Mayor Ekberg called the remote Regular Meettrig of the Tukwila City Council to order at 700 p.m and led
the audience in the Pledge of Allegiance.

SPECIAL PRESENTATIONS
a. Report from the Public Safety Bond Financial Oversight Commlttee. Andy Rmisvvig. Chair,
Public Safety Bond Financial Oversight Committee.
Andy Reiswig, Chair of the Public Safety Bond Financial Oversight Cornmdbao, provided the semi-annual
report of the Committee per the charter adopted by Resolution #1 892 He relayed the Committee has a
suggested change to the charter to clarify the duration of responsibilities Council consensus existed to
send this item through the Council Committee process.
b. Report on Police Chief search community engagement e . Rachel Bianchi, Deputy City
Administrator; Juan Padilla, Human Resources Director
Juan Padilla, Human Resources Oirechor, provided an update on the comrnunity outreach and
engagement efforts made regardirig the search for a new Police Chief. It is anticipated the Mayor wUl
present a candidate for confirmation by the City Council in March 2021 The Councilmembers asked
questions and offered suggestlons on the process moving forward.

PUBLIC COMMENTS
Those wishing to provide public comment had the opportunity to deliver public comments via email by
5:00 p.m. today. Laurel Humphrey, Legislative Analyst, acknowledged receipt of and read the following
written comments received by email:
Bridgette Agpaoa Ryder, acknowledged Tukwila's first people, The Duwamish, Each meeting, we gather
on Indigenous land - the traditional territory of Coast Satish peoples, specifically the Duwamish Tribe. We
honor our original stewards of the land. We live on the unceded ancestral lands of the Duwamish people.
A people that are still here, continuing to honor and bring to light their ancient heritage.
Joe Duffie thanked the Council for COVID-19 testing; hard work on the budget; the Teen and Senior
Center; rental assistance; and homelessness prevention.
Christine Neuffer, requested that the City engage with disability advocates as part of the screening
process as it relates to the community engagement process for Police Chief. She suggested reaching out
to Disability Rights WA or ARC.
Councilmember Kruller suggested that public comments made about an agenda item should be
considered when that item is being discussed by the Council. Council consensus existed to discuss this
topic.

UNFINISHED BUSINESS
a. Weekly COVID-19 report.
David Cline, City Administrator, provided an update on the City's coronavirus response referencing
ongoing efforts through the Human Services Office, business recovery, meeting basic needs, and the
local COVID-19 testing site.
Council President Quinn relayed that based on his meetings with other agencies, the City is ahead of the
curve on its processes.
Councilmember Kruller referenced information in the agenda packet relating to the retirement of
Katherine Kertzman with the Seattle Southside Regional Tourism Authority (RTA). She commended the
long and exemplary career of Ms. Kertzman as it relates to tourism in Tukwila and the surrounding area.
b. Budget legislation:

Based on a question from Councilmember Kruller regarding the 10 -year term for franchises, Kari Sand
and Emily Miner from the legal team and Eric Compton in Technology and Innovation Services explained
the term for franchises can be shortened. There must be consistency among agencies with "like"
franchise agreements. However, the City can implement a process that standardizes a shorter franchise
period that can be accomplished over time.

Authorize the Mayor to execute a purchase and sale agreement to sell approximately 1.69 acres
generally located at 14420 through 14452 Tukwila International Boulevard to HealthPoint for fair
market value based on a third -party appraisal and upon terms reasonable to the Mayor and City
Attorney.

REPORTS
a. Mayor
Mayor Ekberg reported that he has had an inquiry from "Bird," a company that provides scooters They
are considering Tukwila as placement for their first location in Washington State.
b. City Council
Councilmember Hougardy attended the recent SCATBd (South County Area Transportation Board)
meeting, Hi h|ineForunn.anUReoiong|TnansportationC0nnrnitteemeetingShe also participated in the
Equity Po(icy Implementation year-end retreat as a member of the Equity and SociaI Justice Commission,
where Councit President Quinn was the keynote speaker. Ms. Huugardyalso attended the holiday lunch
with the Chamber of Commerce, which focused on the annual report She also attended the recent NLC
(National League of Cities) event, where there was a focus on an organization known as Cahoots (Crisis
Assistance Helping Out on the Streets). This is a mobile crisis intervention program focusing on social
service catls involving crisis counseling.Additionatly, President Etect Joe Biden attended the virtual event
and cafled for National unity.
Council President Quinn will be attending the December 9 Washington State CriminalJustice Training
Commission meeting, where the focus will be on corrections for the WAC (Washington Administrative
Code) and 1-940 (Police training and criminal liability in cases of deadly force), 1 -le attended the recent
Joint Recommendations Committee meeting, which focused on CDBG (Community Development Block
Grant) funds His replacement on this Committee will be Councilmember Cynthia Delostrinos Johnson.
Councilmember Kruller referenced that in the Transportation and Infrastructure Committee, it came up
that the City does not have staff representation on the Metropolitan Water Poflution Abatement Advisory
Committee (MWPAAC). This is important as it relates to water quality and collaboration with the
Department of Ecology, She relayed that based on a video of bus stops showing garbage and debris,
she communicated with Public Works staff, While the staff does clean the bus stops as part of their
routine duties, they quickty addressed the issues arising from the video. She commended their response
to this issue, Ms. KruUer attended the recent NLC event and was impressed with the Cahoots model.
She noted the YES organization (Connecting, Inspiring and Collaborating with young and
intergenerational changemakers) is over 20 years old and an acknowledgement for Youth Councils Ms.
Kruller attended the Affordable Housing Strategies meeting and a virtual Transportation meeting in
Nashville, where the focus was on 18 measures of equity that are required before approving prolects,
She will be the City's representative at the General Assembly and noted that Tacoma Mayor, Victoria
Woodards, is NLC's Second Vice President and positioned to be the next President of NLC. Additionally,
she is participating in SCA (Sound Cities Association) meetings as well as the Transportation Policy
Board meetings, This will involve the process of selecting candidates for the 2 open SCA board member
seats.
Councilmember McLeod reported on the recent PED (Planning and Economic Development) meeting.
The focus was on a presentation from Seattle Southside Regional Tourism regarding how they calculate
the return on investments, He noted that a discussion on "Experience Tukwila" will be coming to the next
Committee of the Whole meeting as well as renewing a rule for tents in parking lots through June 2021.

Council President Quinn thanked Councilmember Seal, Chair of the Finance Committee, and Laurel
Humphrey, Legislative Analyst, for their work this year He also requested that folks slow down while
driving on the roadways. While going on a run recenUy, he was almost hit by a car and had to push off the
hood of the car to avoid a full collision.
