December 8.
King County City Managers/City Administrators Weekly Meeting: City Administrator David
Cline participated in a King County City Managers/City Administrators meeting on December
9 and 23.
South Sound Chamber of Commerce Legislative Breakfast: Mayor Ekberg and
Councilmembers Kruller and McLeod participated in the South Sound Chamber of Commerce
Legislative Breakfast on December 10.

Housing Action Plan Outreach: Community Development staff participated in focus groups
with housing developers that work in Tukwila including representatives from SHAG and
Bellwether as part of the outreach for the Housing Action Plan.
Affordable Housing Committee Presentation: Community Development Staff attended a
meeting with planners from South King County where the Affordable Housing Committee
gave a presentation on updates to Countywide Planning Policies.
Community Events
II.
Spirit of Giving: The Spirit of Giving family distribution event was held on December 12 at the
Tukwila Community Center. This year’s event served 153 families and nearly 400 children.
Staff successfully put together a safe and efficient drive through distribution event to provide
items to Tukwila families.
Skyhawks Distance Learning Camp: The Skyhawks Distance Learning Camp will be wrapped
up the fall session on December 18. Enrollment was steady at 16 students, 11 of which
attendedon full scholarships made possible by the Tukwila Children’s Foundation. The camp
will resume on January 4 for the winter session.
Foster Golf Links:
Foster Golf Links has experienced an extraordinary year of play with an
estimated 58,000 rounds of golf played in 2020.
Operation Senior Meal Drop: The Operation Senior Meal Drop program delivered 15,660 meals
in 2020, and an additional 7402 meals were delivered through the Meals on Wheels program.

Valley CDU Leadership Training: The Tukwila Police hosted a socially distanced Leadership
Training for Valley CDU at the Justice Center on December 2.
Meeting with Metro Transit Police Chief: Interim Chief Drever met with newly appointed
Metro Transit Police Chief Jose Marenco on December 8 to discuss policing issues around
MetroTransit and how both agencies can support each other.
Project Updates
Riverton Creek Flapgate Removal: Estimated Completion: October 2021
Phase 2 is on-going with site preparation through December and planting slated to begin
around January 11, 2021.
Boeing Access Rd over Airport Way Bridge: Estimated Completion: March 2021
The Contractor has poured the north approach slabs and started work under the bridge with
girder stops and more. Traffic will be switched to the north side of Boeing Access Road in
January 2021. Contract scheduled to be completed by June 2021.
42nd Ave S Bridge Replacement: Crews are conducting survey and geotechnical work and
will be working through the end of the year. Crews will also be in the area clearing vegetation,
so surveyors have access to locations where they need to take measurements. A drill rig was
used to take soil samples in several locations December 21 - 23.

HealthPoint Health and Wellness Center: The purchase and sale agreement has been
signed by all parties.
Bat Boxes Placed in Tukwila: Parks & Recreation staff worked with the Bat Revival Project to
support native wildlife by placing two large bat boxes in Tukwila. One box is located at the
Tukwila Community Center by the green bridge and the other is located at the Duwamish Hill
Preserve. The boxes support seasonal microbats, a species of bats with a two-inch wingspan.
Each bat box can host up to 900 bats and each bat can eat their weight in insects every night.
