Remote Meeting per Governor Proclamation 20-28 December 14, 2020 – 9:43 P.M.

This meeting was conducted remotely, with the City Council, Mayor, and staff off -site and
participating via a remote electronic system.
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not
at Tukwila City Hall and participated via a remote electronic system.
The phone number for public participation that was provided via the agenda distribution
process was: 1-253-292-9750, access code 670077847# as well as a link to join the Microsoft
Teams Meeting.
CALL TO ORDER
Mayor Ekberg called the remote Special Meeting of the Tukwila City Council to order at 9:43 p.m. directly
following the Committee of the Whole meeting.
ROLL CALL
Andy Youn, Deputy City Clerk, called the roll of the Council. Present at the virtual meeting were
Councilmembers Verna Seal, Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas McLeod, Zak Idan,
Cynthia Delostrinos Johnson.
CITY OFFICIALS
Allan Ekberg, Mayor; David Cline, City Administrator; Vicky Carlsen, Finance Director; Juan Padilla,
Human Resources Director; Hari Ponnekanti, Interim Public Works Director; Gail Labanara, Public Works
Analyst; Laurel Humphrey, Legislative Analyst; Andy Youn, Deputy City Clerk.
CONSENT AGENDA
a. Approval of VouGhers (no vouchers for this meeting).
b. Enterprise Resource Planning (ERP) system:
(1) Authorize the Mayor to sign a contract with CentralSquare Solutions for a replacement financial
software system which includes annual subscription fees of $111,388.00 and implementation fees of
$706,945.00.
(2) Authorize the Mayor to sign a contract with NeoGov for human resources functionality, in the amount
of $69,195.00 in year 1; $75,317.00 in year 2-, and $98,853.00 in year 3.

c. COVID-19—Amending and renewing Emergency Rules to Allow Tents in Parking Lots and
Temporary Signage: Affirm the City of Tukwila Interim Outdoor Seating and Signage Allowance for
Businesses in Response to COVID-1 9, to be effective on June 15, 2020 and will expire on June 30,
2021 unless otherwise terminated or extended.

d. Accept as complete the 2020 Overlay and Repair Project construction (contract #20-068) with Miles
Resources, LLC, of Puyallup and authorize release of retainage, subject to the standard claim and
lien release procedures (final cost of project, including retainage: $277,220.01).

e. Authorize the Mayor to sign a design contract with KPG, Inc., for the 2021 Overlay and Repair
Program in the amount of $149,912.00.

MOVED BY KRULLER, SECONDED BY IDAN TO REMOVE ITEM A, VOUCHERS, FROM THE
CONSENT AGENDA. MOTION CARRIED 7-0.
MOVED BY SEAL, SECONDED BY KRULLER THAT THE CONSENT AGENDA BE APPROVED AS
AMENDED. MOTION CARRIED 7-0.
