King County Waterworks Grant Application and Other Project Grant Applications
ISSUE
Authorize the submittal of a grant application for the Storm Water Quality Retrofit Project to King
County's Waterworks grant program and authorize other future construction grant applications.
BACKGROUND
The Storm Water Quality Retrofit Project will improve the quality of stormwater discharged from City
roadways into the Green-Duwamish River and its tributaries. Improving water quality positively affects
human health and aquatic species such as the ESA -listed Puget Sound Chinook salmon. In December
2020, the UW Tacoma and WSU Puyallup uncovered a chemical tire preservative as the culprit in
stormwater-related Coho mortality, aka. urban stormwater runoff mortality syndrome.
DISCUSSION
Currently the Storm Water Quality Retrofit Project is in the design phase for retrofits at four outfall
locations. King County is seeking applications for its Waterworks Program for the 2021 cycle. The
Waterworks grant runs on a two-year cycle and currently has $2.2M dedicated this round. Grant
amounts are between $20,000 and $200,000 and a 10% match is required. City staff recently submitted
a letter of intent and if invited, would submit a full application by May 26, 2021. Awarded projects can
begin in early 2022.
Staff anticipates seeking Department of Ecology (DOE) grant funding later this year to provide majority
of funding for the first phase of construction. DOE requires a 15% match, which is hoped to be
achieved through this WaterWorks grant. This funding approach or a similar one would be sought to
complete construction. In addition, staff is seeking opportunities to include an educational or outreach
component to this project, which is part of the grant scoring criteria.
FISCAL IMPAC
This grant application for up to $189,274 represents 15% of the current construction cost estimate and
will provide a portion of the required DOE match for the first phase of construction and reduce City
resources needed to finance construction. Any City match would be funded by the Surface Water fund.
RECOMMENDATION
Committee approval is being requested for a grant application submittal to King County's WaterWorks
grant program and future funding applications to pay for the Storm Water Quality Retrofit construction.

DESCRIPTION: Provide, design, and install water quality testing and improvements at selected drainage locations.
JUSTIFICATION: Most surface water is discharged directly to receiving water bodies untreated.
STATUS: Water quality was added to Interurban Ave S in 2015 and 53rd Ave S in 2018.
MAINT. IMPACT: Expected to increase maintenance.
COMMENT: Combine with other CIP projects for design and construction, where feasible. A 2017 WA State Department of
Ecology grant was awarded for $244,375 with a City match of $43,125.
