Remote Meeting per Governor Proclamation 20-28 January 25, 2021 — 7:00 P.M.
MINUTES
This meeting was conducted remotely, with the City Council, Mayor, and staff off-site and
participating via aremote electronic system.
All participants, including the Mayor, Councilmembers.City staff, and legal counsel were not
a/Tukwila City Hall and participated via aremote electronic system.

COMMITTEE OF THE WHOLE
Council President Knu|karcalled the nomous Tukwila City Council meeting to order at 7:00 p.m. and led the
audience inthe Pledge ofAllegiance.

Rebeccah MasNn' Planner with King County, and Karen Wolf, Senior Policy Analyst with King County,
gave an overview of the implementation of the Growth Management Act, the role of the Growth
Management Planning Council and regional growth targets.

Council President Kruller announced that those wishing to provide public comment had the opportunity to

David Cline, City Administrator, provided anupdate onthe City's coronavirus response as follows:
Tukwila is now in Phase 1 of the Recovery Plan and can advance to Phase 2when the region meets
certain metrics; staff is reviewing the Council's request regarding outreach about job openings; Firefighter
Cathy Browning is now operating the COVID-1 9 testing site at Church by the Side of the Road; two mass
vaccination sites will beopening inSouth King County; Vaccine eligibility can bechecked through
Washington State Department ofHealth's Phase Finder tooL
b' Application for lodging tax funds: Spice Bridge International Food Hall otTukwila Village.
Brandon yWi}ea. Business Relations Manager, explained Global to Local is seeking funding in the amount
of $5,000 for the development of digital marketing assets to include a website and enhanced social media
presence for the Spice Bridge International Food Hall.

Mayor Ekberg thanked Firefighters Cathy Browning, Jeff Nichols, and the Tukwila Fire Department for
their assistance inoperating the Church bythe Side of the Road COV|O-1Stesting site.
b. City Council
Counci|memberSea| shared King County Library System offers free printing and curbside pickup services
a|their libraries through their website.
Councilmember Hougardy participated in an Ad Hoc Equity and Social Justice Commission meeting
where the Commission continued revising their mission statement, and reviewed upcoming \nainingmand
the celebration ofJun*deenth.
Councilmember Quinn attended the recent Sound Cities Association (SCA) Board Meeting. He also
reported the Washington State Department n[Health's 2U20Community Recovery -Oriented Needs
Assessment (C[)RONA)Survey results indicate the pandnmichas had a significant impact onthe ability
o[King County residents &xmeet financial obligations oressential needs.
Counoi|memberMcLeod reported the King County Growth Management Planning Council will bemeeting
on January 27. 2021. He attended o South King Housing and Homelessness Partners meeting.
Councilmember Idan relayed the Finance and Government Committee met earlier tonight and invited the
Council to review the 2021 Committee Workplan. He indicated he will be absent from the February 1 s',
2021 Regular Meeting.
Councilmernber Delostrincis Johnson attended a Community Oriented Policing Citizen's Advisory Board
(COPCAB) meeting and requested the 2021 Community Survey from C(]PCAB be presented atan
upcoming Community Services and Safety Committee meeting. She also recently met with Teens for

Tukwila. She encouraged everyone to share information regarding the COVID-19 vaccine to reach as
many community members as possible.
Council President Kruller attended a Public Issues Committee meeting through Sound Cities Association
where the Committee voted to support funding for the West Seattle Bridge.

d. Legislative Analyst
There was no report.
MISCELLANEOUS
Councilmember McLeod relayed South King Housing and Homelessness Partners (SKHHP) is bringing
forward an updated Interlocal Agreement for approval by participating jurisdictions. SKHHP is also
considering changing to a 5010 and putting together an advisory board.
Consensus existed to review the proposed changes to the Interlocal Agreement.
Council President Kruller asked Administration to follow up on possible clearcutting of trees near the
Sabey Data Center.
