Remote Meeting per Governor Proclamation 20-28 January 11, 2021 —10:00 P.M.
MINUTES
SPECIAL MEETING
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and
participating via a remote electronic system.
All participants, including the Mayor, Councilmembers, City staff, and legal counsel were not
at Tukwila City Half and participated via a remote electronic system.
The phone number for public participation that was provided via the agenda distribution
process was: 1-253-292-9750, access code 670077847# as well as a link to join the Microsoft
Teams Meeting.
CALL TO ORDER
Mayor Ekberg called the remote Special Meeting of the Tukwila City Council to order at 10:00 p.m.
directly following the Committee of the Whole meeting.
ROLL CALL
Andy Youn, Deputy City Clerk, called the roll of the Council. Present at the virtual meeting were
Councilmembers Verna Seal, Kathy Hougardy, De'Sean Quinn, Kate Kruller, Thomas McLeod, Zak Idan,
Cynthia Delostrinos Johnson.
CITY OFFICIALS
Allan Ekberg, Mayor; David Cline, City Administrator; Rachel Bianchi, Deputy City Administrator; Eric
Drever, Interim Police Chief; Rebecca Hixson, Senior Manager of Support Operations; Joel Bush, Senior
Technology Integration Manager; Laurel Humphrey, Legislative Analyst; Andy Youn, Deputy City Clerk.
CONSENT AGENDA
Approve a grant in the amount of $72,485.84 to include matching funds in the amount of $7,248.58 for the
National Criminal History Improvement Program.

MOVED BY SEAL, SECONDED BY HOUGARDY THAT THE CONSENT AGENDA BE APPROVED AS
SUBMITTED. MOTION CARRIED 7-0.
UNFINISHED BUSINESS
A resolution establishing the titles, duties, and schedule of the standing City Council Committees for
2021, and repealing Resolution No. 1982.
MOVED BY SEAL, SECONDED BY QUINN THAT THE PROPOSED RESOLUTION BE READ BY
TITLE ONLY. MOTION CARRIED 7-0.

ADOPTED AS READ.*
Council President Kruller proposed the resolution be amended as follows, Transportation & Infrastructure
Services Committee to meet on the 2r1d & 4th Mondays; Community Services & Safety Committee to meet
on the 1st & 3rd Mondays.
MOVED BY KRULLER, SECONDED BY IDAN THAT THE PROPOSED RESOLUTION BE AMENDED.
MOTION CARRIED 7-0, TO AMEND THE PROPOSED RESOLUTION.
