Remote Meeting per Governor Proclamation 20~28 January 11.2021— 7:00 P.M.
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and
participating viae remote electronic system.
All participants, including the 8&ayuC Councilmen/bens, City staff, and legal counsel were not
at Tukwila City Hall and participated via aremote electronic system.

CALL TO ORDER/PLEDGE OF ALLEGIANCE
Council President Kru|ler called the remote Tukwila City Council meeting to order at 7:00p.m.and led the
audience inthe Pledge ofAllegiance.

PUBLIC COMMENTS
Council President Km||er announced that those wishing to provide public comment had the opportunity to
deliver public comments via email by 5:00 p.m. today.
Laurel Humphrey. Legislative Analyst, acknowledged receipt ofand read the following written comments
received byemail:
Jonathan Joseph referenced the recent violence in Washington O.C. and asked the Council to connect
with community members that may be affected by these events viaforums such as "Council Chats" and
participatory models that elevate the experience ofall residents in decision-making processes.
PUBLIC HEARING
An ordinance amending various ordinances as codified in Tukwila Municipal Code Title 17,
"Subdivisions and Plats," and Title 18. "Zonfng"mtthe sections as sisimd herein, to incorporate
code amendments providing a process to modify subdivision project after it has received

preliminary apprpval, to delegate final plat approval to the Director of Community Development, to
change dna procedures for phasing of subdivision and to provide for additional extensions to
the preliminary approval expiration of phased subdivisions, repealing Ordinance No. 2499.
7:06 p.m. Council President Kruller opened the public hearing and called for a staff report.
Minnie Dhaliwal, Deputy Community Development Director, provided an overview of proposed changes bz
the subdivision code that creates a process to allow for modifications ofpreliminary approved plats;
modifieathe approval process forfina|plats; allows forthecreation ofaphasing plan for plats; and
modifiemthe expiration time period for preliminary plats.
7:12 p.m. Council President Kruller called for public comments.
Laurel Humphrey, Legislative Analyst, acknowledged the following speakers:
Nicole DoLeon, Attorney with Carnunoss &Hennpelnlann. spoke insupport ofthe proposed ordinance on
behalf of Segale Properties and noted they have worked extensively with staff on these amendments.
Council President Kruller asked if there was anyone else who wished to make a public comment on this
topic and to press *6 on the phone to unmute. There were no additional public comments.
7:15 p. m. Council President Kruller closed the public hearing.
SPECIAL ISSUES
a. Discussion on an ordinance amending various ordinances as codified inTukwila Municipal
Code T|do 17. "Subdivisions and Plats," and Title 18. "Zoning" at the sections as stated
herein, to incorporate code amendments providing aprocess to modify a subdivision project
after |thas received preliminary approval, bmdelegate final plat approval tothe Director mf
Cprnnnwn|ty Development, to change the procedures for phasing ofosubdivision and to
provide for additional extensions to the preliminary approval expiration of phased
subdivisions. repealing Ordinance No. 2499.
Cbunci|membenMcLeod indicated that the Planning and Economic Development Committee did not have
a recommendation but was supportive of items 1-3 as outlined in the packet. The committee had
requested additional policy options for item 4 that were outlined by Ms. Dhaliwal inher presentation

David Cline, City Administrator, provided an update onthe City's coronavirus response and highlighted
the following: Updated numbers are available for Police and Fire service calls; Review of the metrics
following the Governors announcement ofanew COV|D-1S phased recovery plan are underway; Per
Counoi|member De|oethnooJohnson'e inquiry adthe last Council meeting, staff is seeking Council
direction onwhat to include in the unemployment report.
Coumcihnember Oolootrinos Johnson suggested identifying industries that are performing well in Tukwila
that may offeremployment opportunities for residents.
Council President Nr |bx asked if there is any information available on the location of the new high-
volume community vaccination sites. Mr. Cline replied staff are working on connecting with King County to
possibly locate one site in the City.

updated state building codes; repealing Ordinance Nos. 2539, 2503, 2402, and 2121; repealing

2549 §17, as codified at TK8C Section 16.04.250; repealing Ordinance No. 2326 to sJ|rn|natw

d. Fire Legislation:
(1) Discussion on on ordinance repealing Ordinance Noe 2435 and 2504 as codified in Tukwila
Municipal Code (TMC) Chapter 16.1$, "UnbammsUpnmd Fire Code;" reenacting TIVIC Chapter
1$,16, "International Fire Code," to adopt the 2018 Edition of the International Fire Code and
appendices with certain exceptions and amendments to apply within the City ofTukwila, to
update Tukwila fire code regulations to better align with our regional fimm prevention padLnnna
in M(|n0 County, to add code language for emergency responder radio systems that support
the Puget Sound Emergency Radio Network upgnade, and to improve code language to assist
in the enforcement, implementation and understanding of Tukwila Fire Code requirements;
repealing Ordinance Nos. 1786 and i787and updating regulations regarding fireworks and
pyrotechnics and relocating those regulations tmTA8CChapter 1$.16.
(3) Discussion on m resolution repealing Resolution No. 1967 and adopting a revised Fire
Department fee schedule.
Ben Hayman, Fire Marshal, indicated the proposed ordinance adopts the Washington State 2O18
|nbamedionsd Fine Code that is scheduled to be effective on February 1, 2021. This update also includes
language supporting the implementation ofthe Puget Sound Emergency Radio Network upgrade. The
effective date of this ordinance is also in flux due to the possible delay of the effective date perthe State
Building Code Council. The proposed resolution contains administrative updates tothe Fina Department
Fee schedule.

e. Discussion on aQrant in the amount of $72,485.84 to include matching funds in the amount of
$7,248.58 for the National Criminal History Improvement Program.
Rebecca Hixson, Senior Manager of Support Operations, explained the Police Departmenthas been
awarded the 2020 National Criminal History Improvement Program Grant which funds SO96ofa
temporary Disposition Research Specialist position from January 1 -December 31, 2021. The grant
requires a1O96match that will bafunded from existing 2O21 budgeted funds from the Police Department.
The Councilmembers asked clarifying questions regarding the grant and the position.

Laurel Humphnay, Legislative Analyst, explained staff is seeking Council direction on the structure of
Committee meetings for2021.Kthe Council wishes to retain its standing committees process, adraft
resolution has been prepared per the next hem on the agenda and Committees could begin convening
the week ofJanuary 25.2O21. Council President KmUerprovided onoverview ofalternative meeting
frameworks and schedules.

begin recording Council Committee meetings; due to uncertainties from the pandemic, this is not an

the month; no meetings on weeks when a holiday falls one Monday; and allowing public commenters to
verbally address the Council rather than having thairemai|e read.

Council Committees for 2021, and repealing Resolution No. 1982.

g. Discussion on 2021 City Council participation on external Bnando. Committees, and
Laurel Humphrey, Legislative Analyst, presented the draft list ofCouncil participation and representation
onexternal boards, commissions, and commissions forthe 2O21 calendar year. She noted the list will be
updated throughout the year as needed and that Alternates are needed f or a f ew of the positions.
Discussion ensued with the following outcomes:
Councilmember Hougardy — Alternate for Sound Cities Association Public Issues Committee.
Council President KmUer — Puget Sound Regional Council Regional Transit Oriented
Development Advisory Committee
Councilmember Idan —Alternate on Puget Sound Regional Council: Regional Transit Oriented

The Council concurred with the list of representations, as emended.
REPORTS

Mayor Ekberg relayed he will be meeting with Representative Hackney and Senator Hasegawa along
with Council President Km||er.
b. City Council
Counui|membsn Seal participated in Library Advisory Board meeting and was elected Vice Chair.
Tukwila will beone ofthe first libraries boreopen due hmthe need foroommunib/access toservices
provided. The Library Advisory Board is collaborating with the Tukwila Arts Commission and Parks and
Recreation to install Little Libraries in parks.
Coumi|member Hougmdyrepoded attending an Equity and Social Justice Commission meeting where
they discussed their work plan and revising their vision and mission statement. They were also required
to watch training videos on the Open Public Meetings Act and Public Records Act.
Counc |nnember Quinn reported Sound Cities Association continued dnsr Racial Equity and Justice Series

what Washington employers can do to support racial equity. He emphasized the importance of
acknowledging current events and coming together as a community to solve problems.
Councilmember McLeod thanked the Tukwila Police Department forsupporting a peaceful protest that
was recently held at the Justice Center and for keeping the community informed.
Councilmember ldan expressed that as an immigrant and refugee, it was diff icultto watch the recent
events occurring at the Capital. He is supportiveof holding conversations withthe community through
Council Chats.
Councilmember Delostrinos Johnson expressed her hope that the community continues to talk about the
recent events at the Capital to raise awareness, as those who are immigrants and refugees harbor
memories of violence from their home countries. She relayed she met with leaders from the Somali
Health Board regarding programs they would like to partner with the City on, including a soccerprogram
for which they are seeking affordable use of fields. She asked staff is there is an opportunity to partner on
a grant.
Council President Kruller shared she moved to Tukwila because she wanted to live in a community that is
a welcome map to the world. She emphasized the importance of effecting change, starting within
communities. She thanked the Fire Department for their timely response to a vacant house that caught on
fire in the Duwarnish neighborhood. Demolition may be occurring on that structure in the summer. She
asked Councilmembers to coordinate with Laurel Humphrey, Legislative Analyst, to update profiles on the
City website. Council President Kruller thanked the Police Department for assisting with the peaceful
demonstration that was recently held at the Justice Center and noted January 21, 2021 is National Law
Enforcement Appreciation Day.
