Call to Order, Roll Call & Introduction of Guests: Chair Sheila Coppola called the meeting to order at 6:20pm. Attendance: Commission Members Present: Sheila Coppola, Pinky Estell, Helen Enguerra, Shawn Belyea, Cynthia Chesak and Dylan Mahler Commission Members Absent: Trisha Gilmore, Jaleh Sadravi Staff: Tracy Gallaway Guests: Meagan McGuire, Seattle Southside Regional Tourism Authority (RTA). Potential student reps for 2021-2023 - Thanipa Suwanchote (drawing, graphic design), Mariam Khazal (graphic design), Dibaggio Ramirez Diaz (instrumental music), Sierra Roberson (choral music), Tien Tran 2. Approval of Agenda: Helen Enguerra to accept the agenda. Cynthia Chesak seconded the motion. The motion passed unanimously. 3. Approval of Minutes: Cynthia Chesak moved to accept the minutes for 9.23.20. Shawn Belyea seconded the motion. The motion passed unanimously. 4. Unfinished Business: a. Ignition NW Art Installations – Pinky Estell has been working with the Ignition NW team to come up with some options for art installations in Tukwila Parks. What are some examples of art that might be currently available for installation immediately (but would be durable for the fall/winter weather)? Pinky, Shawn, and Tracy will coordinate a time for a park tour to determine the best locations for installations (in coordination with the Park maintenance staff). b. Southcenter District Art, Baker Blvd Sidewalk Art Installation – Tracy Gallaway shared that this project is complete. Sidewalk art developed by artist Beth Ga han was installed along Baker Blvd on September 29th & 30th. Tracy Gallaway hired a videographer to document the project, develop a training video and develop a project video to share the project on the City website and social media channels. City staff also shot a video using an unmanned aerial vehicle (UAV) to capture aerial video of the project area. c. Utility Box Art Program – Beth Gahan has created a design to use on the City owned utility boxes at Baker Blvd and Andover Park E. This pilot proje ct will be complete Draft Minutes 11.18.2020 before the end of 2020. Beth and Tracy have been working on developing a City policy for this program. There are plans to roll out the Utility Box Art Program in early 2021. d. Park Art Projects – Due to staff capacity, the park art projects have been delayed and will be reconsidered for 2021. Staff has ordered thermoplastic art to use at various parks – these include e. Tukwila Library Advisory Board (TLAB) “Free Little Libraries” – Cynthia Chesak, who serves on both the Arts Commission and TLAB, shared that TLAB was approved to move ahead with this project. TLAB purchased 2 boxes. The Arts Commission will commission artists to paint or decorate the free little libraries. This project will move forward in spring 2021. 5. New Business: a. Seattle Southside Scene Campaign, Megan McGuire, Seattle Southside RTA b. Tukwila Pond Master Plan – request for stakeholder representative 6. Commission/Staff Report Outs: o Tracy Gallaway, Staff Liaison: ▪ ArtsCorps –Free Virtual Teen After School Art Program that began on October 20th concludes on November 19th. The Spoken Word/Poetry class was canceled, but the Hip Hop Dance class had 4 students. ▪ Contract with Joel Lee for Public Art Inventory & Assessment – the inventory and assessment began earlier this month. ▪ Justice Center Plaza – Tracy is working with artist Elizabeth Gahan for an art proposal at the Justice Center Plaza site. The proposal includes using 3 large lanterns attached to the current light poles. There are a couple of lighting options. We are still waiting for a design and cost for the armature to attach the lanterns to the poles. o Sheila Coppola: Jolene Haas, Duwamish Tribal member, is interested in coming to a future meeting to get to know the arts commission, projects and have a seat at the table. o Dylan Mahler: ▪ Art at FHS -final design meeting will be in December. 7. Other – Donated art discussion 8. Agenda for Next/Future Meetings: Donated art draft policy; Proposal for Justice Center art purchase – Trish Kinlow, Tukwila Municipal Court Administrator 9. Adjournment: Cynthia Chesak motioned to adjourn the meeting at 7:40 pm Pinky Estell seconded the motion. The motion passed unanimously.
